Organizational Setting
The Food and Agricultural Organization of the United Nations is implementing a project for improving animal identification and traceability in the Caribbean Region. This project is in alignment with the Regional Priority 1 (Efficient, inclusive, and sustainable production), with a particular focus on Regional Initiative 3 (Improving food systems in the Caribbean). The project will be implemented in Trinidad and Tobago, St. Kitts and Nevis, Grenada, The Bahamas, Dominica, and Jamaica. The national legal specialist will be responsible for preparing the analysis of national legislation that will serve as basis for the proposals for legal reform, for their presentation to the national counterparts and to prepare new legislation.
Reporting Lines
Under the technical supervision of the FAO legal Officer in HQ and with the day to day oversight of the Lead Technical Officer of the project – CARICOM Animal Identification and Traceability (AIT) system to facilitate trade and animal health management and in close collaboration with the Ministry of Agriculture and other government and private stakeholders, the National legal Specialist – AIT project, will provide an assessment of the national legal frameworks for the successful implementation of the project. Specific duties will include:
Technical Focus
The Legal Specialist will provide technical support to a project on Animal Identification and Traceability (AIT). The consultant will review national legislation relevant to the implementation of a national AIT system and provide recommendations for upgrading. The consultant will also assist on and guide the actions and develop documents needed to initiate the process of legal reform in the respective country.
Tasks and responsibilities
• In consultation with the project management team and the lead technical unit, prepare a detailed work plan and arrange for its technical implementation, monitoring and evaluation;
• Establish the required network and working relationships with all key stakeholders for the project, to support the dialogues with government officials in the concerned ministries and other stakeholders whose interest and responsibilities are related to project objectives and activities, and for developing the mutual collaboration that is essential for project success;
• Work in close collaboration with the Ministry of Agriculture Focal Points and the Regional legal consultant to coordinate all the relevant project activities and inputs, ensuring timely delivery of results;
• Conduct a review of the national legal framework and develop a report to elaborate the national situations relevant to the implementation of an Animal Identification and Traceability system;
• Provide support to initiate the process of legal reform relevant to the implementation of a multifunctional animal identification and traceability system;
• Provide support to the international consultant strategy development to develop a legally sound strategy for the implementation of an animal identification and traceability system, including the development of a legal proposal for the Caribbean. Discuss the regional proposal at the national level, including options to align national legislation to the regional scheme.
• Any other related duties assigned to support strengthening of the legal framework relevant to the implementation of the multifunctional animal identification and traceability system in the beneficiary countries.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
• University degree in Law or related field
• At least 5 years of relevant experience in agricultural legislation and/or veterinary legislation
• Working knowledge of English
