Level 3: the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE:

The Sub-national CP AoR Coordinator will be responsible for establishing and maintaining effective coordination mechanisms at the sub-national level, ensuring timely and regular information-sharing, linking with other coordination forums, monitoring and reporting on the child protection response, participating in monitoring and evaluation exercises, contributing to technical and operational strategic planning, and driving innovation, knowledge management, and capacity building.

KEY AREAS OF ACCOUNTABILITY:

Working closely with the National Child Protection AoR Coordinators in the following area;

1. Establish and Maintain CP AoR Coordination Mechanism

  • Establish and maintain a CP AoR coordination mechanism at the sub-national level in line with the national structure.
  • Conduct regular (weekly or bi-weekly) sub-national coordination meetings and engage partners for a coordinated response.
  • Update partner contact details/mailing lists.
  • Maintain regular communication with partners, stakeholders, and child protection authorities for updates related to child protection service provision.
  • Document sub-national cluster meetings, share minutes within agreed timeframes, and keep partners and stakeholders updated on cluster needs and gaps.
  • Generate evidence-based data on emerging CP issues to inform advocacy and communicate with the national CP Cluster coordinator to ensure appropriate support for interagency CP activities.
  • Expand coordination of child protection response to hard-to-reach children, including newly accessible areas.

2. Ensure Timely and Regular Information-Sharing

  • Share information with Sub-national CP SC members, national CP SC coordination team, and other clusters/coordination forums as appropriate.
  • Promote Child Protection common approaches, standards, guidelines, and good practices.
  • Enforce compliance with Child Protection policies, standards, and procedures, identifying existing service gaps and opportunities for programming and funding.
  • Seek complementarity and synergy with development actors and promote a system-based approach.
  • Assess the capacity of child protection actors to identify capacity building needs in CPiE programming and coordination.
  • Act as a focal point for inquiries on Child Protection AoR coordination for the assigned sub-national region.

3. Linkages with Other Working Groups/Coordination Forums

  • Represent the CP AoR at sub-national coordination engagements including ICCG meetings, OCHA General Coordination Meetings, and Area-Based coordination meetings.
  • Provide weekly CP AoR inputs to OCHA-led humanitarian coordination and dissemination.
  • Coordinate with other clusters and working groups at the sub-national level to improve inter-cluster child protection response.
  • Participate in oblast-level inter-cluster coordination meetings and update national coordinators on the child protection situation and response.
  • Advocate for joint awareness initiatives addressing key child protection concerns.

4. Monitoring and Reporting of the Response

  • Regularly review progress against state-specific benchmarks and agreed results to identify gaps and address them.
  • Promote CP AoR situation and response monitoring tools to minimize duplication and ensure complementarity.
  • Ensure all CP partners at the sub-national level contribute to CP AoR service mapping and referral pathways.
  • Contribute to and disseminate CP AoR products and resources among sub-national CP SC members.
  • Ensure key child protection concerns are reflected in multisectoral assessments.

5. Participate in Monitoring and Evaluation Exercises

  • Participate in monitoring and evaluation exercises, programme reviews, and annual sectoral reviews with government and counterparts, preparing minutes/reports for follow-up action.
  • Report on identified issues to ensure timely resolution by management and stakeholders.
  • Advocate for field missions to assess child protection needs in newly accessible and non-government-controlled areas.

6. Technical and Operational Strategic Planning

  • Undertake field visits, collect, and share reports with partners and stakeholders.
  • Contribute to the development of national CP AoR inputs to the Humanitarian Needs Overview (HNO) and Humanitarian Response Plan (HRP).
  • Provide technical and operational support to government counterparts, NGO partners, and other stakeholders on child protection common approaches, standards, guidelines, and good practices.

7. Innovation, Knowledge Management, and Capacity Building

  • Identify, capture, synthesize, and share lessons learned for knowledge development and capacity building.
  • Apply innovative approaches and promote good practices to support sustainable programme results.
  • Research and report on best practices for knowledge products and systems development.
  • Participate as a resource person in capacity building initiatives to enhance stakeholder competencies.

    QUALIFICATIONS

  • A child protection professional with a BA degree in child protection, law, social work, or other relevant fields, or a Diploma with extensive CPiE and CP AoR Coordination experience is acceptable.

    EXPERIENCE AND SKILLS

  • EXPERIENCE AND SKILLS
  • Minimum of 5 years’ work experience in protection/child protection in humanitarian, emergency settings.
  • Previous experience in emergency response coordination (e.g., clusters, AoRs, and/or sectors) is essential.
  • Previous experience in advocacy and in the Monitoring and Reporting Mechanisms (MRM) is an asset.
  • Good knowledge of international human rights and humanitarian law, particularly concerning the protection of IDPs and refugees.
  • Good knowledge of and experience using inter-agency standards and guidelines on child protection, including the international legal framework with a focus on IDPs and refugees issues.
  • Excellent communication and interpersonal skills.
  • A high level of written and spoken English.
