Office/Unit/Project Description 

The Regional Bureau for Latin America and the Caribbean established the Regional Hub to bring corporate and regional policy, and advisory support, closer to where they are needed on the ground, and to make those services more responsive to country programme needs. The Regional Hub serves 26 countries in Latin America and the Caribbean, offering technical support, and a trustworthy source of knowledge, experiences, and resources provided by a group of experts and professionals. It works through its COs with governments and people to develop customized solutions to development challenges and thus helps to strengthen local capacities.

The Gender Area of the UNDP Regional Hub leads the implementation of the corporate Gender Equality Strategy in the region by implementing regional projects and technical assistance to other areas and regional teams, the country offices and counterparts to mainstream the gender approach in their results and development strategies. The Team is formed by the following thematic sub-areas: governance; environment; inclusive growth and social protection; private sector and Small Medium Enterprises and Ending Violence Against Women and Girls.

The Project Analyst on Inclusive Growth and Social Protection will support countries in analysing and implementing policies and programmes to develop comprehensive care systems at the national and local levels. This involves an analysis of infrastructure and services for early childhood care, older adults and people with disabilities, licensing analysis, professionalisation of caregivers, work with the private sector to promote co-responsibility for care, and the development of communication campaigns on the subject, in partnership with other UN agencies such as ILO, UNICEF and UN Women, among others. In particular, s/he will support the application of tools such as the georeferencing strategy for care services and a costing tool for care services at the country level.

As part of the exploitation and processing of databases related to gender issues, s/he will be in charge of developing data visualization processes/activities within the Gender Team for advocacy purposes and will provide technical assistance for the update of the Covid-19 Global Gender Response Tracker.

In addition, s/he will contribute to strengthening national institutional capacities through virtual courses and clinics organized by the Gender Team focusing on social protection, care and gender. In collaboration with the Inclusive Growth team of the Regional Hub, s/he will provide technical inputs for the implementation of the Multidimensional Poverty Index (MPI) with a focus on women.

Scope of Work

The Project Analyst on Inclusive Growth and Social Protection is responsible for performing and contributing to the following:

Project Support and Programme implementation

  • Proactively contribute to day-to-day activities and the overall implementation process, including planning and monitoring to optimize the use of resources and to ensure the achievement of project objectives and expected results and project work plans.
  • Ensure the provision of technical assistance to the UNDP country offices and national and international consultants in the implementation of their tasks for the achievement of project results.
  • Ensure implementation activities are in alignment with UNDP policy and programme management procedures and all project interventions integrate a gender equality perspective, human rights-based, inclusive growth and social protection approach in policy and programming work related to sustainable development and gender mainstreaming.

Policy Research and Development 

  • Facilitate the establishment of interactive and inclusive platforms for project implementation, both at the Inclusive Growth and Social Protection sector level, adapted to geographic contexts/target groups.
  • Perform analysis of databases and the elaboration of situational analysis on gender issues at the regional level.
  • Perform analysis and research to support the implementation of regional partnership strategies with the UN, academia, civil society, private sector, NGOs and CSOs.

  • Ensure technical assistance to UNDP country offices related to inclusive growth, social protection, care and gender.
  • Ensure operational management to national and international consultants in the implementation of their tasks for the achievement of results.

Knowledge Management and Communication

  • Develop and maintain strong relationships and strategic linkages with implementing and development partners, government officials, businesses, NGOs, other stakeholders and beneficiaries to support key objectives and ensure inclusive growth and social protection implementation and participation of key stakeholders in assigned portfolio.
  • Ensure the development and review of knowledge products in close coordination with the Regional Hub teams by analyzing and sharing lessons learnt and programme evaluation results.

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Institutional Arrangement

The Project Analyst on Inclusive Growth and Social Protection will work under the overall guidance of the Regional Hub Manager in the Regional Hub and the direct supervision of the Regional Gender Team Leader.

Minimum Qualifications of the Successful IPSA

Min. Academic Education          

  • Advanced university degree (Masters’ degree or equivalent) in Economics, Gender in development, Business Administration, Social Sciences, or other related fields is required, or
  • A first-level university degree (Bachelor’s degree) in the above disciplines in combination with additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.

Min. years of relevant Work experience             

  • Minimum two years (with Master´s degree) or four years (with Bachelor´s degree) of relevant experience at the national or international level in the implementation of projects and programmes aiming at gender equality, inclusive growth and social protection.

Required skills and competencies          

  • Relevant experience in gender equality, gender mainstreaming, gender and development and other related areas of work.
  • Experience designing, implementing, and facilitating training programmes and participatory methodologies, particularly on Inclusive Growth and Social Protection topics.
  • Experience in liaising and coordinating with field offices/ projects across countries and regions.
  • Experience in the use of computers, office software packages (MS Word, Excel, etc.) and web-based management systems.

Desired additional skills and competencies        

  • Familiarity and experience with the UN system or other development organizations is an asset.
  • Experience with UNDP gender equality work at the global, regional or country office level is an advantage.
  • Knowledge and use of databases as well as data visualization are assets.
  • Experience in research, data analysis, and synthesising large amounts of information are assets.
