JOB SUMMARY:

We are looking for a dedicated professional responsible for developing and delivering the overall operational objectives of the ProCap and GenCap projects in NORCAP. This is a permanent position to be based in Oslo, Norway.

NORCAP’s mission is to improve aid to protect and empower people affected by crises and climate change. With expertise in the humanitarian, development, and peacebuilding sectors, we collaborate with local, national, and international partners on finding solutions that meet the needs of people at risk.

We do this by:

  • Supporting humanitarian, development and peacebuilding initiatives that protect and empower people.
  • Improving impact at the global and local level through joint projects with partners and stakeholders
  • Providing expertise and developing capacity that enable partners to meet the needs of people in fragile situations and crises.
  • Strengthening the global system that we are part of through support for leadership, coordination, and policy development.
  • Building bridges between the humanitarian, development, and peacebuilding sectors.

To manage the inter-agency Protection Standby Capacity Project (ProCap) and Gender Standby Capacity Project (GenCap)  in NORCAP, we are looking for a dedicated professional responsible for developing and delivering the overall operational objectives of the Projects. The postholder will be leading a dedicated project team in NORCAP and manage the ProCap and GenCap projects in close collaboration with the Office for the Coordination of Humanitarian Affairs (OCHA) Intra Agency Standing Committee (IASC) Support Branch in Geneva.  The position holder will be based in Oslo, Norway.

The Team Leader ProCap/GenCap is responsible for developing the projects and delivering results in accordance with the NORCAP strategy and relevant thematic strategic plans, and in line with the strategic framework for ProCap/GenCap. He/she works within the project team structure in the department. The project team is collectively responsible for delivering on the project, as defined in the team mandate and the social contract.

Leading the development and implementation of all operational aspects of the ProCap/GenCap projects, the Team Leader is responsible for results and resource management across all activities and themes, including planning and operational oversight. This role involves achieving expected results for these complex inter-agency projects, which span several countries and have an annual budget of approximately 6 million USD. He/she will collaborate closely with the Senior Project Manager for the projects in OCHA in Geneva.

Effective project implementation requires the Team Leader to guide the ProCap/GenCap team, liaise closely with operations, Humanitarian Coordinators, and senior advisers on mission. The project depends on various external stakeholders and operates under firm deadlines. The Team Leader ProCap/GenCap will report to the Operational Manager for Protection and Gender in Oslo.

Other specific responsibilities: 

  • Responsible for the GenCap ProCap projects’ compliance with  Grant Agreement/ legal frameworks
  • High level representation in the Inter-Agency fora and the projects Advisory Board
  • Line-Management of the Technical Reference Group
  • In close cooperation with the project team overall responsible for development and maintenance of the expert pool.
  • Responsible for experts delivering results in accordance with relevant strategic plans, grant agreements, result frameworks and budgets, as well as actively participate in performance management of NORCAP experts.
  • Responsible that risk assessment of the project/programme is carried out and mitigation actions tracked, in close collaboration with other team members.
  • Provide support to experts on assignments in collaboration with the project team and Technical Reference Group.

Required Qualifications, Experience and Skills

  • Minimum of 7 years of relevant experience within the humanitarian, development, or peacebuilding sectors
  • Master’s degree or equivalent (including proven work experience and skills).
  • Documented results within developing and leading projects or programs in the relevant thematic areas.
  • Experience in strategy work, fundraising, project management and advocacy.
  • Demonstrated professional experience or knowledge:
    • in maintaining and developing partner and donor relations.
    • of the humanitarian/development/peacebuilding sectors at both policy and operational level.
    • with initiating, planning, and executing projects in the relevant sector.
  • Experience with personnel support (remote management), administration and thematic/ technical advisory services, preferably from international work.
  • Documented results related to the position’s responsibilities.
  • Fluency and proficient writing skills in English.

Context-related skills, knowledge and experience:

  • Humanitarian programme experience within protection and gender equality is essential
  • programme experience at field level is an advantage
  • Experience from working with UN agencies, preferably knowledge of humanitarian coordination/UN cluster system
  • Experience from working at strategic level and from leading teams and processes.
  • Proven experience in financial and narrative reporting to donors.
  • Experience of working in complex and volatile contexts is desirable.
  • Experience from / knowledge of capacity development and/or management of pools of expertise is considered an advantage
