JOB SUMMARY:

Title: Gender Training Consultant for Shelter Staff

Type of Contract: Fixed Price Duration of Contract: 7 months Closing Date: August 16, 2024

 

Background

USAID Thailand Counter Trafficking in Persons project (USAID Thailand CTIP) seeks to reduce trafficking in persons (TIP) and to better protect the rights of trafficked persons in Thailand by reducing demand and incentives for using trafficked labor, empowering at-risk populations to safeguard their rights and strengthening protection systems for survivors. As a source, transit, and destination country for TIP, Thailand is impacted by this crime in various ways. USAID Thailand CTIP strengthens collaboration among the public and private sectors and civil society to promote a rights-based approach to victim identification and assistance. This includes developing and providing a training for shelter staff on good practices and enhanced understanding of lesbian, gay, bisexual, transgender, queer, and intersex (LGBTQI+) survivors of TIP. By ensuring that trafficked persons are identified and receive the support they need, their rights will be better protected, and they will be less at risk of being re-victimized.

 

Objectives

The USAID Thailand CTIP project is seeking a consultant to develop and deliver a training for TIP shelter staff. The consultant will engage with government-run TIP shelter staff on good practices and enhanced understanding of LGBTQI+ needs and support. As a result, staff at 9 TIP shelters will recognize and be able to apply the gender-sensitive principles for LGBTQI+ survivors in shelters.

 

Responsibilities

The consultant will be responsible for developing the training modules and delivering the training for government shelter staff. Specific tasks include but are not limited to:

 

· Review existing shelter guidelines and conduct interviews with staff and managers to identify existing successes and gaps in TIP shelter in Thai and English (Needs Assessment).

· Develop detailed training package design, module structure, timeline, proposed methodology, and final training module structure, paying attention to gender sensitivity and LGBTI+ survivor perspectives for shelter staff.

· In consultation with USAID Thailand CTIP project staff, produce training modules in Thai, with a content summary in Thai and English.

· Lead a pilot training with a determined group of shelter staff to collect feedback on the modules.

· Complete the final training package based on collected feedback.

· Deliver the training for selected governmental shelter staff (format to be determined).

· Submit a report of the training, including users’ feedback and outcomes, in English to USAID Thailand CTIP.

 

Milestones

 

1. Needs assessment on the existing shelter policy and the current issues identified.

3. First draft training modules package in Thai with a training content and guidance summary in Thai and English.

4. Revised final training modules package in Thai with a training content and guidance summary in Thai and English based on piloted training and other feedback.

5. Training delivery for selected governmental shelter staff.

6. Final report of the training, including user’s feedback and outcomes.

 

Deliverables

The Consultancy is planned to take place approximately from September 2024 – March 2025

Payment and Payment Schedule

Payment will be made upon timely submission of satisfactory deliverables as agreed and approved by Winrock. The payment schedule is subject to negotiation between Winrock and the selected consultant.

 

Qualifications

The consultant should meet the following minimum requirements:

· Relevant academic degrees and demonstrated experience in areas such as human rights, social work, gender studies, or the counter-trafficking sector.

· Experience working on CTIP, particularly those involved with shelters.

· Background in developing training modules, designing training programs and content, and delivering training either in-person or online.

· Experience in working with Thai government, particularly in human rights or TIP.

· Professional and respectful, particularly when working with diverse cultures and populations, and on sensitive topics.

Proposal Submission

Interested parties should submit a proposal demonstrating their ability to perform the tasks and information on past projects and experience in training and working within the TIP ecosystem. The proposal must be in PDF format and submitted electronically, with all components labeled clearly. The maximum length for the proposal, both technical and cost portions together, is 10 pages (excluding annexes), single-spaced, Times New Roman Font 11.

 

The technical proposal should include the following components:

1. Cover page

2. Organizational profile & institutional capacity:

o Company profile (supplemental material can be placed in an annex).

o CVs for all proposed team members (included as an annex).

o Names and contact information for three references who can provide evidence of the candidate’s experience performing similar tasks on related assignments.

3. Technical proposal: The applicant should describe their understanding of the scope of work, past experience, and ideas on how to perform the tasks.

4. Timeline: Include an illustrative Gantt (or similar) chart that outlines activities and sub-tasks, responsible parties, and a timeline for completion.

5. Quotation
