JOB DESCRIPTION

JOB SUMMARY:

The consultant will contribute on the improvement of UNICEF’s EiE (Education in Emergency) interventions, including child protection strategy and psychosocial support for adolescents, through the systematization of good-practices and draft of proposals for the conversion of valid models into public policies.

So, this consultancy aims response for the migratory humanitarian crisis, in the state of Roraima. Conversations began with the education department of Roraima and the education departments of Boa Vista (RR) and Pacaraima (RR), with the aim of transforming interventions into permanent public policies, which take into account the reception, integration into the Brazilian school system and the significant learning of Venezuelan children and adolescents/migrants and/or refugees enrolled in public education networks in Roraima. The objective of this consultancy is to coordinate, through UNICEF, a pilot experience of this public policy together with the departments that will subsequently adopt it.

SCOPE OF WORK:

The objective of this consultancy is continuing the systematization of the experiences and activities implemented by Super Panas in Schools (or another name proposed for the project in agreement in the local government) through a partnership with municipalities education department, strengthening the capacities of municipal schools to implement educational methodologies that take into account local multiculturalism, recomposition of learning in portuguese language , containing sufficient information and documentation.

Contribute to the development of guiding instruments for the improvement and/or replication of experiences in other schools and/or emergency contexts, including their conversion into public policies; and the development of guidelines for training courses for local education professionals who work in the emergency context.

Promote ongoing training for the local education network, through planning with UNICEF in liaises with local governments and mobilization of the education network.

Based on the initial consultations and assessment, the Consultant is expected to report the findings and elaborate proposals should serve as guidelines for the management of pedagogically stimulating educational and child protection related activities and in line with the Common National Curricular Base (BNCC), UNICEF guidelines, the UN ethical principles and universal human rights, mainly expressed in the Brazilian ECA (Child and Adolescent Statute), the UN Convention on the Rights of the Child and the UN Core Commitments for Children in Humanitarian Action (CCCs). It should also consider the Accountability to Affected Population (AAP), ensuring that the content is driven by needs and interests of the targeted audience and guarantee that the development and improvement of the strategies are made for and with adolescents in terms of mobilization and empowerment.

The methodological proposed tools should comprise information on implementing steps, available resources, involved parties, materials, training necessities, lessons learned and other relevant aspects. They should technically support the understanding and implementation of similar strategies and activities, including multicultural approaches and bilingual courses in public schools, with the corresponding recommendations for the methodology conversion into public policy.

DELIVERABLES

  1. Work Assignment overview

Development of pedagogical practices in conjunction with the Boa Vista municipal education department, the Federal University of Roraima and implementing partner Pirilampos, for the pilot project Laços Educativos (Educational Ties), developed in 10 municipal schools in Boa Vista (RR), with a view to drawing up a public policy for welcoming and integrating Venezuelan migrant children into their respective school communities, throughout the municipal education network in Boa Vista (RR).

1.1. Deliverables/Outputs

1 Descriptive and analytical report on the Laços Educativos pilot project that concludes with the design of a public policy for welcoming and integrating Venezuelan migrant children into their respective school communities throughout the municipal network of Boa Vista (RR).

1.2. Deadline End December 2024

1.3. Estimate Budget: 20%

2. Work Assignment overview

Five (5) cycles of training with teachers from the 10 schools taking part in the Laços Educativos pilot project, in which topics related to the initiative will be developed, chosen by the school administrations.

2.1. Deliverables/Outputs

Five (5) reports containing information on the training cycles

3. Work Assignment overview

Elaboration and development of school management practices and pedagogical practices for welcoming and integrating Venezuelan migrant children into their respective school communities in the city of Pacaraima (RR).

3.1. Deliverables/Outputs

Five (5) reports referring on support to the city of Pacaraima (RR), during which there will be meetings with partners in UNICEF’s actions in the city, especially with the Municipal Secretary of Education, Culture and Sports (SEMECD), and with schools with a high incidence of Venezuelan migrant students.

3.2. Deadline: August/24 – September/24 – October/24 – November/24 – December/24

3.3. Estimate Budget: 40% to be break down by report / cycle of training (8%)

DURATION OF CONTRACT: 6 months

TRAVEL PLAN: Need to travel to Pacaraima (RR) at least once a month for at least 3 (three) days.

MINIMUM QUALIFICATIONS REQUIREMENT

  • Academic qualification and required level of education: Bachelor Degree in Education, social sciences, law, psychology, social communication or related fields.
  • Professional experience in working with humanitarian response programmes of at least 2 (two) year.
  • Professional experience in working with education and/or child protection of at least 2 (two) year.
  • Good knowledge of state and municipal governments and civil society organizations.
  • Experience in working among indigenous population is an asset.
  • Experience in working with adolescents.
  • Ability to work with others in a team environment.
  • Ability to conduct work in groups and at institutional level.
  • Experience in working with UN or Civil Society.

LANGUAGE PROFICIENCY: Fluency in Portuguese

GENERAL CONDITIONS: PROCEDURES AND LOGISTICS

  • Consultant will work from home using own equipment and stationery. UNICEF will provide office space for consultative meetings when needed.
  • Consultant’s, travel costs should be included in the consultant’s fee.
  • No contract may commence unless the contract is signed by both UNICEF and the consultant and mandatory courses are completed.
  • Consultants will not have any representative, certifying, or approving authority, or supervisory responsibilities or authority on UNICEF budget.
  • The consultant will work remotely on a delivery basis.

FINANCIAL PROPOSAL

  • Costs indicated are estimated. Final rate shall follow “best value for money” principle, i.e., achieving the desired outcome at the lowest possible fee.
  • A financial proposal including the fee for the assignment based on the deliverables and number of days must be submitted. Consultants are asked to stipulate all-inclusive fees, including lump sum, administrative cost, travel cost and subsistence costs, as applicable.
  • The payment will be based on submission of agreed deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

INSURANCE AND HEALTH COVERAGE

  • The contractor is fully responsible for arranging, at his or her own expenses, such life, health, and other forms of insurance covering the term of the contract as he or she considers appropriate.
  • The contractor is not eligible to participate in the life or health insurance schemes available to UNICEF and United Nations staff members.

RESTRICTIONS

  • Consultants may not receive training at the expense of UNICEF.  Notwithstanding, consultants must complete the applicable mandatory trainings before the signature of the contract.
  • In case of government officials, the contract cannot be issued without prior written clearance by the Government​, or unless on leave without pay.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
