JOB SUMMARY:

 

The European Investment Fund (EIF), is seeking to recruit for its Mandate Origination & Relationship Management Department in Luxembourg several: (Junior) Mandate Origination and Relationship Management Officer(s). This is a full-time position (travel required) at grade 4/5 for which the EIF offers a permanent contract. The Mandate Origination & Relationship Management Department is part of the EIF Investment Office Directorate and consists of four divisions: European Commission (EC) & European Investment Bank (EIB) Division; Nordics, Central and Eastern Europe (CEE), Baltics and Western Balkans Division; Western Europe Division and Southern Europe Division. The selected candidate(s) will be allocated to one of the Divisions.

This is a generic campaign in the view of both current and possible future vacancies.

Purpose

Small enterprises are at the heart of the future EU economy– e.g. in the green and digital transition as well as EU Strategic Autonomy – therefore they are critical in the EU policy agenda. EIF is a key implementing partner of EU policies thanks to (i) its mission of supporting Europe´s small enterprises financing needs and (ii) the EIF´s market products launched precisely to pursue its mission. The position will be located in the Mandate Origination and Relationship Management Department of EIF. The team originates and manages investment mandates with EIF’s clients and partners.

You will assume responsibility for the development of EIF activity by raising additional resources and managing existing relationships.

Responsibilities include the management of the existing mandates and preparation and development of new mandate opportunities for the Department.

Operating network

Reporting to a Head of Unit of one of the Heads of Division, who in return reports to the Head of Mandate Origination and Relationship Management, the selected candidate will work in close cooperation with colleagues within the Department and other relevant EIB Group Services, the European Commission, National Authorities and Private Investors.

Responsibilities

At a level commensurate with your experience and seniority, the selected candidate(s) will:

  • Develop and ensure delivery of the Fundraising Business Plan in close cooperation with the Head of Division/Unit or other Relationship Managers.
  • Maintain existing and establish new contacts so as to develop a strong network either with the EIB, the European Commission, stakeholders and mandators in the relevant geography, with external parties entrusting resources to the EIF (e.g., National Promotional Institutions and local development agencies, relevant Member States and Regions as well as other business partners);
  • Contribute to internal coordination on mandate-related matters, including the internal mandate development process at EIF, acting as key point of contact for other EIF departments;
  • Assist in the development and implementation of investment mandates alongside more senior team members;
  • Manage efficiently tasks in order to provide quick, reliable, and high-quality analysis and deliverables to various internal/external stakeholders;
  • Carry out analysis of the implementation and regulatory framework applicable to the European Structural and Investment Funds (ESIF), Recovery and Resilience Facility (RRF), and other sources of finance;
  • Assist in the implementation of new products and investment programmes, cooperating with other EIF services as appropriate;
  • Participate and represent EIF where required at external meetings, conferences, workshops, fund representation bodies, committees, etc.;
  • Draft internal and external documentation and presentations;
  • Participate in various horizontal tasks across the EIB Group going beyond the strict boundaries of own domain, in order to facilitate the execution of relevant business. This will include the ability to understand other EIB Group products and seek out opportunities to introduce relevant players to the Group when suitable.

Qualifications

  • University degree in finance, business administration, law, policy, or similar discipline preferably complemented with post-graduate and/or other STEM related qualifications;
  • At least three (3) and no more than five (5) years of post-graduation (after having obtained your initial university diploma) relevant professional experience at the same level of responsibility and within banking, finance, consulting, policy and / or business administration sectors.
  • Good knowledge of financial instruments for SMEs;
  • Good knowledge and understanding of EU regulations in the domain of regional development especially European Structural & Investment Funds (ESIF) and Recovery and Resilience Facility (RRF) Regulation;
  • Additional prior experience in any – or a combination – of the following would be considered an advantage:
    • Financial engineering instruments, as well as management of contacts with local authorities;
    • Regional development issues and policies, legislation at national and/or EU levels;
    • Investment management, and / or SME financing in a public/private Financial Institution
    • Deployment of either guarantee or equity products;
    • Good understanding of the structuring of the EU budget, EU programmes and / or EU financial instruments as well as EC directorates and / or national authorities responsible for managing them as well as awareness of EU policies and relevant stakeholders/actors;
    • Project management and relationship management;
    • Financial analysis, interpretation of financial and legal documentation, including EU regulations, and quantitative financial skills;
  • Excellent command of written and spoken English. Knowledge of other EU languages would be an advantage.
