OVERVIEW OF THE FUNCTIONS OF THE POST

As the only specialized semi-autonomous organization with the mandate to support educational policy, planning and management, the UNESCO International Institute for Educational Planning (IIEP) plays a unique role within the United Nations system. IIEP was established in 1963 as an integral part of UNESCO. It supports ministries of education around the world and other key actors to plan and manage education systems through its programmes of training, technical assistance, policy research and knowledge sharing. The Institute launched its new Medium-Term Strategy (2022-2024) in December 2021. It draws on core and project funding to achieve its goals and objectives.

Under the overall authority and direct supervision of the IIEP Director and within the framework of IIEP’s Medium-Term Strategy, the incumbent coordinates the development, implementation, monitoring and evaluation of IIEP’s global gender and equity strategy.

DUTIES AND RESPONSIBILITIES

  • Provides intellectual, strategic, and operational leadership for the promotion of gender equality in all IIEP programmes and initiatives.
  • Design, implement and monitor IIEP’s Gender and Equity Strategy and promote a coherent approach for IIEP’s gender and equity across the 3 offices in line with UNESCO Priority Gender Equality Action Plans.
  • Coordinate and provide guidance and programmatic work instructions to the Gender at the Center Initiative team in Dakar.
  • Develop partnerships with other United Nations organizations and agencies and external partners and donors in order to contribute to the implementation of IIEP strategic vision on gender and equity and visibility of IIEP gender and equity approach.
  • Mobilize funds for structuring projects and programs on gender and equity as well as identifying and addressing gaps, developing common projects and identify strategic financial and technical partnerships.
  • Lead and engage actively on various global debates including international debate fora, and other initiatives related to gender equality in and through education in Africa.
  • Work with the Director and the Senior Management Team to ensure a strong corporate focus on programme effectiveness, resource mobilization and strategic impact on gender and equity.
  • Develop and coordinate the internal network/global practice on Gender and Equity comprised of gender and education experts and experts across the four IIEP functions (technical cooperation, capacity development, research and development, Knowledge Management and Mobilization).
  • Collaborate with the 4 functions of IIEP to technically integrate a gender equality and equity lens to their activities in terms of technical support to countries.
  • Lead policy dialogue with the highest authorities to advise on strategic policy choices with respect to gender and equity issues.
  • Ensure high-level relationships with implementing partners gathered in GCI Alliance, Global Partnership for Education, the African Union/Centre for Girls and Women’s Education in Africa) and a CSO consortium.

REQUIRED QUALIFICATIONS

Education

  • Advanced university degree (Master’s degree or equivalent) in education, public administration, economics, politics, Gender development studies or other relevant social science discipline.

Work Experience

  • Minimum 10 years of progressively responsible relevant professional experience in analyzing gender disparities and mainstreaming gender equality in public policies of which preferably 5 years acquired at international level.
  • Minimum 5 years of professional work experience in conducting education policy dialogue with ministries of education and development partners in the African continent.
  • Professional work experience in conducting organizational change in the filed of gender equality and equity.

  • Demonstrated knowledge of low and middle-income countries’ education systems., techniques for education policy analysis or educational planning.
  • Expertise in designing and coordinating interventions to address gender disparities in education in Africa.
  • Ability to undertake regular missions, especially in diverse and challenging contexts.
  • Expertise in the management of a multi-donor initiative.
  • Demonstrated ability to establish and maintain partnerships and to ensure high-level coordination and cooperation with internal and external stakeholders.
  • Excellent interpersonal and communication (written and oral) skills.
  • Is conscientious and efficient in meeting commitments, observing deadlines and achieving results.
  • Ability to work innovatively to tight deadlines with minimal supervision.
  • Excellent IT skills, including knowledge of MS software (Word, Excel etc.).

  • Excellent knowledge (spoken and written) of French and English.

DESIRABLE QUALIFICATIONS

Education

  • Ph.D. in the field of politics, Gender development studies or other relevant social science discipline.

Languages

  • Knowledge of another official language of UNESCO (Arabic, Chinese, Russian, Spanish)

UNESCO’s salaries consist of a basic salary and other benefits which may include if applicable: 30 days annual leave, family allowance, medical insurance, pension plan etc.

The approximate annual starting salary for this post is 149 946 US $.
