Organizational Setting

FAO Afghanistan is investing across all 34 provinces, in resilience reinforcing actions that focus on protecting agriculture livelihoods and local ecosystems, boosting local production of nutritious foods and cash-incomes, and safeguarding critical agriculture sectoral development gains achieved over the past couple of decades through revitalizing rural markets and economy. In 2024-2026, FAO will continue to implement emergency and longer-term, resilience-building projects and programmes in the context of the UN Strategic Framework for Afghanistan (UNSFA) and the Humanitarian Needs and Response Plan.

 

Reporting Lines

The incumbent will work under the overall supervision of the FAO Representative (FAOR) in Afghanistan. S/he will work under the direct supervision of the Head of Project Support Team / Team Leader and in close coordination with National Operations Officer (PST), who will also be responsible for all day-to-day supervision and technical guidance. The performance evaluation will be done by the direct supervisor.

Technical Focus

The position will support the FAO Project Support Team to ensure smooth activity of PST and arrange the meeting and prepared the minutes.

 

Tasks and responsibilities

•    Provide clerical support to the Project Support Team;
•    Support maintaining up-to-date data for General Office Expenses (GOE) and Travel.
•    Arrange for meetings (sending requests to participants, booking meeting room, ensuring online systems are well set up, keep meeting notes and attendance records).
•    Maintain physical and electronic files of the Project Support Team including project related files, and ensure that all documents are correctly filed.
•    Provide support in processing accounting adjustments documents.
•    Review operational advance requests for all projects and support with the follow-up with administration/finance colleagues on the applicable processing.
•    Regularly follow up with Finance Unit on Pending Operational Advance payments under the projects, and share the result with project focal points.
•    Compile quarterly leave plan of Project Support team.
•    Assist in keeping an updated list of active projects.
•    Contribute towards budget planning/forecasting and specifically develop a cost-allocation-key for GOE related expenses for OSRO project delivery/Regional Office day-to-day operations and project implementation.
•    Support the documents routing and obtaining relevant signatures, filing and approval follow ups to ensure timely processing.
•    Keep records of all routed documents in a spreadsheet
•    Perform other related duties as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements  

•    University degree (Bachelor) in business administration, economics, Accounting, Mathematic or closely related areas.
•    At least three (3) years of relevant experience in accounting, finance, project operations management and/or project management.
•    Familiarity with accepted practice for financial transactions in Afghanistan;
•    Working knowledge (level C) of English and local languages (Pashto and/or Dari);
•    National of Afghanistan.
