Junior Professional Associates – Program Description

The Junior Professionals Associate Program (JPA) offers an exceptional opportunity for recent graduates to embark on a professional journey, providing a three-year contract with valuable work experience within a diverse and dynamic environment and the potential of field work experience. The JPA program at the World Bank is a highly competitive initiative. Specific Unit Description – 2030 Water Resources Group, SWARG, Water GP, World Bank
The 2030 Water Resources Group (2030 WRG) is an innovative public-private collaboration platform for water security. Incubated at the World Economic Forum (WEF) and subsequently managed by the International Finance Corporation (IFC), the multi-donor trust fund is currently hosted by the World Bank’s Water Global Practice.
 
2030 WRG’s work is structured along three themes, namely: (1) Water for Food, in particular through climate-resilient irrigation, (2) Water for Environment, to address water pollution and water use for catchment protection and restoration, and (3) Water for Cities, to support resilient city-regional water systems, balancing the demand and supply of water. Each of these themes links with water security and climate action.
 
Across these themes, 2030 WRG’s approach to country-level impact on water security and climate action is structured along four areas:

1.Support for evidence-based decision making through analytics and a macro framing of the national or sub-national/ state-level water challenges, building on World Bank and other analytics

2.Establishment of country platforms for high-level convening of government stakeholders, private sector, civil society, and international organizations

3.Design of Accelerator programs for large-scale implementation of private sector-led solutions, including private capital, innovation, and expertise, and

4.Replication and scale up of successful solutions, particularly combining the World Bank’s institutional strengths in lending and public sector delivery with 2030 WRG’s pioneering public-private model of engagement.
 
In 2022, 2030 WRG launched accelerators in India (Uttar Pradesh), Bangladesh, South Africa, and Kenya, along with early work in Kazakhstan, Ethiopia, and Rwanda. These accelerators are structuring innovative partnerships and solutions for systems change in the water sector.
 
As a part of a Strategy Refresh process conducted in 2023-24, 2030 WRG is looking to amplify its impact along the three themes above, while ensuring improved governance and funding for the multi-donor trust fund. Duties and Responsibilities

To support its global team, 2030 WRG is looking for a Junior Professional Associate to support the trust fund’s work on (1) global partnerships, (2) global governance support, (3) knowledge management, and (4) monitoring and evaluation.

1.Global Partnerships:

o Support the 2030 WRG Program Manager and Senior Private Sector Specialist with efforts to expand (1) funding partnerships with corporates and select bilateral agencies, and (2) knowledge and implementation partnerships with multilateral development banks, and others at the global level.

o Lead the preparation of key documents, including:
  • Pitch presentations tailored to individual partners
  • Talking points for meetings with current and potential partners
  • Terms of Reference (ToRs) for joint projects with partners
  • Project proposals for funding partnerships at the country/ regional/ global level
  • Due diligence forms for potential partnerships
 
2.Global Governance Support:
  • Engage with the 2030 WRG Program Manager and Senior Private Sector Specialist on 2030 WRG Governing Council and Steering Board meetings through the preparation of the agenda, meeting minutes, meeting presentations, and any other documents required.
  • Support preparation and follow up for bilateral meetings with existing partners.
 
3.Knowledge Management: Support efforts to replicate key successes from one country to another through:
  • Tailor virtual knowledge exchanges between country teams
  • Develop key collaterals on project- and program-level results for internal and external audiences
4.Monitoring and Evaluation: Support the management of the Monitoring and Evaluation (M&E) system for 2030 WRG, including:
  • Collating results and evaluating evidences across country programs, in coordination with country teams, for inclusion in the annual report, website, and for presentations to global and country partners.
  • Drafting progress reviews for grant monitoring, linked to World Bank Trust Funds and donor requirements.
  • Drafting Activity Completion Summaries and other key documents.
 
The JPA will focus on the development and delivery of the following main deliverables:
 
A.Global Partnerships: Presentations, proposals, and due diligence to expand the base of global partners (level of effort: 40%)

B.Global Governance Support: Development of materials for each Governing Council and Steering Board meeting (level of effort: 30%)

C.Knowledge Management: Development of collaterals and facilitation of knowledge exchanges (level of effort: 15%)

D.M&E: Maintenance of the 2030 WRG M&E framework and preparation of key M&E documents throughout the year (level of effort: 15%)

 

Selection Criteria

 

• Education: Master’s degree (preferred) or Bachelor’s degree in economics, finance, international development, or sustainability (or a relevant field).

• Work Experience: Minimum of 3 years of relevant experience, especially in leading and coordinating teams across functions and expertise; understanding of water sector issues and private sector capabilities an added bonus.

• Language Proficiency: Fluency in written and spoken English.

• Analytical Proficiency: Demonstrated ability to conduct comprehensive analyses, synthesize complex information, and develop coherent strategies based on findings.

• Strategic Vision: Ability to conceptualize and articulate forward-looking perspectives.

• Collaborative Spirit: Ability to work with diverse stakeholders.

• Communication Skills: Exceptional written and verbal communication skills in English, with an ability to produce clear, well-structured reports, and to present findings and recommendations effectively to diverse audiences.
