What we are looking for:

The purpose of the Education Specialist position is technical development of the Education Core Competency (CC), strategic direction and quality assurance, the education strategy and quality control. The Education Specialist is responsible for mentoring, training, and capacity development of staff on education technical capacity in Somalia. Furthermore, the Education Specialist will also act as the technical lead for NRC-led Education consortia and will actively contribute to advocacy, programme design, and proposal development for the CC’s fundraising efforts.

What you will do:

Generic responsibilities:

  1. Develop CC strategy, technical guidance and Macro LFAs that are aligned with regional and global strategies and priorities.
  2. Compliance with and adherence to NRC policies, guidance and procedures.
  3. Contribute to fundraising, develop and revise funding proposal, budgets and donor reports
  4. Identify trends technical standards and donor priorities.
  5. Follow up on compliance with contractual commitments within CC, ensure high technical quality and synergies in project implementation.

Specific Responsibilities:

  • Lead the revision/development of the Education CC Strategy as part of the broader Country Strategy development process.
  • Initiate and conduct assessments relevant for the Education CC in coordination with other CCs to ensure synergies and multi-sector responses.
  • Regular engagement with stakeholders, particularly with the Ministries of Education and other education authorities. Ensure all relevant stakeholders are included in the planning and implementation of projects as appropriate.
  • Identify donor priorities and funding opportunities and develop sound and evidence-based proposals and concept notes in line with NRC’s strategy and country objectives.
  • Lead the development of Education on Emergency (EiE) response and preparedness planning to support timely and anticipatory response to rapid and slow onset needs.

Generic professional competencies for this position: 

  • Minimum 4 years of experience in designing, developing and leading education programs in multiple humanitarian/ recovery contexts.
  • Experience of working in complex and volatile contexts, preferably including the East Africa Region.
  • Proven experience in Education in Emergency EiE.
  • Proven Experience in volatile locations.
  • Candidate must have international experience.
  • Educational and/or practical expertise in children and youth education.
  • Previous experience in leading quality assurance of education programs, including staff capacity building and mentoring.
  • Proven skills and experience in report and proposal writing.
  • Strong coordination, inter-personal and management skills.
  • Fluency in English, both written and verbal.

Context/specific skills, knowledge and experience:

  • University degree or higher education in engineering.
  • Ability to prioritize needs and carry out multiple tasks simultaneously.
  • Good overview of the humanitarian and socio-political context in East Africa Region in general and in Somalia in particular will be considered as an advantage;
  • Somali language skills will be an asset;

  • Salary/benefits: grade 9 on NRC’s salary scale.
