JOB SUMMARY:

 

The European Investment Fund (EIF) is seeking to recruit for its Finance Operations Department (FO) – Portfolios & Liquidity Operations (P&LO) Division at its headquarters in Luxembourg, several (Senior) Officer(s). This is a full-time position at grade 4/5 for which the EIF offers a permanent contract.

This is a generic campaign in the view of both current and possible future vacancies.

Panel interviews via video-conference are anticipated for September 2024

Purpose

Part of the EIB Group, the mission of the European Investment Fund (EIF) is to improve access to finance for SMEs and small mid-caps in Europe. We do this by supporting emerging and established fund managers with equity investments and by designing debt financing instruments that share the risk taken by financial institutions when they lend to or invest in small businesses. We bring this support closer to entrepreneurs through our extensive network of partners and financial intermediaries in all EU Member States and associated countries.

The Finance Operations (FO) department is currently responsible for the back-office implementation of Financial Services and Financial Strategy Planning & Control activities. In this context, EIF Portfolios & Liquidity Operations (P&LO) mission is amongst others, to process and settle the cash in and cash out operations of both Equity and Debt products, manage the process of calling contributions and returning of funds to Mandators and oversee the liquidity and treasury management activities for the EIF and the mandates under management in accordance with the relevant guidelines. At a level commensurate with experience, you will either take responsibility for the management or and contribute to the execution of the above-mentioned mandate, equity, and debt activity, as well as the implementation and development of the respective processes and procedures. Additional accountabilities may evolve along the future development of tasks and responsibilities associated to the P&LO Division.

Operating network

You will report to – and work under the supervision of – the Heads of Units of the Division, i.e., Debt and Equity Portfolio Operations Management (DEPOM), Investors Operations Management (IOM), Settlement Management & Control (SM&C) or Liquidity Management (LM), who in turn reports to the Head of Portfolios & Liquidity Operations Division, and to the Chief Financial Officer. You will interact with staff of EIB Group services when it comes to mandate/equity and debt cash flow operations, and you will also interact with financial intermediaries and relevant external experts.

At a level commensurate with your experience and seniority and subject to the unit in which you are allocated, you will:

For Debt & Equity Portfolios Operations Management & Investors Operations Management units:

  • Support the management cash flow relevant administrative activities related to Private Equity (e.g. processing draw-downs/repayments of Private Equity funds, reconciliation of cash positions with intermediaries);
  • Support the management of cash flow relevant administrative activities related to Debt products (e.g. guarantee calls and disbursement requests, preparation of cash flow forecasts or reconciliation of cash positions with intermediaries);
  • Support the management of cash flow relevant administrative activities of EIF’s mandates (e.g. processing of cash calls and repayments for mandators, review of cash positions and movements including reconciliation of positions, forecasts or administration of respective bank and escrow accounts);
  • Contribute to the development, improvement, and implementation of best practices, guidelines, procedures to ensure a robust control environment and high quality deliverables;
  • Streamlining, automation and simplification of processes and procedures in the area of equity, debt and mandates portfolios & liquidity operations.

Settlement Management & Control unit:

  • Manage the preparation of payment instructions related to business activities;
  • Validate the necessary documentation related to EIF treasury operations: deposit instructions, trade confirmations, payment instructions;
  • Manage the preparation of the documentation for opening/closing of bank accounts and be in contact with the banks regarding the opening/closing process;
  • Validate payment instructions related to business activities (private equity, Guarantees, Micro-finance);
  • Provide efficient back-up for the other officers of the FO team during the holidays period;
  • Ensure payment instructions are sent timely to the banks;
  • Establish, organize and maintain the filing systems for easy access and retrieval of information;
  • Ensure that the procedures of the Unit are updated in a timely manner, create new procedures where necessary;
  • When required provide assistance to external auditors;
  • Keep internal clients informed of the status of their requests;
  • Contribute occasionally to specific projects of the Unit;
  • Provide daily support and guidance to the assistants in the Unit, actively contribute to knowledge sharing within the team.

Liquidity Management unit:

  • Contribute to the implementation of new Mandates by revising all the liquidity related aspects. Active participation in working groups and close collaboration with EIF / EIB teams in order to enhance risk/return on liquidity management and to keep the Mandates’ liquidity management in line with market developments.
  • Execute, with a large degree of autonomy and initiative, the daily market deals including:
    • Money market transactions
    • Foreign exchange position (Spot and Forward)
    • Purchase of securities
    • Sales of shares
  • Manage relationships with front and back-office colleagues to enable efficient end-to-end completion of liquidity management processes, maintain business relationships with existing external counterparties and contribute to the expansion of the counterparty base.
  • Drafting of reports in compliance with mandates needs.
  • Provide internal/ external presentations on Treasury aspects.

Qualifications

  • At least three (3) and no more than five (5) years of post-graduation (after having obtained your initial university diploma) relevant professional experience at the same level of responsibility in operations, back office or financial administration, debt / equity / mandate administration, finance / audit, preferably in an area which covers the EIF’s business line;
  • University degree, preferably at postgraduate level, in Finance, Economics, (Business) administration or similar fields;
  • Any, or combination of the following, would be an advantage:
    • Professional qualifications (e.g. CFA, ACCA);
    • Additional educational qualifications (e.g. PhD or STEMS degree)
    • Proven experience in implementation and management of administrative activities for mandates and/or debt/equity operations;
    • Understanding of EIF’s mandates and good knowledge of EIF’s products;
  • Excellent knowledge of English, both oral and written. Knowledge of other EU languages would be an advantage.

Additionally for the Settlement Management Control unit:

  •  

     

    Knowledge of Finance Kits, Business Objects, online banking systems would be considered an asset;

  • Knowledge of SWIFT would be considered an asset, knowledge of MX formats would be an advantage.
