Purpose

Accounting Manager 1 is in charge of the accounting data produced and/or validated by the sector or department under responsibility, in compliance with internal procedures. S/he acts as a team leader for the sector at headquarters or department in the field.

Accountabilities & Functional responsibilities

• Contributes to designing and implementing an internal control system that guarantees reliable accounting data at any time. Ensures complete and accurate communication flow.
• Proposes and implements the development of IT systems and regular updating of the associated financial procedures, in line with best practices for internal control systems. Identifies, reports and contributes to solving anomalies or technical defects in the IT modules under responsibility. At headquarters, provides guidance to internal “clients” on using the modules. In the field, suggests improvements to the system in order to enhance controls.
• Ensures that institutional assets are preserved as much as possible from losses and/or fraud. Designs and implements procedures that guarantee that ICRC staff and suppliers are paid on time and the right amount.
• Monitors the annual and monthly closings under responsibility at department/sector level, both in terms of meeting deadlines and ensuring quality of accounting data, with some guidance.
• Performs or reviews the necessary reconciliations between the module(s) under responsibility and the general ledger. Performs regular integrity checks of account balances. Identifies anomalies early and takes relevant corrective measures.
• Ensures maintenance of sound accounting documentation to meet external and internal audit requirements and supervises filing of accounting data and relevant supporting documents.
• Prepares the statutory financial statements for ICRC-controlled funds and foundations.
• Supports and manages the accounting sector/department team, occasionally reinforced by apprentices and/or temporary workers. The team may be located in two countries.

Scope & Impact

• Directly supervises a team of less than 7 full-time staff.
• Is team leader for a headquarters sector that supports and assists less than 100 full-time staff, mostly finance-related users of the IT systems under its responsibility; or for a field department that supports and assists accounting staff using the IT system in different sites of the same country (10–20 full-time staff).
• The sector/department is exposed to low- to medium-level accounting risks.
• Answers complex technical/non-standard enquiries.
• Monthly average accounting volume of the site/structure is Sfr 1–2 million.

Relationships

• Internally, interacts within the Finance and Administration Division and with other departments such as Human Resources.
• Externally, interacts with finance department staff from other entities, clients, suppliers, auditors and local authorities.

Certifications / Education required

• Bachelor’s degree or equivalent, plus advanced specialization in accounting.
• Certified public accountant (CPA) licence an asset.
• Fluent command of English and/or French.
• Computer proficiency: Office Suite, Hyperion (Essbase).

Professional Experience required

• At least 6-8 years’ work experience in a similar field of activity in a large company, using an integrated accounting system.
• Experience in a non-governmental or non-profit organization an asset.
• Experience in team management.
• Experience in designing and maintaining an internal control system.
• Knowledge of internal control systems and best practices in financial accounting.
• Sound knowledge of an integrated enterprise resource planning (ERP) financial system and its flows (PeopleSoft and/or JD Edwards).
