The UNDP Country Office (CO) in Brazil is a key development partner of the Brazilian government and supports national and sub-national public and private sector institutions and civil society to achieve a more sustainable and inclusive society by strengthening democratic institutions, improvement of governance effectiveness, reduction of poverty and inequalities and addressing climate change and biodiversity issues.

In the pursuit of aligning organizational resources with UNDP strategic objectives and serving as the overarching framework to propel the operational reform agenda and streamline the United Nations’ (UN) operational presence in Brazil, the Country Office (CO) has structured its functional organization into three primary domains: the management support functions, the Programme team, and the Operations Team. The Operations Team is further comprised of units encompassing Finance, Human Resources (HR), Support to Projects, and the Common Back Office (CBO), which encompasses common services for the UN House, including Information and Communication Technology (ICT), Administration and Logistics, Procurement and Travel, and HR services tailored for UN entities and Protocol. All of these units bear the responsibility for ensuring the adherence to UN principles and UNDP policies and procedures in the realm of operational functions.

The Operations Team plays a pivotal role in enhancing the efficacy of UN operational services and UNDP Brazil. It does so by crafting a comprehensive service delivery platform aimed at providing operational solutions to all UN entities and UNDP programs and projects. Moreover, it coordinates operational services and explores their potential expansion to the UN Common Back Office.

complex procurement-related issues and information delivery.

Under the overall guidance and direct supervision of the CBO Procurement Analyst, the Procurement Analyst ensures the effective delivery of procurement services. The incumbent is entrusted with the provision of capacity building and advisory support to CBO Clients/Agencies and UNDP project teams in the CO with the coordination of procurement services requested by the projects to assure high quality and accuracy of services.

Duties and Responsibilities
Design and implement daily procurement-related activities in the CBO, focusing on the achievement of the following results:
  • Provide analytical inputs to the elaboration and implementation of operational and procurement strategies, ensuring full compliance of procurement activities with the harmonized and applicable UN rules, regulations, policies and strategies.
  • Ensure full compliance of procurement activities and implementation of the effective internal control system, analysis of parameters in support of proper functioning of a client-oriented procurement management system.
  • Follow-up and monitoring of procurement process under his/her responsibility to ensure effectiveness.
  • Ensure the provision of procurement policy advice to UNDP Projects and CBO Clients/Agencies, establishing a coordination mechanism with CBO systems in place.
  • Analysis and proposals on elaboration of contract strategy, sourcing strategy, quality management, supplier selection, improvement of ad-hoc procurement processes in the CBO.
  • Proposals of cost saving and reduction strategies in the CBO and projects being supported by CBO services.
  • Prepare ex-ante submission to the corporative procurement committees.
  • Prepare submission to the corporative procurement committees.
  • Participate in the Procurement committees to accelerate the delivery and project implementation.
  • Support the UNDP Program Unit, Project Teams and CBO Clients/Agencies within the negotiations with Partners and discuss procurement strategies.
  • Propose solutions and strategies to solve problems.

Management of procurement processes for CBO Clients/Agencies focusing on achievement of the following results:

  • Analysis of information for preparation of transactional procurement plans and monitoring of their implementation.
  • Implementation of proper monitoring and control of procurement processes including organization of RFQ, ITB, RPA or RFP, receipt of quotations, bids or proposals, their evaluation, negotiation of certain conditions of contracts in full compliance with UN applicable rules and regulations.
  • Preliminary review of submissions to the Local Procurement Review Committee (CAP) and the Advisory Committee on Procurement (ACP).
  • Implementation of the internal control system which ensures that Purchase orders are duly prepared and dispatched. Follow-up on timely corrective actions on POs with budget check errors and other problems.
  • Implementation of the procurement processes monitoring system and mechanisms to eliminate deficiencies in procurement.
  • Implementation of procurement services and elaboration of proposals/ analysis to guarantee the timelines agreed with Programme, Project Teams and CBO Clients/Agencies.

Design and implement sourcing strategy for Programme, Project Teams and CBO Clients/Agencies, focusing on achievement of the following results:

  • Maximize competition and best value for money.
  • Analysis of comparative reports.
  • Elaboration of reports of critical factors with direct impact in the CBO’s procurement delivery.
  • Provides feedback on CBO Procurement collaboration and proposes improvements or common solutions as required.
  • Support the implementation of CBO procurement systems and solutions.
  • Participation in the organization of training for the operations/projects staff on Procurement.

Facilitation of knowledge building and knowledge sharing in the CBO, focusing on achievement of the following results:

  • Synthesis of lessons learned and best practices on procurement.
  • Contributions to knowledge networks and communities of practice in the larger UN operational system as well as in UNDP.

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

The position of Procurement Analyst will be located in the UNDP Country Office in Brazil as part of the Common Back Office (CBO), with a direct reporting line to the CBO Procurement Analyst.

Required Skills and Experience
Education:
  • Advanced university degree (Master’s degree or equivalent) in Administration, Business, Finance, Economic or other related area is required or
  • First-level university degree (Bachelor’s degree) in Business administration, Engineering, Logistics, Finance, Economic studies, foreign trade or other areas in combination with 2 additional years of experience will be given due consideration in lieu of Master’s degree.
  • CIPS level 3 is a requirement for this position. If certification is not available at the time of recruitment, it should be obtained within one year.
Experience:
  • Up to 2 years (with a Master´s degree) or minimum 2 years (with Bachelor´s degree) of relevant experience at the national or international level, in the provision of Procurement and related Services.
