Overview and Functions of Post

The UNESCO Office in Iraq is implementing the Phase III of the project Reviving Mosul and Basrah Old Cities. The aim of Phase III of the project is to create the right conditions for local stakeholders to take over the process of urban and cultural revitalization by supporting them to develop policy frameworks while building up capacities at each step of the process: decision makers, community representatives, academics, technical agents, and workers involved in the recovery of the Old Cities and the promotion of their cultural life.
The specific objective of Phase III is the creation of jobs in Mosul and Basrah driven by the endogenous reconstruction of the built heritage of the Old Cities and by a revived cultural life led by local stakeholders. Four project outputs articulate the activities of the project:
1. The increased ability of the Public and Private Sectors to engage and participate in the urban heritage recovery process of Mosul and Basrah.
2. The improved technical skills of the stakeholders involved in the reconstruction and rehabilitation of Mosul and Basrah’s urban heritage.
3. The recovery of the Old Cities of Mosul and Basrah driven by the reconstruction and rehabilitation of heritage buildings and spaces.
4. A revived cultural life contributing to community engagement, social cohesion, awareness raising, income generation and job creation.

Long Description

The project will focus on youth employment, and building the capacity of the institutions and actors, public and private, involved in the rehabilitation and safeguard of cultural heritage assets.

UNESCO is seeking a highly organized and detail-oriented Administrative Assistant to join its team in Basrah. The ideal candidate will be proficient in administrative tasks, possess excellent communication skills, and have experience working with international organizations.

Long Description

Main duties and responsibilities:

Under the overall authority and supervision of the Head of Culture Unit/Programme Specialist, the Senior Project Officer, and the Senior Architecture Advisor, and the direct supervision of the Basra Team Leader, the incumbent will assist in the implementation of the technical components of the project in Basra:

1. Capacity building (by means of project workshops addressed to SBAH workgroups):
– Preparation of course material for workshop on traditional structures and masonry systems.
– Preparation of course material on the repair and consolidation of traditional structures.
– Preparation of course material on the use of traditional materials.

2. Documentation of Workshops:
– Preparation of technical brochures related to the workshops.
– Workshop reports.

3. Support to Technical Assistance (TA) – (architectural rehabilitation/ adaptive reuse projects for 8 heritage buildings):
– Assessments of structural condition.
– Rehabilitation reports.
– Structural solutions and documentation (calculations, BOQs, technical specifications).
– Review of structural drawings.

4. Supervision of Works (rehabilitation of 2 heritage buildings):

– Verify that onsite construction activities meet the requirements of the Construction Contracts and the technical specifications of the approved project documents.
– Ensure that all proper measures are taken to always guarantee the stability of the structures and construction on which UNESCO is intervening in Basra.
– Respond in a timely manner to queries pertaining to structural issues raised by the site technicians of the works, whether UNESCO or Contractor staff. Document and record the instructions given.
– Attend on-site meetings between UNESCO monitoring staff or UNESCO management and Works Contractors as required.
– Provide support in locating on the local construction market the resources — equipment/ materials/ skilled personnel – required for the good execution of the construction works.

5. Provide support in coordinating and implementing activities undertaken in cooperation with the line government agencies involved in the project.

6. Contribute to the promotion and divulgation of UNESCO activities in Basrah.

Required Qualifications

Academic qualifications

• An Advanced degree in Structural Engineering or a related field is required.

• Registered structural engineer in a professional organization/ association is desirable.

Work experience

• At least 10 years of relevant working experience in the supervision and monitoring of structures in the field of structural engineering is required.

• Experience of interventions in historical/ heritage/ vernacular buildings is required.

• At least 5 years of teaching experience at the university level in the field of structural engineering.

• Previous working experience in the Basrah area, and preferably in the Old City of Basrah is desirable.

• Previous working experience with the UN and/or other international organizations is desirable.

Competencies and Skills

• Pedagogical approach to teaching and capacity building.

• Good working knowledge of professional Structure Software and Office applications.

• Ability to establish and maintain effective working relations in a multi-cultural environment with sensitivity and respect for diversity.

• Demonstrated competence in the supervision of works, including the capacity to closely monitor technical and operational aspects.

• Positive attitude and strong interpersonal and communication skills.

• Solid skills in analyzing and consolidating various sources of information and synthesizing the information effectively in written reports.

Language requirement

• Excellent knowledge of spoken and written English and Arabic is required.
• Knowledge of any other UN language (French, Spanish, Chinese, Russian) is desirable.
