Organizational Setting and Reporting Relationship

The position of Senior Operations Assistant is assigned to the Agriculture, Food, Nature, and Rural Development Sector Office (SG-AFNR) within the Sectors Group (SG). You will be based at our Headquarters in Manila, Philippines.

You will report to the designated International Staff and Senior National Staff.

Your Role

As a Senior Operations Assistant, you will provide administrative support to SG-AFNR activities. You will provide administrative and operational support for various activities of the Natural Capital and Climate (NCC) team, including statistical and analytical support to project processing and administration.

Ensure that all correspondence and documents for supervisor are correctly typed and prepared in compliance with ADB’s standards. Independently compose and send out routine letters. Draft more complex correspondence for signature of supervisor.

  • Ensure the effective coordination of supervisor’s schedule by maintaining diaries and arranging appointments, meetings, business travel and accommodation as specified by the supervisor and in accordance with ADB procedures.
  • Track the flow of documents with the use of database for effective monitoring to meet deadlines.
  • Provide assistance as to the application/interpretation of work area procedures, guidelines and formats to junior administrative staff.
  • Assist International Staff in processing lending and nonlending projects, specifically preparing Board documents (project concept notes, reports and recommendation of the president and annexes and supplementary documents, technical assistance reports, project and technical assistance completion reports), and ensure that the documents are in accordance with the latest ADB templates and Handbook of Style and Usage.
  • Assist in the administration of TA projects including the selection process of TA consultants, processing of claims, processing of contract variations, and preparation of TA completion reports. Join TA review missions as needed to guide executing agencies on consultant procurement or disbursement management.
  • Collect, compile and analyze relevant information and data related to the supervisors’ work to produce routine and/or ad hoc statistics/reports as instructed.
  • Support the NCC team to facilitate knowledge management activities. Create and maintain a calendar of the team’s knowledge management activities.
  • Coordinate various activities such as meetings and other planned events under the supervisor’s guidance.
  • Perform other duties as may be assigned and reflected in the incumbent’s workplan.

Qualifications

You will need:

  • Bachelor’s degree in finance, business administration, public administration, or other fields combined with relevant experience.
  • At least 5 years relevant professional experience in multilateral organizations.
  • Advanced computer skills with sound knowledge of common word-processing, spreadsheets and familiarity with computer system used generally in ADB and similar multilateral organizations, and proficiency with computer-based applications.
  • Good interpersonal and cross-cultural skills with ability to liaise and work effectively with individuals from different professional and cultural background.
  • Sound understanding of ADB, and similar multilateral development banks procedures and practices related to TA and loan/grant project processing and administration, including safeguards compliance.
  • Excellent oral and written communication skills in English

Additional Information

This is a fixed term appointment with option to renew for an initial period of 3 years following Section 3.1 (b) of Administrative Order No. 2.01 (“Recruitment and Appointment’). This appointment is not convertible to a regular appointment. At the end of the initial period, this appointment may be renewed for a period of up to three years, or not renewed. There is no limit on the number of renewals. This appointment is open to internal and external applicants.

This opening is a local staff position. It is open only to nationals and residents of Philippines.
