Organizational Setting

The Food and Agriculture Organization of the United Nations (FAO), together with the Deutsche Gesellschaft für Internationale Zusammenarbeit GmbH (GIZ), received funds from the European Union (EU) to implement the project “PROMOVE Agribiz – Improving Rural Competitiveness in Nampula and Zambézia Provinces, Mozambique”. The project has the overall objective of contributing to a sustainable, inclusive and broad-based economic growth and poverty reduction in the context of national food and nutrition security and climate change. The project will achieve the objectives through (i) improving the food and nutrition security and resilience of smallholders and climate-smart and nutrition sensitive agriculture, and (ii) enhancing rural competitiveness by improved participation of smallholders in economic activities, economic diversification, improved access to rural services and improved rural investment. Under the project FAO will lead several components, including, (i) the market oriented sustainable production systems development; (ii) the agricultural policy dialogue; (iii) the institutional and community capacity building; and (iv) market linkages by providing tailored innovative solutions that improve sustainable and resilient production systems. The project will use the Farmer Field School methodology as the main vehicle for its implementation and gender equality and women empowerment are embedded toward all program implementation process. To this end, FAO intends to recruit two Hub Coordinators, based in Nametil and Alto-Molócuè, to support the implementation and delivery of the PROMOVE Agribiz results in all districts pertaining to the Hub according to the PROMOVE/Agribiz Project Document.

Reporting Lines

The Hub coordinator reports to the Chief Technical Advisor for the Technical Focus, Establishment and development of FFS cycles, project operational planning, management and monitoring of all activities implemented in the hub and provide regular backstopping for the provision of technical and management support to achieve project objectives.

Technical Focus

Expertise and capacity to coordinate, design and implementation of climate-resilient interventions in the fields of food security, food system, agricultural production and natural resource management.

Tasks and responsibilities

Under the overall supervision of the FAO Representative in Mozambique, and the technical supervision of the Chief Technical Advisor, the Hub Coordinator will undertake the following duties:

▪    Ensure that the technical activities are adequately coordinated and aligned with the external stakeholders to support the delivery of the project outputs, products, and services
▪    Coordinate and manage M&E/MIS activities to ensure collection, analysis and reporting of data and information to allow for an evidence-based management of the project; and ensure the project framework has established accountability indicator for assessing the effectiveness of gender mainstreaming toward the project
▪    At provincial end district levels, liaise with Government institutions, GIZ and other external stakeholders representing FAO in the framework of the PROMOVE Agribiz project.
▪    Support the improvement of a regulatory framework and governance for these value chains, by engaging with stakeholders at provincial and district levels to (i) develop institutional capacity for the implementation of the national seed policy/regulation, (ii) strengthen public/private dialogue for seed systems, (iii) and support, at local level, the establishment of a dialogue on National Inputs Policy;
▪    Coordinate the activities to improve availability of technical and financial support services, and increase access to these services by micro, small and medium sized enterprises (MSMEs) and smallholder farmers, (i) creating a public/private sector technical advisory services for the producers, and (ii) coordinating the implementation/expansion of an enhanced e-voucher system as an inputs subsidy tool;
▪    Oversee the activities to increase production and productivity based on sustainable and climate-smart agricultural practices, by managing the improvement of local producers’ knowledge and abilities to implement good agricultural practices (GAPs), climate-smart agricultural practices, and enhancement of a sustainable use and management of natural resource; and
▪    Induct for the increase of volume and value of production for markets, by improving local producers’ capacity for collective action and engagement in long-term agricultural trade relations; and
▪    Promote improvement of knowledge and practices on nutrition and food safety at community level, via (i) creating awareness on food safety and its impacts on health and nutrition and improving access to markets, and (ii) improving nutrition knowledge, practices and behaviors among local producers, consumers, food-handlers and food-insecure population;
▪    Integrate smallholders and MSMEs in rural markets and selected value chains through regular business linkages, by improving local farmers ability to enter these markets and profit from market opportunities;
▪    Coordinate collection of Hub-specific data and information, as well as research and analysis for food and nutrition security (FNS) and rural competitiveness policy development
▪    As appropriate, prepare or host and guide external teams to timely prepare and deliver Hub-specific sections of the following regular reports:
o    Inception Report;
o    Six-months Progress Reports;
o    Annual Reports;
o    Mid-Term Review; and
o    Final Report
•    Coordinate the different initiatives related to the agroforestry component supervising as necessary:
o    Nursery set up and seedlings production
o    Seedlings distributions and planting,
o    Implementation by third parties ;
o    Carbon removal unit measurement and corresponding payments.
•    Contribute to any other activity as needed by the proper implementation of the programme

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

▪    University degree in Agronomy, Agro-Economy, Management, Project Management or other related subjects;
▪    At least 8 years of relevant experience in Agricultural or Rural Development, Management or Project Management and implementation, with prior exposure to FFS, MSMEs development or promotion of market oriented production;
▪    Working knowledge of English, French or Spanish and working knowledge of the official language of the country which is Portuguese
▪    National of Mozambique
