JOB DESCRIPTION

JOB SUMMARY:

 

The European Investment Fund (EIF) is seeking to recruit for its Financial Control Department (FC)Financial Accounting & Monitoring Division at its headquarters in Luxembourg, a (Senior) Financial Accounting and Monitoring Officer*. This is a full-time position (travelling not required) at grade level 4/5

Purpose

The Financial Accounting & Monitoring Division is composed of three Units:

  • The Product Accounting & Reconciliation Unit, mainly responsible for the bookkeeping
  • The Fee Management & Control Unit, mainly responsible for calculating fees that end up to the Financial Statements;
  • The Data Validation & Certification Unit, mainly contributing to the quality of the Financial Statement and Reports by virtue of being responsible for the maintenance and consolidation of data that are fed in to Reporting.

Operating network

You will work under the guidance and supervision of one of the Heads of Unit who in turn report to the Head of Division – Financial Accounting & Monitoring. Working as part of a team you will cooperate closely with other relevant services inside the EIB Group as well as external auditors. You will work in close cooperation with the other team members and have extensive internal contacts, with various EIF services, as well as with external stakeholders, such as Financial Intermediaries, Mandators, Auditors and other relevant counterparties.

At a level commensurate with your experience and seniority you will mainly:

For the role within the Product Accounting & Reconciliation Unit:

  • Ensure accuracy, completeness and reliability of financial data;
  • Be responsible for bookkeeping in relation to products across EIF and the mandates managed by EIF on behalf of a mandator;
  • Maintain financial accounts, journals, ledgers and other records within automated or manual systems as well as supporting documentation files;
  • Contribute to the regular update of the accounting ledgers;
  • Handle requests for information and ensure effective delivery;
  • Liaise, when necessary, with EIF’s services and external auditors;
  • Maintain high level of accounting standards in the field of EIF’s activities;
  • Contribute to the definition, maintenance and further improvement of the Product Accounting & Reconciliation Unit’s procedures;
  • Identify problematic transactions and irregularities in related accounts and resolve problems in a timely and effective manner;
  • Provide assistance to external auditors, organize and follow up of audits;
  • Actively contribute to knowledge sharing within the team.

For the role within the Fee Management & Control Unit:

  • Manage an assigned portfolio of mandates and the underlying deals thereof, from a fee structure perspective;
  • Perform various fee calculations at both deal and mandate level and report on them as necessary;
  • Perform all necessary controls in order to deliver accurate results in a timely manner;
  • Flag any potential critical situation with counterparties, as appropriate;
  • Fully understand existing processes, systems (e.g. eFront and Business Objects) and ways of working, and proactively propose areas for improvement and automation;
  • Be point of contact for internal and external stakeholders on the portfolio under management;
  • Maintain excellent client relationship at all times;
  • Participate to the implementation of new procedures;
  • Contribute to audit requests.

Qualifications

  • University qualification, preferably at post-graduate level, in a relevant field such as Accounting, Finance, Economics, Business Administration, or similar.
  • Additional professional or academic qualifications (e.g. ACCA, PhD, degree in STEM) would be a considered an asset;
  • At least three (3) and no more than five (5) years of post-graduation (after having obtained your initial university diploma) relevant professional in financial administration, mandate administration, accounting, preferably gained in a multinational organization, an international and reputable accounting/audit institution or in the banking sector;
  • Any – or combination – of the following would be an advantage:
    • Knowledge of different accounting frameworks such as IFRS, IPSAS, Accounting rules adopted by the European Union as well as of any national accounting framework such as Luxembourg Accounting Principles;
    • Knowledge of the financial instruments and products offered by EIF;
    • Good competencies in financial analysis;
    • Excellent knowledge of the Office suite, especially Excel;
    • Experience with automation and digitalization initiatives;
    • Knowledge of analytics and reporting platforms such as Peoplesoft, Alteryx, Tableau or SAP BusinessObjects;
    • Understanding of EIF’s mission, procedures, organization and activities;
  • Excellent command of written and spoken English. Knowledge of French and/or other EU languages would be an advantage.
