UNDP is the knowledge frontier organization for sustainable development in the UN Development System and serves as the integrator for collective action to realize the Sustainable Development Goals (SDGs). In this context, UNDP invests in its Global Policy Network (GPN), a network of field-based and global technical expertise across a wide range of knowledge domains and in support of the signature solutions and organizational capabilities envisioned in UNDP’s Strategic Plan.

Within the GPN, the Bureau for Policy and Programme Support (BPPS) has the responsibility for developing all relevant policy and guidance to support the results of UNDP’s Strategic Plan. BPPS staff provides technical advice to Country Offices; advocates for UNDP corporate messages; represents UNDP at multi-stakeholder fora, including public-private, government and civil society dialogues; and engages in UN inter-agency coordination in specific thematic areas.

BPPS’s Hubs on Nature, Climate, Energy and Waste, with the support of the Vertical Fund Programme Support Oversight and Compliance Unit, works with governments, civil society, and private sector partners to integrate nature, climate, energy and waste related concerns into national and sector planning and inclusive growth policies, support country obligations under Multilateral Environmental Agreements, and oversee the implementation of the UN’s largest portfolio of in-country programming nature, climate change, energy and waste. This multi-billion-dollar portfolio encompasses:

  • Biodiversity and Ecosystem Services including forests;
  • Sustainable Land Management and Desertification including food and commodity systems;
  • Water and Ocean Governance including SIDS;
  • Climate Change Mitigation and Adaptation;
  • Sustainable Energy;
  • Extractive Industries;
  • Chemicals and Waste Management;
  • Environmental Governance and Green/Circular Economy; and SCP approaches.

This work advances crosscutting themes on innovative finance, digital transformation, capacity development, human rights, gender equality, health, technology, and South-South learning.

In addition to UNDP’s bilateral partnerships in NCEW, UNDP is an accredited multilateral implementing agency of the Green Climate Fund (GCF), the Multilateral Fund (MLF), the Adaptation Fund (AF) and the Global Environment Facility (GEF). As part of UNDP’s partnership with these vertical funds (VFs), UNDP provides countries specialized integrated technical services for eligibility assessment, programme formulation, capacity development, policy advice, technical assistance, training and technology transfer, mobilization of co-financing, implementation oversight, results management and evaluation, performance-based payments and knowledge management services.

In recent decades, biodiversity finance tools and solutions have demonstrated their importance for achieving biodiversity goals and broader sustainable development objectives. Improved choice, design and implementation of effective, well-tailored finance solutions will strengthen countries’ chances of achieving national and global biodiversity targets. Biodiversity Finance Plans have become increasingly recognized as a relevant tool to help countries to identify and fill the biodiversity finance gap, including through the work of the Biodiversity Finance Initiative www.biofin.org. In December 2022, parties to the Convention on Biological Diversity adopted the Montreal-Kunming Global Biodiversity Framework. This included numerous targets with relevance for financing. Target 19 on resource mobilization includes reference for countries to design and implement national biodiversity finance plans.

The GEF created a global programme to support countries to design a national Biodiversity Finance Plan. A Biodiversity Finance Plan includes a systems analysis of a country’s economy including to map existing financing mechanisms, subsidies with potential harmful impacts on nature, drivers of biodiversity loss and gain, public and private expenditures committed towards biodiversity objectives and a country’s national financial needs for biodiversity. The biodiversity finance plan itself consists of a series of actions with the aim to significantly scale up available funding, green or phase out harmful finance flows and improve the effectiveness of available expenditures. The programme allows for active sharing of experiences across countries and includes a knowledge sharing platform and the provision of continuous technical support to country teams.

Duties and Responsibilities
Under the overall supervision of BIOFIN´s Communication Specialist, the Knowledge Management Specialist will lead and contribute to the development of a range of knowledge products in coordination and consultation with Global and Country Teams.

Duties and Responsibilities

  • Act as the overall lead in the area of knowledge management.
  • Lead and update the Global Biodiversity Finance Programme knowledge management plan and ensure key milestones are achieved.
  • Ensure systems of knowledge sharing between countries are in place, including through regional and global conferences, regional calls, regular articles on the BIOFIN website, side events, webinars, and other venues.
  • Lead webinars, e-learning modules, and others in coordination with Technical Advisers.
  • Provide recommendations on the most effective design and facilitation by reviewing and writing event and session designs. Capture key knowledge generated by developing two-page summary reports synthesizing the main learnings from global and regional events side events, and webinars.
  • Design products to visualize the Programme’s main results and progress on global indicators using platforms like Excel, Power BI, and others.
  • Contribute to codifying info, data, and knowledge in line with Nature and corporate taxonomy to facilitate internal/external access.
  • Maintain an inventory of all global and national publications of UNDP’s work in the area of biodiversity finance.
  • Contribute to other products and platforms of UNDP’s Nature Hub related to biodiversity finance, in close coordination with UNDP’s knowledge management lead expert for the environment, including the BIOFIN Website, the Finance Solution Catalogue, as well as the FIRE database.
  • Ensure a clear structure for the Programme’s global filing system is in place.
  • Maintain the finance solution database, ensuring it is fully updated on a quarterly basis.
  • Facilitate and elevate regional and country-level knowledge generation and capture.
  • Coordinate production of knowledge tools, methods and products to effectively share lessons learned and best practices at the global, country, and project levels, and ensure adequate dissemination.
  • Coordinate the development and facilitate the implementation of guidance to National Coordinators, Regional Technical Advisors and Analysts, and others on how to capture and disseminate knowledge.
  • Conduct knowledge exchanges at the country, regional, and global levels.
  • Advise on the best methodologies, tools for global and regional session designs.
  • Contribute to the development and implementation of monitoring and evaluation system and activities to ensure key results (especially on finance, policy and institutionalization) and lessons can be effectively captured and featured in KM products, including reports and publications.
  • Develop toolkits and organize capacity development initiatives that facilitate the KM work of the Country Programme teams.
  • Develop, edit, and update strategic knowledge products.
  • Provide strategic leadership and develop Global Biodiversity Finance Programme management products to related audiences and authors, such as publications highlighting results from countries, the BIOFIN Workbook update, E-learning modules, emerging manuals on Results-based-budgeting and ‘The Nature of Subsidies’, as well as the GLOBE Biodiversity Expenditure Taxonomy, etc.
  • The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Required Skills and Experience
Education:
  • Master’s degree or equivalent in knowledge management, learning, instructional design, organizational performance, international relations, international development, environmental studies, biodiversity conservation or another related field is required.
  • Bachelor’s degree in the same field with additional two years of relevant experience will be accepted in lieu of Master’s degree.
Experience:
  • Minimum of 5 years’ experience (with Master’s degree) or 7 years’ experience (with Bachelor’s degree) in the field of knowledge management, learning or training, or management of communities of practice.

Required Skills:

  • Experience in leading/managing knowledge product development and dissemination.
  • Proven experience in content creation for social media channels and webpages.
  • Proven experience with managing communities of practice.

Desired Skills:

  • Experience in, and ability to work with, ICT tools or digital platforms for data management is desirable.
  • Previous experience in developing reports/studies in the area of biodiversity finance or another relevant field is desirable.
  • Experience in graphic design and layouts is desirable.

Languages:

  • Fluency in in English language (written and spoken) is required.
  • Working knowledge in Spanish and/or French is an asset.

  • The incumbent will work from his/her home base and is expected to travel occasionally;

  • The incumbent will work with the BIOFIN and Global Biodiversity Finance Programme global Team, national Teams, UNDP Country Offices, core and donor country governments, other international/multi-lateral organizations, and contractors;
  • Given the global consultations to be undertaken during this assignment, the incumbent is expected to be reasonably flexible with his/her availability for such consultations taking into consideration different time zones where applicable;
  • The incumbent will be responsible for providing her/his own working station (i.e. laptop, internet, phone, scanner/printer, relevant software, etc.) and shall have access to a stable, secure, and reliable internet connection.
