PROJECT DESCRIPTION

The mission of the Human Development Report Office (HDRO)/UNDP is to advance human development. HDRO works towards this goal by promoting innovative ideas, constructively challenging policies and approaches that constrain human development, and advocating practical policy changes, through its research, data analysis, outreach, and advocacy work.

The Knowledge Project is a joint initiative between UNDP’s Regional Bureau for Arab States and the Mohammed bin Rashid Al Maktoum Knowledge Foundation (MBRF) established in 2008 with a mission to promote knowledge societies and policies as transformative approaches to achieving sustainable development in the Arab States region and beyond producing, through producing high-quality knowledge products, including the Global Knowledge Index (GKI), and promoting knowledge sharing and dialogue. In 2024, the Knowledge Project plans to update the GKI data and initiate a structural revision for the index to better reflect evolving realities. This process involves forming a new advisory committee whose main task will be to comprehensively revise both the theoretical framework and statistical structure of the index.

HDRO will provide technical expertise, coordinated by a Statistics Analyst as advertised, to the revision of the GKI. Plans are also set for joint workshops aimed at fostering engagement and leveraging and enriching both networks.

SCOPE OF WORK

The Statistics Analyst will contribute to the statistical work at HDRO, with a particular focus on supporting the computation and refinement of the GKI and other knowledge products by the Knowledge Project. The Statistics Analyst reports jointly to the Chief Statistician at HDRO and the Policy and Data Specialist at the Knowledge Project. She/he will work closely with the entire HDR team and Knowledge Project team, establishing working relationships with international data agencies and other specialized agencies and research institutes in the process of data collection and measurement development related to the GKI, interact with UNDP’s Regional Bureaux and country offices to provide support, as well as with country governments and other external users of the GKI for information outreach.

The Statistics Analyst will assume the following responsibilities and duties:

1.Contribute to the production of UNDP’s GKI

  • Research sources of relevant statistics and conduct independent evaluation of data quality and reliability;
  • Clean and validate the raw data collected ensuring its accuracy, and conduct the various statistical steps leading to the calculation of the index (data treatment, normalization and index weighting);
  • Apply statistical modelling and other quantitative techniques to obtain estimates as required;
  • Conduct sensitivity and scenario analyses to understand the impact of different assumptions or external factors on the GKI;
  • Research the best practices relating to data analysis including data imputation to address the problem of missing data among others;
  • Support the production of the GKI tables, including taking part in the editing and quality control of the GKI tables to ensure accuracy, consistency and clear presentation.

2.Contribute to GKI-related statistical information outreach

  • Contribute to the materials for the launch of GKI, including presentation materials and data visualization related to statistics and analysis;
  • Support in drafting the GKI’s statistical methodology;
  • Participate in meetings and consultations with data and statistical agencies and prepare meeting notes as needed;
  • Work with national and international statistical agencies and UNDP’s Regional Bureau for Arab States and country offices to enhance the general understanding of the use of GKI in the report and to improve the international data availability and reliability of basic human development indicators;
  • Develop case studies illustrating how GKI data and insights have informed policy decisions, highlighting the practical value and impact of the index.

3.Contribute to the innovative use and elaboration of human development statistics and measures for policy analysis and advocacy

  • Follow the current debates on key human development indicators in a broad range of thematic areas;
  • Work on human development measures, exploring new data and measures that reflect HDRO’s current work;
  • Provide feedback and input to development of innovative measures and indices for each year’s global HDR;
  • Contribute to the conceptual and methodological development of composite indices for measuring human development both for improving existing indices and for designing new ones.

4.Contribute to the thematic analysis of the HDR and support other HDRO activities and publications

  • Participate in the brainstorming and team discussions on various aspects of the Report production, and contribute to the preparation and finalization of the structure and content of the Report;
  • Research sources of relevant statist“ics, collecting and assessing data from these sources; work with the chapter authors on the application of these statistics;
  • Provide statistical inputs for other HDRO activities and publications;
  • Contribute to the review and substantive assessment of national and regional HDR and the organization of discussions throughout the human development network.

INSTITUTIONAL ARRANGEMENT

The selected Statistics Analyst will be part of the HDRO’s Statistics team and the Knowledge Project Team. Under the guidance and direct supervision of the Chief Statistician of HDRO and the Policy and Data Specialist of the Knowledge Project, the Statistics Analyst will assist with the tasks outlined above.

MINIMUM QUALIFICATIONS OF THE SUCCESSFUL IPSA 

Min. education requirements – Advanced university degree (master’s degree or equivalent from an internationally accredited university in statistics, demography, economics, economic development, public policy or relevant social science; or

– A first-level university degree (bachelor’s degree) in combination with an additional two (02) year(s) of qualifying experience will be given due consideration in lieu of the advanced university degree;

– A strong training in applied statistics/quantitative analysis is desired.

Min. years of relevant work experience  Up to two (02) year(s) (with master’s degree) or two (02) year(s) (with bachelor’s degree) of relevant professional work experience with international data and statistics.
Required skills  – A good grasp of statistical software for analyzing data (particularly STATA), and other standard office software such as Excel and Word are required.
Desired skills in addition to the competencies covered in the Competencies section – Good understanding of the human development paradigm and its policy implications;

– Proficiency in data analysis and visualization of development indicators;

– Knowledge and experience of using household survey data for estimation and analysis of models, distributions and population parameters is desirable;

– Previous experience working in the UN system or international organizations is desirable;

TRAVEL

UNDP will cover the cost of travel of the individual to the duty station, as well as their return to their home upon completion of their services. Travel costs are covered only in the event that the function is undertaken physically in the duty station and excludes working from home arrangements.
