1. Purpose of consultancy
General objective:
This activity aims to generate pharmaceutical expenditure by estimating aggregate and disaggregated health expenditure from pharmaceutical expenditure. Four selected technical assistants (TAs) are expected to assist the Center for Health Financing and Decentralization Policy (Pusjak PDK) in analyzing, and processing pharmaceutical expenditure data, and generating pharmaceutical expenditure within the agreed period.
Specific objectives:
1) Provide input to adjust the Health Accounts methodology in producing more quality and detailed pharmaceutical expenditure data in Indonesia.
2) Determine how different pharmaceutical expenditures can be collected, structured, and classified to align with the Health Accounts methodology.
3) Identify the types of pharmaceutical expenditure data that are most useful to decision-makers in Indonesia; and early efforts to collect, analyze, and package pharmaceutical expenditure data to meet the needs of pharmaceutical decision-makers.
4) Tracking pharmaceutical expenditure will include national data targeting available secondary data sources
5) Assist and support the Center for Health Financing and Decentralization Policy in holding meetings/workshops related to Health Accounts activities and providing progress reports on these activities.
2. Background
One of the policy directions and strategies in the RPJMN 2020-2024 is to improve access and quality of health services towards Universal Health Coverage (UHC) which focuses on strengthening basic health services. It explicitly states that strengthening health systems and controlling drugs and food are priorities.
The importance of generating pharmaceutical expenditure for Indonesia is to achieve Universal Health Coverage (UHC). This is related to the amount of pharmaceutical availability, production, and distribution required as one of the components for providing health services. Accountable data on pharmaceutical expenditure will be beneficial for evidence-based health policies in the era of National Health Insurance.
Currently, pharmacy expenditure tracking will enable health policymakers to gain an overview of pharmaceutical expenditure patterns and improve system-wide planning and resource allocation to improve efficiency and accountability.
3. Deliverables
1) Report on the capacity building of pharmaceutical expenditure tracking.
2) Report on pharmaceutical expenditure 2023 and 2024.
3) User guide of pharmaceutical expenditure.
4. Qualifications, experience, skills and languages
Educational Qualifications:
Essential: A bachelor’s degree in Public Health, particularly health economics, health financing, or health policy
Desirable: –
Experience
Essential:
1) At least 2 years of working experience in Health Accounts, especially pharmaceutical expenditure production as per SHA 2011 methodology;
2) Pharmaceutical expenditure data collection and management;
3) Data analysis.
Desirable: –
Skills/Knowledge:
1) Strong academic theoretical knowledge, expertise, and technical experience in the field of Health Accounts, especially in the production of pharmaceutical expenditure.
2) Have experience performing NHA estimation and pharmaceutical expenditure.
3) A good track record in previous projects with the Ministry of Health, other development partners, and other national and local governments.
Languages and level required (Basic/Intermediate/Advanced):
Intermediate level of English.
5. Location
On site: Consultant will cooperate with the Center for Health Financing and Decentralization Policy at the office of the Ministry of Health of the Republic of Indonesia or a regulated place for Health Accounts-related activities
6. Travel

7. Remuneration and budget (travel costs are excluded):
a. Remuneration: IDR 22,000,000 monthly
b. Living expenses (A living expense is payable to on-site consultants who are internationally recruited): N/A
c. Expected duration of contract: 13 months
