Under the Strategic Outcome 1 (SO1) WFP has committed to ensure that people are better able to meet their food and essential needs, through support to crisis-affected populations to have safe and equitable access to adequate and nutritious food. More specifically under Act 1 of the new CSP 2022-2026, WFP aims to save lives and protect the food security and nutrition status of vulnerable populations affected by shocks and strengthen essential health and nutrition service delivery, while leveraging opportunities to initiate resilience building and self-reliance activities. Whilst WFP will continue to augment government capacity for emergency response, this CSP’s focus on capacity and systems strengthening promotes resilience and long-term sustainability and scalability of national responses.

The two main responses include provision of cash and/or food transfers to vulnerable households affected by extreme weather events (such as cyclones, floods, drought) by saving lives and protecting livelihoods and man-made disasters including conflicts; investing in the prevention and mitigation of disasters through implementation of early recovery resilience building activities as well as support to refugees through relief and self-reliant activities in the country.

During the deployment, the National UNV will gain exposure to and experience of emergency preparedness and response in 3 distinct emergency responses in Mozambique: 1) Conflict Response 2) Cyclone response and 3) El Nino response. Due to the timing of the assignment and current allocations of responsibilities within the team the candidate is expected to focus mostly on the El Nino Response.

1. Contribute towards WFP’s corporate effort to maintain and improve emergency preparedness, early warning analysis, early action, and emergency response, ensuring alignment with wider programme policies and guidance.
2. Provide project management support to specific and defined programmes and projects of small to moderate size that are relatively straight forward in nature, ensuring a coordinated approach with wider programmes that complies with WFP standards and procedures.
3. Support the preparation and training on guidance, on-the-job training, technical and strategic guidance to field monitors, cooperating partners and district Government staff at central and provincial level for the planning and implementation of activities;.
4. Act as focal point for coordination and collaboration with Government and NGO cooperating partners, clarifying programme objectives, methodology and timeframe and ensure clear and continuous communication with partners on programme performance;
5. Contribute to the preparation of accurate and timely reporting on programmes and activities that enable informed decision making and consistency of information presented to stakeholders.
6. Ensure integration of gender mainstreaming into WFP programming and operation;
7. Support ensuring that complain mechanisms are operational and all complains are proper recorded, followed up, investigate, measures taken to correct the irregularities and closed;
8. Support the identification, development, and management of potential partnerships to collaborative working leading to improved food assistance packages.
9. Support the capacity building of WFP staff, partners and national government to prepare for and respond to food assistance needs, e.g. through project management support, learning initiatives, and on-the-job experience building.
10. Provide guidance to support staff, acting as a point of referral and assisting them with analysis and queries.
11. Deploy when required to emergency situations and, under close supervision, contribute to the implementation of emergency response operations.
12. Other duties as required.

As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials. This position is based in Maputo, Mozambique National UN Volunteers are part of the malicious insurance plan. National UN Volunteers are expected to be culturally sensitive and adjust to the prevailing culture and traditions.

Conditions of Service for National UN Volunteers

The contract lasts for the period indicated above with the possibility of extensions subject to the availability of funding, operational necessity, and satisfactory performance. However, there is no expectation of renewal of the assignment.
The applicable Volunteer Living Allowance is provided monthly to cover housing, utilities and normal cost of living expenses. Life, health and permanent disability insurance are included (health insurance for up to 3 dependents – except for UN Community Volunteers), as well as final repatriation (if applicable).
