Organizational Setting and Reporting Relationship
The position of Senior Results Management Specialist is assigned to the Results Management and Aid Effectiveness Division (SPRA) within the Strategy, Policy, and Partnerships Department (SPD). You will be based at our Headquarters in Manila, Philippines.
You will report to the Director, SPRA, and will supervise National Staff and Administrative Staff.
Your Role
As a Senior Results Management Specialist, you will (i) oversee and provide support for the implementation of the Managing for Development Results (MfDR) approach within ADB and externally; (ii) lead building results-based management and monitoring and evaluation capacity within ADB, and strategically among clients; (iii) support the development and improvement of ADB’s corporate results framework, including researching and writing sections of the flagship Development Effectiveness Review publication; and (iv) work within a framework of broad policies, principles and goals, applying a high degree of autonomy in selection of work methods.
You will:
• Undertake outreach and knowledge sharing activities and support departments and offices in their quality review processes to enhance compliance with corporate standards related to MfDR.
• Provide advice, guidance, and training to ADB operations teams and ADB staff tasked with quality review on (i) developing results-focused and evidence-based operations, including assessing the linkages between problems, rationale, and results, and (ii) developing and using monitoring and evaluation tools and plans, including project design and monitoring frameworks (DMFs).
• Work with project design teams as necessary to discuss and promote quality suggestions.
• Provide advice, guidance and customized training to ADB staff on developing and using results frameworks for Country Partnerships Strategies, and plans (including corporate, thematic and/or sectoral).
• Liaise with different parts of ADB to implement ADB’s new Corporate Results Framework (CRF) for 2025-2030.
• Write and manage the preparation of sections of ADB’s annual Development Effectiveness Review (DEfR), ensuring high quality (i) results reporting is delivered according to agreed timelines; (i) presentation of DEfR results data through presentations, and electronic media, including a website.
• Liaise with other development partners, ADB’s developing member countries (DMCs), and other multilateral development banks on strategic MfDR issues. This includes joint-MDB initiatives to harmonize their development results measurement methodologies and reporting approaches.
• Create and lead multidisciplinary teams and ensure the overall quality of its work.
• Supervise the performance of teams and individuals providing clear direction and regular monitoring, coaching and feedback on performance.
• Respond to ad-hoc requests from key internal and external stakeholders as needed.
Qualifications
You will need:
● Master’s degree in international development, public or business administration, statistics, economics, or related field. Alternatively, a University in related fields combined with additional relevant professional experience can be considered.
● At least 10 years of combined professional experience in international development across multiple sectors or themes.
● Demonstrated experience in developing results frameworks at the project, program or corporate level and/or providing monitoring and evaluation-related advice and quality assurance for development projects/programs.
● Experience in developing country partnerships and programming, or in sector portfolio management is an asset.
● Familiarity with different MDB lending modalities, including policy-based and results-based lending, is preferred.
● International experience working in developing countries, preferably in Asia and the Pacific.
● Ability to perform effectively as a team leader, exercising supervision, coordination, and planning responsibilities over multi-disciplinary team/unit.
● Ability to mentor team members, provide guidance and advice on projects or technical-related matters, and to coach team members to develop their capabilities/potential.
● Excellent written and verbal communication skills in English, including experience in cross-cultural communication.
