Key Responsibilities:

Leadership in Strategic planning & Alignment

  • Lead in the development, revision of Reading Improvement and Skills Enhancement (RISE) technical programme in line with NO strategy, WARO & GC strategy, WV internal standards and policies.
  • Participate in the recruitment, selection and orientation of new RISE project staff.
  • Support in TP structure alignment and faith integration for improved programing

Project Design, Planning & Implementation

  • Build capacity of project officers, development facilitators, volunteers, communities, churches and partners on RISE project models and provide technical backstopping to them on implementation of RISE interventions/models
  • Identify training needs of staff, partners and organize tailor made trainings to develop their capacity and to increase their competence in learning roots and Unlock Literacy project models
  • Provide technical advice on best practices to ensure sustainable Reading Improvement and Skills Enhancement (RISE) programming
  • Provide support on education response programming in emergency contexts
  • Ensure that RISE project activities (child protection, faith & development and cross cutting themes) are carried out in a timely manner per approved work plan and milestones agreed.
  • Collaborate with project partners and other stakeholders at all levels in the implementation of project activities to ensure the achievement of project objectives.
  • Sponsorship Management:
    • Ensure RC and their families are part of the primary beneficiaries of RISE Technical Program, according to the Life Cycle
    • Provide technical guidance & leadership to Project Officer RISE, to participate in children mapping and monitoring processes in communities to ensure the participation of RC and their families in Project Implementation activities.
    • Support the RISE Project Officer to provide Project implementation activity brief including, photos and Videos, on RC participation for entry into Sponsorship System.
    • Provide technical guidance & Leadership to Project Officer RISE to Integrate Child Monitoring into Project Implementation and provide reports for entry into the Sponsorship System.

Monitoring, Evaluation, Accountability, Learnings & Reflection and Knowledge Management

  • Provide support in design, monitoring and evaluations of Reading Improvement and Skills Enhancement (RISE) technical programme in line with WV Strategy and internal standards.
  • Support the design, monitoring and evaluation of Reading Improvement and Skills Enhancement (RISE) project models AP (Area Programme) level and ensure that lessons learnt are documented and new initiatives published
  • Support in development of assessment, analytical and impact M&E tools for use to meet objectives of project
  • Develop innovative approaches to monitor and evaluate the performance, effectiveness/impacts of education interventions.
  • Organize monitoring and joint monitoring visits to project interventions to assess progress of work against targets and provide technical backstopping to activities in areas where improvements are needed.
  • Lead in periodic review of RISE technical programme with stakeholders
  • Identify emerging project risks and support in applying mitigation measures and escalate where necessary
  • Support in documentation of lessons learned, best practices, human interest stories for sharing at internal and external knowledge sharing forums, WV Partnership forum
  • Support in project evaluation activities such as baseline, midterm, and end line assessments
  • Assist in developing terms of reference (TOR) for consultants carrying out any Reading Improvement and Skills Enhancement (RISE) related assignments
  • Support in data collection on RISE indicators through periodic and annual assessment of RISE project at AP Level
  • Ensure timely submission of high-quality report per NO standards (12 monthly, 2 semi-annual and annual) TP reports

Support Fundraising and Resource Acquisition

  • Work in coordination with Resources Acquisition Unit and Communications Unit to develop fact sheet, posters, presentations, videos that will be used to disseminate WV Ghana successes in Reading Improvement and Skills Enhancement (RISE) technical programming.
  • Support fund raising activities through participation in networking meeting, attending conferences
  • Participate in the development of concept notes/proposals for Reading Improvement and Skills Enhancement (RISE) interventions.
  • Support in Identification of problems and opportunities within AP and formulate concepts and proposal out of them for donors
  • Deliver quality programming to ensure strong technical branding/niche created from RISE interventions
  • Build and strengthen relationship with private sector players or donors to explore funding opportunity
  • Support newly approved grant projects/PNS/APs to have good start-up plan through orientation
  • Generate evidence of work from the field to attract donor funding

Procurement and Financial management

  • Ensure timely preparation and submission of disbursement and procurement requests
  • Liaise with Supply Chain to ensure that input supplies and other materials are procured/delivered in a timely manner.
  • Monitor budget and expenditure of RISE Portfolio and liaise with Project Officers and Cluster Managers to take necessary actions.
  • Provide budget guidelines for APs implementing RISE project
  • Support in implementation of Audit and Risk Assessment recommendations in RISE technical programme and their impact areas.
  • Support in timely procurement to have value for money for all contracts

Partnering, Networking, External Engagements

  • Liaise with donors, SOs, UN agencies, Government and other NGOs to ensure partnering, accountability, adequate reporting, coordination and compliance with regulations
  • Identify and build strategic linkages, relations, collaborations and networks with partners and other stakeholders in planning and implementation
  • Ensure effective relationships with beneficiary communities, local authorities, District and Municipal Assemblies and other partners to ensure Project sustainability.
  • Conduct capacity assessments and facilitate institutional capacity building for partners/stakeholders at district and regional levels to support project implementation
  • Represent WV Ghana at relevant sector meetings / forum/ workshops, conferences (internal and external) and contribute to technical interactions and discussions
  • Promote RISE TP interventions through effective communication with government, local authorities, the media, communities and other stakeholders.

Qualifications: Education/Knowledge/Technical Skills and Experience

The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training:

  • Minimum Qualification required: Postgraduate degree in Education, Development Studies, Social work and related field or in any other relevant field).
  • 5 to 7 years field experience with NGO’s in developing countries working in livelihood and child protection sector
  • Strong program management skills and experience managing large scale projects
  • Proven leadership skills and experience in people management
  • Skills and experience in external stakeholder engagement including donors, government and private sector and experience with coordination of multi-stakeholder forums and steering committees.
  • Strong experience in concept note /proposal writing for resource acquisition of grants.
  • Strong interpersonal skills
  • Self-starter and team player with high standards and solid command of technical issues
  • Self-directed individual able to work well in a team and build a team.
  • Strong communication skills (oral and written) with convincing presentation skills
  • Ability to communicate on education, livelihood technical topics with diverse groups: farmers, managers, bureaucrats, donors, etc.
