JOB SUMMARY:

The MEAL Coordinator will provide leadership and technical expertise to ensure quality and consistency in the development and implementation of monitoring, evaluation, accountability and learning approaches within integrated MEAL framework (across sectors). Specifically, H/she will be responsible for the coordination and supervision of the monitoring and evaluation of the program progress and effectiveness respectively, in addition to collaborating with participatory program reviews to facilitate learning within an integrated framework.

H/she will also coordinate different CO reporting and Donor Reporting (NORAD Six-month, Annual Report, Interim report, final report, CAR, and other thematic reports) with the support from the Programme Manager and Head of MEAL. H/she is also responsible for developing staff capacity of implementing partners in different aspects of MEAL based on SCI MEAL Technical competency framework.

Expected to travel to program areas: Frequent and regular monthly visit.
Functional relationship: Program Manager, advisors, Region MEAL team, Project Field Team, REL team, CO MEAL team and Partner Project leads.
KEY AREAS OF ACCOUNTABILITY
Works collaboratively to design adaptive, user-focused MEAL system to inform programme decision-making and strategy:
• Ensure that project MEAL Plan including for process documentation, monitoring, evaluation, accountability, learning and quality evidence generation are updated ( meeting SCI/Donor guidelines.)
• Ensure the MEAL Coordination framework is tailored to the specific needs and objectives of the Education, CP, and CRG integrated project.
• Develop and implement project-specific MEAL indicators and tools that align with the project’s objectives and expected outcomes.
• In close collaboration with Program Manager and Partners, put in place an operational MEAL plan including setting up of mechanisms to monitor and document the progress of implementation of Programme activities.
• Analyse project data from the project team and produce strategic analysis for the project management team. Utilize appropriate data analysis software and tools to generate insights and inform decision-making.
• Develop and review program data collection tools to ensure that tools provide required information on program indicators.
• Implement data quality assurance activities according to the MEAL plan (e.g. data verification and spot checks) and control for double counting/create beneficiary unique identifiers.
• Together with internal and external (and partners) program, strengthen program and partners staff capacity to identify and measure key monitoring indicators and quality benchmarks.
• Provide training and support to project staff and partners on MEAL methodologies and tools.
• Review current practices of project monitoring (assessment, situation analysis/baseline, indicators, data collection/management and reporting); identify strengths, weaknesses and opportunities of the current systems and approaches to suggest improvements.
• Stay abreast of the latest MEAL methodologies and innovations to continuously the project’s MEAL framework.
• Be open to adapting and innovating in response to changing project needs and contexts.

Build culture of Learning and Knowledge Management:
• Participate/coordinate the design of quantitative and qualitative participatory Programme evaluations (baseline, midterm and final evaluations) and project related assessments such as ILET, ASER, etc.)
• Facilitate documentation of the project results, impact, best practices and the most significant changes.
• Collaborate with research institutions or consultants to conduct studies that can enhance the project’s evidence base.
• Document learnings and best practices, disseminate learnings, reports, publications and participate in learning sessions, and ensuring that the lessons learnt are utilized to inform reprogramming and further improvement.
• Foster a culture of continuous learning and improvement among project team members.

Ensures the systematic and appropriate design and use of accountability mechanisms to support decision-making:
• Designs/review inclusive accountability mechanisms for varied population groups, including children, which includes components of information sharing, engaging participation, and complaints and feedback for all communities and children
• Collaborates with safeguarding team to design contextualized accountability mechanisms that raise awareness of safeguarding messages and enable child friendly and inclusive reporting of sensitive concerns.
• Champions the use of accountability data and community participation analysis to influence strategic decision-making and advocacy.
• Works with the Centre Accountability team and programme team to support the design and implementation and monitoring of effective Complaints Feedback and Response Mechanisms (CFRMs).
• Support the program team in developing and/ or updating quality benchmark (QB) checklists and quality monitoring on KPI and ensure project are implement of these QB benchmark.
• Ensure that an effective system for feedback handling and response mechanism is established and functioning at the project implementation levels and maintain a central database of the received feedback/complaint come through various methods, such as box, toll free mobile and desk
Information Management and Reporting:
• Lead in preparing the MEAL components of the periodic progress reports i.e., monthly, quarterly, six monthly progress reports and annual reports . Supports programme for donor reporting by providing the IPTT/MIS update and narrative for the MEAL section of awards/donor report;
• Lead in maintaining the Project level database on beneficiary coverage (total reach) and share with team on a regular basis (e.g., quarterly, annually)
• Engages with programme staff to collect and collate quantitative information/finalize case studies/success stories of different projects for SC/Donor/member country reporting.
• Ensure that all reports are evidence-based, timely, and adhere to the reporting requirements of the project
• Implement robust data quality assurance mechanisms to ensure the accuracy, reliability, and validity of the data collected.
• Conduct regular data audits and spot checks to maintain high standards of data integrity.
• Delivering any other tasks as required by the Supervisor.
Policy and Advocacy:
• Use MEAL findings to inform policy recommendations and advocacy efforts aimed at improving child rights and well-being.
• Work with policy-makers and advocates to translate the use of evidence in shaping policies and practices.
Cross-Sectoral Coordination:
• Facilitate coordination between the Education, CP, and CRG sectors and CO MEAL team to ensure a holistic and integrated approach to project implementation and MEAL.
• Identify synergies and potential areas for collaboration across sectors to enhance project effectiveness.
Compliance and Ethics:
• Ensure that all MEAL activities comply with Save the Children’s policies, ethical standards, and donor requirements.
• Uphold the principles of child safeguarding and protection in all aspects of the MEAL work.
Budget and Resource Management:
• Work within the allocated MEAL budget and ensure that resources are used efficiently and effectively.
• Advocate for adequate funding and suspport for MEAL activities to ensure the project’s success.

Child Safeguarding Responsibility:
• Ensure that child safeguarding and child protection mainstreaming are integrated into all M&E frameworks through measurable output and outcome indicators.
• Ensure that partner staff are providing all beneficiaries with ongoing, age-appropriate verbal or written information in relevant languages about Save the Children’s Child Safeguarding Policy and Code of Conduct

PERSON SPECIFICATION
Essential
• Minimum 4 years of relevant MEAL experience of developing and implementing MEAL system in development or humanterian projects.
• At least 3 years’ experience in development, humanitarian context working for nongovernment organizations or UN agencies.
• Bachelor’s degree or equivalent education/working experiences.
• Experience and knowledge in MEAL concepts; leading/conducting baselines and evaluations.
• Considerable knowledge of developing/reviewing programme frameworks and log-frames, data collection and storage methodologies, methods of analysis and interpretation.
• Understanding of local situation of conflict affected area.
• Good interpersonal skills and able to work in a team.
• Flexible, adaptable, willing, and able to travel and stay in the field with minimal basic facilities.
• Relevant significant people management skills/experience and proven ability to create an environment which encourages team-working and motivates a team.
• Ability to work collaboratively with colleagues across the organization developing effective working relationships to deliver outstanding results for children.
