As a trusted, long-term partner with extensive operational experience, UNDP supports countries in the effective implementation of complex, multilateral and multi-sectoral health projects while simultaneously investing in capacity development, so that national and local partners can assume these responsibilities over time. UNDP’s partnerships with Governments, the Global Fund, International Financial Institutions (IFIs) facilitate access to resources for action on SDG 3 by countries that face constraints in directly receiving and/or managing health-related funding. In Angola, since 2016, UNDP has been delivering Procurement Support Services (PSS) to the National HIV/aids Institute (INLS), thereby helping the HIV Programme to access affordable, quality health products for the national response to HIV. And since July 2021, UNDP has been the Global Fund Principal Recipient (PR) for Angola, working with several stakeholders to implement the NFM 3/Grant Cycle 6 grant activities in Benguela and Cuanza Sul. A key component of these grant activities has been supporting storage and distribution of health commodities in the two provinces in addition to supply chain system strengthening.

Beginning July 1, 2024, UNDP will continue its Principal Recipient (PR) role for the Grant Cycle 7 in Angola for the period July 1-June 30, 2027. The new grant includes expansion to the third province of Bié. To support the implementation of Procurement and supply chain management (PSM) components of GC 7 grant in the three provinces, including the RSSH component, UNDP is seeking the services of a Procurement and Supply Management (PSM) Analyst to be based in Benguela but supporting all the three provinces of Bié, Benguela and Cuanza Sul.

Scope of Work:

Ensure health procurement planning and reporting within the UNDP PMU:

  • In coordination with the Provincial PSM Associates and program colleagues, lead the planning and execution of provincial level quantifications for GF supported health commodities;
  • Contribute to annual and quarterly quantification exercises through the collection of data, carrying of assessment, supporting assumption making, review of quantification reports etc;
  • Support documentation of the quantification process/SOPs to ensure consistency in the process and for capacity building;
  • Support in the design and delivery of capacity building initiatives in quantification and procurement planning for provincial level staff;
  • Support the development and implementation the UNDP/Global Fund Project’s Health Procurement Plans specifically those activities that are done in the provinces;
  • Support the implementation of PSM-related recommendations from audits;
  • Support the documentation and dissemination of quantification and procurement-related success stories and lessons learned.

Ensure the execution of UNDP/Global Fund health procurement and distribution of health commodities:

  • Conduct consolidated regular stock analysis on both warehousing and distribution service provider’s warehouse and SDP´s stores across the three provinces and provide recommendations to PSM units to ensure sustained availability of health commodities across the three provinces;
  • Coordinate and support development of provincial level distribution plans, ensuring the process is data driven, is inclusive and is conducted in a timely manner;
  • Review, update and document the process to be followed for the distribution planning process (SOP) including templates and data to be used;
  • In collaboration with M&E staff, support the development and execution of the PSM monitoring plan for the three provinces.

Actively participate to capacity building and knowledge sharing in the area of health procurement and supply management across the three provinces:

  • Ensure the design and implementation of a strategy for delivery of PSM capacity development interventions (especially on both on the job and off-site training at the provinces) including development of required SOPs, tools and materials;
  • Support the documentation and evaluation of UNDP-led capacity development interventions in the PSM area in the three provinces;
  • Participate in delivery of trainings and supportive and formative supervision visits to health facilities, ensuring that activities are documented and recommendations followed up to ensure continuous improvements;
  • Ensure availability of strong supply chain coordination mechanisms at the provincial level, with clear terms of reference, membership, meetings calendar and that regular meetings are held, minutes documented and followed up;
  • Design and implement mechanisms to ensure sharing of lessons learned and best practices in supply chain across the three regions e.g. exchange visits, bi-annual peer review meetings, etc;
  • In collaboration with GPS plan, conduct supply chain assessments to identify gaps and develop plans to address identified gaps (HR, LMIS, infrastructure etc).

Support the strengthening of LMIS in the provinces and use of data for decision making PMU’s non-health procurement function:

  • Participate in discussions and design of initiatives to support the strengthening of both paper and electronic LMIS including paper based and electronic LMIS as appropriate;
  • Support implementation of LMIS strengthening activities in the provinces in collaboration with donors/GF, GPS and other implementing partners working on LMIS;
  •  Design and implement activities to improve collection and reporting of supply chain data from health facilities to improve stock visibility across health facilities in the three provinces;
  • Design and implement activities to strengthen GPS use of supply chain for decision making including quantification, distribution planning, re-distribution etc;
  • In collaboration with M&E and GPS, design and implement a process for routine triangulation of program and supply chain data to understand performance trends, identify and address supply chain bottlenecks to overall program performance.

Ensure strengthening of Lab supply activities including sample transportation and equipment maintenance:

  • In collaboration with Lab Advisor, conduct regular stock analysis of lab commodities at both warehousing and distribution service provider’s warehouse and labs across the three provinces and provide recommendations to PSM unit (eg procurement) to ensure sustained availability of health commodities across the three provinces;
  • Participate in Lab coordination meetings at the provincial level to provide supply chain perspective and ensure that supply chain considerations are included in lab decision making and planning;
  • In collaboration with Lab Advisor, ensure development and execution of a plan to track functionality and servicing of lab equipment in the three provinces including development and implementation of a regular maintenance schedule;
  • Based on the agreed maintenance schedule, collaborate with the Luanda procurement team to ensure that POs for the required maintenance services are placed in a timely manner;
  • Participate as required in sample transport services at the provincial level to ensure that any PSM bottle necks are identified and resolved in a timely manner for smooth implementation of the sample transportation in the three provinces.

Provide Operational oversight of the Warehousing and Distribution Service providers:

  • Provide day to day management and oversight of the Warehousing and distribution service provider to ensure that their operations are in line with established contract/service level agreement eg storage conditions etc;
  • Participate as UNDP’s representative in the quarterly stock taking exercises and sign any required documentation/certifications;
  • Participate as UNDPs representative in the receipt and dispatch process for UNDP commodities at the Warehouse and distribution service provider and sign/prepare any required documentation;
  • Review and provide feedback on the analysis stock reports and distribution reports from the warehousing and distribution services provider;
  • Participate in inventory management monitoring visits; provide feedback on storage and distribution conditions;
  • Ensure the timely and accurate submission of the warehousing and distribution invoices and supporting documents by the warehousing and distribution service provider;
  • In collaboration with the GPS, develop and disseminate SOPs for management of expired commodities and collaborate with the GPS and warehousing and distribution service provider on development and execution of plans for regular disposal of expired commodities;
  • Support as required, the customs clearance process for shipments delivered through the Lobito port.

Institutional Arrangements

The UNDP office in Benguela where this position is based is set up mainly for the management of the Global Fund project being implemented by a coalition of partners including the provincial government of Benguela, NGOs and CBOs led by UNDP.

This position reports directly to the Senior PSM Specialist/PSM Manager in Luanda. The PSM portfolio constitutes more than 50% of the total project portfolio and is very critical to the successful delivery of the Global Fund project in the three provinces. This position ensures that the capacity of the GPS and Health facility staff is strengthened to properly manage stocks and avoid stock outs.

Requirements:

Minimum education requirements:

  • Master’s degree in Pharmacy, Public Health, Economics, Business, Administration, International Development, Public Administration, Social Sciences or any development related field;
  • A bachelor’s degree in a relevant field in combination with 2 additional years of qualifying experience may be accepted in lieu of the advanced university degree;
  • CIPS level 3 is a requirement for this position. If certification is not available at the time of recruitment, it should be obtained within one year.

Minimum years of relevant work experience:
