Duties and Responsibilities
The Global Humanitarian Overview (GHO) is an annual assessment of global humanitarian needs and how to respond to them, as identified through the humanitarian programme cycle (HPC). This document – produced by OCHA on behalf of the humanitarian community – provides an analysis of the drivers of needs and an overview of the resources required to support people targeted for assistance. Furthermore, it provides an account of the humanitarian system’s collective achievements. In 2020 the GHO became an online-only publication. The GHO2023 built on the success of previous online-only publications and the GHO website merged with Humanitarian Insight into a new joint website: Humanitarian Action. Humanitarian Action provides both the GHO’s thematic analysis and static data together with dynamic data from country operations as the year progresses. Humanitarian Action is being further developed to include digital HNOs and HRPs as well as monitoring logrames, links with the GHO monthly, and other improvements. Under the direct supervision of the GHO Coordinator and the Chief of the Assessment, Planning and Monitoring Branch (APMB), Coordination Division, OCHA Geneva, the consultant will lead on editing and ancillary communications products of the 2024 GHO publication, in close consultation with the core drafting team. 1. Support the GHO work plan by: – Monitor the delivery of expected submissions by Country and Regional Offices, and Headquarters’ entities – Alert APMB on anticipated delays or issues. 2. Review the submissions against the agreed upon templates for Country and Regional Offices and for Headquarters’ entities and highlight gaps or discrepancies. 3. Review the coherence and consistency of the various thematic submissions according to the annotated GHO table of contents and propose edits as necessary to ensure clarity of messaging. 4. Cross-check figures against original and complementary references (e.g. partner agency reports, HNO and HRP documents, FTS etc.) 5. Propose and draft specific ‘boxes’/’spotlights’ for the various sections of the GHO report based on the received submissions. 6. Propose/review graphs and other illustrations that add value to the text. 7. Manage a portion the clearance process among the entities responsible for drafting and for reviewing, based on the agreed-upon distribution of roles and responsibilities. 8. Draft selected sections such as: Acknowledgements, Contents, Foreword (with OUSG), and Summary. 9. Liaise with the Graphic Designer to upload the web-based versions of the GHO report, including layout, font, and selection of pictures. 10. Integrate last modifications post-GHO launch in the text and/or graphics for the final printed and web-based versions of the report. 11. Prepare public-facing communications material, such as key messages, media advisories, speeches and liaise with the Strategic Communications Branch on increasing public uptake of the document. Being a global humanitarian publication, the consultant will require flexibility to adapt to changing content and contexts, adequate planning to work across time zones and managing competing deadlines.
Qualifications/special skills
Post-graduate qualifications or Master’s degree in social sciences, communication, journalism, international relations, international development or related field. First-level tertiary qualification plus an additional two years of work experience can be accepted in lieu of Mater’s degree. A minimum of seven (7) years of progressively responsible professional experience working with – or as a consultant to – the UN, NGOs, an international organization or a national Government in a function involved in the coordination and production of major publications/analytical/communications products is required. Experience with writing and editing major UN publications is required. Previous experience writing about humanitarian issues is desirable. Previous experience with OCHA is an advantage Demonstrated experience with projects requiring flexibility to work with changing context/content, plan to work across time zones and managing competing deadline.
Languages
Excellent command of written and spoken English is required. Knowledge of French is desirable
