About this position

We are looking for an effective, experienced, execution-oriented Program Coordinator to support the Ministry of Economic Affairs (MoEA), in the execution of the Local Sustainable Development in the Blue Economy Loan (BH-L1058) an IDB-financed program that has the objective of improving sustainable growth in the Blue Economy in the Bahamas. As external program coordinator of the program, you will support and coordinate the MoEA in all execution-related matters and reporting.

You will work in coordination with the IDB and the MoEA, reporting directly to the Permanent Secretary, with the required dedication and subject to the rules and regulations of the public service. The MoEA is responsible for financial resources, economic diversification, and growth in the Bahamas and is the Execution Agency for the abovementioned loan.

What you’ll do

  1. Lead the program’s implementation, including drafting technical specification’s, terms of reference, contract management, communication with stakeholders, and stakeholder management.
  2. Coordinate the implementation of the project’s activities with all relevant stakeholders and serve as executive Secretariat of the Project Steering Committee, informing on the progress of the project and following their strategic direction.
  3. Prepare an annual plan of program activities that includes a detailed timetable of activities per component, the resources needed, targets to be achieved in each activity, and the actions needed to achieve them.
  4. Oversee project execution, involving on-site supervision of activities, works, and quality of goods and services.
  5. Oversee and support the preparation of documentation required for the call for proposals, provide support to beneficiaries regarding the application to the calls, and carry out the initial due diligence and evaluation of potential beneficiaries to access the program through the call for proposals and open window.
  6. Review and submit to the MoEA other relevant program documents, including procurement evaluation reports, financial reports, and progress reports.
  7. Provide support in preparing the TORs, and supervise the procurement process itself with the support of the procurement specialist.
  8. Monitor and update the program results Matrix; collect evidence of compliance with the program targets.
  9. Provide support to the entities involved in the implementation of the program’s initiatives.
  10. Field visits to Andros and Abaco.

What you’ll need

  • Education: Master’s degree (or equivalent advanced degree) in management, economics, engineering, legal or similar careers, or other fields relevant to the responsibilities of the role. Advanced graduate degree is preferred.
  • Experience: 5-10 years of experience in public or private sector, and/or sustainable development, in project preparation, evaluation, administration and management and at least five years’ experience in working in private sector or sustainability. Sector’s experience in multilateral organizations or donor organizations will be preferred. Knowledge of the business, economic, innovation and sustainability strategies in The Bahamas is needed.
  • Languages: Proficiency in English.

  • Citizenship: You are either a citizen of The Bahamas or a citizen of one of our 48-member countries eligible to obtain a valid residency or legal permit to work in The Bahamas without the need for sponsorship by the IDB.
  • Consanguinity: You have no family members (up to the fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB, IDB Invest, or IDB Lab.

  • Type of contract: Products and External Services Consultant (PEC), Lump Sum.
  • Length of contract: 12 months.
  • Work Location: On site.
