About this position

We are looking for a communicative and insightful consultant to support the monitoring and supervision of activities under the BL-L1048 project, “Improving Efficiency, Quality, and Access in Belize’s Health System,” and the associated technical cooperation (BL-T1176). This role is crucial to ensuring the alignment of activities under both projects and supporting the technical team with the implementation and supervision of BL-L1048.

As a consultant, you will be responsible for attending monitoring and supervision meetings, reviewing reports and other relevant documents, assisting in the elaboration of terms of reference, preparing project monitoring reports, and supporting the counterpart in portfolio reviews. You will work in the Social Protection and Health Division of the Social Sector (SCL) department, contributing to the effective execution of initiatives aimed at enhancing Belize’s health system.

What you’ll do

  • Track the progress of project activities, facilitating effective communication between the Belize Ministry of Health and Wellness and the IDB Group.
  • Coordinate and participate in monitoring, technical and supervision meetings or missions, including the preparation of required materials and the corresponding aide memoires, to track the progress of activities associated to the BL-L1048 and the BL-T1176 projects.
  • Review and analyze the quality, content, and contractual conditions of reports and documents submitted by the projects’ executing unit to ensure timely and accurate technical and sectorial supervision.
  • Assist in the preparation of terms of reference for acquiring consulting services, based on technical needs and in accordance with the Bank’s policies.
  • Analyze the physical and financial progress of the projects and support in the preparation of comprehensive project planning tools and monitoring reports.
  • Support the monitoring and reporting of the technical and financial progress of SPH project implementation with counterparts, such as portfolio reviews.
  • Collaborate with the technical team to address any challenges or issues that arise during project implementation.
  • Elaborate reports for various audiences based on research and information from the executing unit, covering sectorial data from Belize.
  • Assist in the preparation of project proposals, including background research, justification, budgetary planning, and results monitoring.
  • Perform other related activities as requested by the Health Specialist in Belize or the Team Leader.

What you’ll need

  • Education: Bachelor’s degree in health administration, project management, public health, economics or related fields relevant to the responsibilities of the role.
  • Experience: At least 2 years of professional experience in social protection, health or social sector.
  • Languages: Proficiency in English and one of the other Bank official languages (Spanish, French or Portuguese) is required.

Requirements

  • Citizenship: You are either a citizen of Belize or a citizen of one of our 48-member countries eligible to obtain a valid residency or legal permit to work in Belize without the need for sponsorship by the IDB.
  • Consanguinity: You have no family members (up to the fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB, IDB Invest, or IDB Lab.
