The European Investment Fund (EIF) is seeking to recruit for its Mandate Design and Product Development Department (MDPD) – Products & Pilots Division at its headquarters in Luxembourg, several (Senior) Product Development Officer(s) *. This is a full time position (occasional travel required) at grade 4/5 for which the EIF offers a permanent contract.

Purpose

The purpose of the role is to contribute to: (i) the structuring of mandates, products and pilots, (ii) the development and maintenance of the product catalogue that can best serve the clients of the institution (mandators, investors and financial intermediaries), (iii) the development and maintenance of products’ contractual standards with respect to eligibility framework, including associated documentation and tools; in alignment with the EIF’s institutional and operational strategy.

Operating network

  • Report to the Head of Guarantees Products and Pilots Unit or the Head of Products Standardisation Unit.
  • Cooperate with all CIO Departments, and particularly with the Sustainability & Innovation Division and the Competitiveness, Cohesion & Social Impact Division (jointly the “Thematic Divisions”) in MDPD, the Mandate Origination & Relationship Management Department and the transactions teams..
  • Interact with Risk Management, Legal and Strategy Departments.
  • Support the CIO Departments by providing advisory services in product implementation in the domain of relevant unit.
  • Liaise with EIB counterparts and financial intermediaries, for the main purposes of seeking Group strategic alignment consistently with the specificities of EIF products.
  • Liaise with external counterparts (e.g. financial intermediaries) for the main purposes of gathering market intelligence and feedback on EIF products.

At a level commensurate with your experience and seniority, you will contribute to:

For the Guarantees Products & Pilots Unit

  • the maintenance and enhancement of standards for market products (front-end) and mandates products (back-end), focusing on (i) their financial features and structures (e.g. pricing and risk-sharing arrangements), (ii) their compliance with the Group and EIF risk management principles, frameworks and procedures (e.g., mandate risk frameworks).
  • the definition and maintenance of baseline debt product palette features, term-sheets and contracts standard terms, in cooperation with the Products Standardisation Unit and the Thematic Divisions in MDPD.
  • the development and structuring of new guarantee and securitisation products and pilots, including via assessment of the New Products Committee. Support smooth roll-out of such new products and pilots in the market.
  • the assessment of products scalability and expected market uptake, both in the context of new mandates related market testing and to support the definition of business targets over the operational planning cycle.
  • making recommendations to the evolution of the EIF product palette, based on evolving market circumstances, the evolving role of EIF, and the requirements of its existing and potential mandate portfolio.
  • Supporting the mandate origination and negotiations led by the Mandate Origination & Relationship Management Department in coordination with the Products Standardisation Unit and the Thematic Divisions in MDPD.
  • Supporting the Guarantees Securitisation & Inclusive Finance (“GSIF”) transaction team and the Client Services Departments, in charge of post signature operations management, with the implementation of new products and pilots.
  • the review of relevant internal and Group policies, Audits and Evaluations which affect products’ standards.

For the Products Standardisation Unit

  • with the support of the Thematic Divisions in MDPD, the development and maintenance of baseline portfolio eligibility terms and conditions for intermediated equity debt products. Focus on core products by funding source and thematic area, aiming to maximise consistency and facilitating implementation across the portfolio.
  • The definition and maintenance of guidelines for product eligibility, reporting standards, and the associated operational tools, in cooperation with the Client Services teams, Mandate Origination and Relationship Management and Thematic Divisions in MDPD.
  • In cooperation with the Client Services Department, supporting the Equity Investments, GSIF Departments with the implementation of novel elements in product contractual standards, relevant for the Unit.
  • Supporting the Products & Pilots Units in respect of product features standardisation where needed.
  • Supporting the Products & Pilot Units, in the context of the mandate origination and negotiations led by the Mandate Origination & Relationship Management Department, particularly in the case of customisation of eligibility packages vis-à-vis baselines.
  • Collaborating with the Thematics Divisions in MDPD regarding regulatory developments expected to impact product standards.
  • Contributing to the review of internal and Group policies, Audits, and Evaluations which affect portfolios’ eligibility terms and conditions, and connected topics.

Qualifications

  • University degree, preferably at postgraduate level, in Finance/Economics/Law, STEM or a related field.
  • Minimum of three (3) and maximum five (5) years of post-graduation (after having obtained your initial university diploma) relevant work experience within product development field with same level of responsibilities in an IFI or similar.
  • Any – or combination – of the following would be an advantage.
    • Expertise in product development, equity or structured finance transactions, and/or publicly/EU-funded financial instruments;
    • Prior experience in multicultural environments or international organisations;
  • Thorough understanding of the EIF’s objectives, strategies and policies, with ability to understand its political, statutory and operational framework and its role within the EU.
  • Fluency in English and very good knowledge of at least one further EU working language. Knowledge of other languages would be an advantage.
