JOB DESCRIPTION

JOB SUMMARY:

The Humanitarian Advocacy Manager initiates and leads the design and implementation of the HI advocacy strategy for principled and inclusive humanitarian action, both at global level and in specific crisis contexts.
More specifically, HI advocacy focuses on issues pertaining to principled humanitarian access, impact of counter terrorism measures on humanitarian action, inclusion fo persons with disabilities in humanitarian response, and protection of civilians from the harm caused by explosive weapons.

OBJECTIVES:

Mission 1: Strategy and Steering

Lead the internal process to design and review HI advocacy strategies and action plans in relation to humanitarian action advocacy ensuring the meaningful contributions of key HI stakeholders.

  • Prepare and monitor the Humanitarian Advocacy Strategy, in link with HI Humanitarian Advocacy Forum. Establish the Action plan in link with relevant internal stakeholders and ensure its implementation and follow-up.
  • In close collaboration with field advocacy staff, lead the joint work on advocacy strategies linked to specific crisis contexts, with a consistent approach on policy objectives at local and global levels.
  • Contribute to AIR strategic planning tools and calendars.
  • Comply with and promote HI advocacy quality standards and procedures.

Organise the production of adequate advocacy tools to ensure our advocacy is grounded on solid, relevant and timely evidence, arising from HI operations in priority.

  • Organize the planning, identify adequate tools and modalities for the production of evidence-based messages, in close collaboration with the Manager for Advocacy Publications and Communications.
  • Ensure meaningful contribution from key internal stakeholders (especially Specialists and programmes), as well as external stakeholders (e.g. consultants) to identify available data and organize evidence collection.
  • Establish shared dissemination strategy at national, regional and global levels, in line with expected policy change objectives.
  • When relevant, and in close collaboration with the Federal Communication department and National Associations, contribute to dissemination to the general public, towards media and on social media.

Mission 2 : Operational implementation.

  • Engage with decision makers at global level, identifying key targets and processes to achieve strategic policy changes and ensure relevant support from key HI stakeholders.
  • Liaise with relevant networks and coalitions to contribute to and influence collective action towards advocacy objectives.
  • Ensure proper internal and external communication of HI advocacy in the assigned theme.
  • Raise institutional funding, manage the thematic advocacy budget, optimize resources and capacities to reach advocacy objectives.

Mission 3: Standards and Expertise

  • Contribute to raising the quality and internal ownership of AIR work.
  • Comply with and promote HI quality standards and internal procedures relating to advocacy.
  • Contribute to the design and delivery of presentations and training tools on advocacy.
  • Provide advocacy-related inputs into internal processes as requested.

Requirements

  • You have an university degree in international development, humanitarian law/action, international relations, human rights, public relations/lobbying.
  • You have at least 5 years of experience in the field of Humanitarian Action or Advocacy, ideally including work in conflict or post conflict contexts and previous experience with advocacy.
  • With demonstrated knowledge of the global policy issues and stakeholders in the humanitarian sector, you have a strong interest in and good understanding of disability issues and issues relating to vulnerable populations
  • You are an expert in humanitarian policy knowledge and analysis, design and management of advocacy strategies and convincing and negotiating policy outcomes.
  • Your writing skills are excellent both in English and French.
  • You are willing to travel in Europe and internationally.
