UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
Given the context in Haiti, one of the priorities of UN Women’s program in the country is to strengthen women’s leadership in the area of peace, security and humanitarian action. In this area, UN Women draws on the compact on women, peace and security, and humanitarian action, as adopted by the world at the Generation Equality Forum launched in March 2021 in Mexico City and concluded in July of the same year in Paris, France.
Thus, within the framework of its multiple actions in this area and given its positioning and leadership role in certain funding windows of certain funds of the Secretary General of the United Nations such as the Women’s Fund for Peace and Humanitarian Action as well as program initiatives on gender, UN Women Haiti wants to consolidate its interventions by creating a unit within its team that will be responsible for coordinating the implementation strategy, support data collection and management from all initiatives (programs/projects) and organize them towards the strategic note and SP indicators.
Under the overall guidance of Country Representative, the Monitoring, Evaluation and Reporting Analyst contributes to the effective management of UN Women programmes in the Country Office by providing substantive inputs to programme design, formulation, implementation and evaluation, facilitates the research plans and consolidate data for internal and external use. The Monitoring, Evaluation and Reporting Analyst guides and facilitates the delivery of UN Women programmes by monitoring results achieved during implementation, providing technical support to partners in developing their performance monitoring frameworks and ensuring accurate, timely and high quality reporting within UN Women programmes; together with the cooperation framework, appropriate application of systems and procedures, and develops enhancements where necessary.
Reporting to the Deputy Country Representative, the Monitoring, Evaluation and Reporting Analyst has the responsibility to provide technical support to the planning, implementation, evaluation and reporting of UN Women’s interventions within the CO. He/she works closely with the Programme and Operations team, UN Women HQ and ACRO staff, government officials, multilateral and bilateral donors, and civil society to ensure the successful implementation of UN Women’s programmes and overall strategic note.
Over the past 5 years, the UN Women country office in Haiti has implemented Strategic Note 2018-2023 and carried out different initiatives throughout the 10 departments with the goal of strengthening and advancing women’s rights, mainstreaming gender in policy and plans towards gender equality and SDG/ 2030 Agenda achievements. A new Strategic Plan covering 2024-2027 is initiated to consolidate the previous achievements and lessons learnt to achieve three (3) key outcomes:
To achieve the above-mentioned outcomes, UN Women will make use of its triple mandate with integrated approaches in partnership with national and local government actors, development partners, communities, and women leaders, while emphasizing the involvement of men and boys.
1. Facilitate and substantively contribute the incorporation of monitoring and reporting into programme formulation
2. Contribute substantively to the monitoring and tracking of results against country/ regional level targets and UN Women Strategic Plan
3. Facilitate the reporting of results to internal and external audiences
4. Provide technical support to the country office in the implementation of the UN Women Evaluation Policy
5. Contribute to knowledge building, dissemination and capacity building
6. Contribute to building partnerships and resource mobilization strategies
7. The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organisation.
