Description

 

Established in 1944, the WBG is one of the world’s largest sources of funding and knowledge for development solutions. In fiscal year 2023, the WBG committed over $72 billion in loans, grants, equity investments and guarantees to its members and private businesses, of which $34 billion was concessional finance to its poorest members. It is governed by 188-member countries and delivers services out of 120 offices with nearly 15,000 staff located globally.
 
The WBG consists of five specialized institutions: The International Bank for Reconstruction and Development (IBRD), the International Development Association (IDA), the International Finance Corporation (IFC), the Multilateral Investment Guarantee Agency (MIGA), and the International Centre for the Settlement of Investment Disputes (ICSID). The WBG is organized into six client-facing Regional Vice-Presidencies, several corporate functions and thirteen Global Practices to bring best-in-class knowledge and solutions to regional and country clients.
 
Located within the World Bank’s Planet Vertical, the Environment, Natural Resources and Blue Economy (ENB) Global Practice (GP) has over 130 operations, representing $15 billion, and a growing pipeline of new investments under active development. The GP provides expertise, technical assistance, and financing to help countries to steward natural resources in a sustainable way. Aligned with the mission of the World Bank to end extreme poverty and boost prosperity on a livable plant, the Planet Vertical supports knowledge and actions to enhance ecosystem resilience while creating sustainable livelihoods and improving human well-being.
 
The ENB GP Global Platform Unit (SENGL) comprises about 35 staff, most of them based in Washington, DC. The team reports to the Practice Manager also based in DC. SENGL is primarily responsible for (i) designing and leading the global programs for the GP whose implementation in country rests with the GP’s regional units, including alignment to key business areas and crosscutting solutions; (ii) resource mobilization and donor coordination, including trust fund management, planning and reporting; (iii) conducting key global studies to advance the environmental agenda globally and internally; and (iv) knowledge management of SENGL’s key outputs.
 
The SENGL Unit also administers ENB GP’s three Umbrella TF programs – the Global Program for the Blue Economy (PROBLUE), the Global Partnership for Sustainable and Resilient Landscapes (PROGREEN), and the Global Program on Sustainability (GPS) that providing concessional funding to Bank teams working on themes related to Blue Economy and keeping ocean healthy (PROBLUE), improving ecosystems in resilient landscapes (PROGREEN), and measuring and valuing natural capital and ecosystem services (GPS).
 
The ENB business lines include:
 
· Green: Forests, Biodiversity, Watersheds & Sustainable Landscapes – managing renewable natural capital across landscapes;
 
· Blue: Marine, Coastal & Aquatic Resources – unlocking the wealth of marine, coastal and fresh water economies;
 
· Clean: Circular Economy, Management of Pollution & Environmental Health – reducing pollution to improve environmental conditions;
 
· Environmental Economics and Institutions: Fostering economies and institutions for low carbon, healthy and sustainable growth; and
 
· Environmental Risk Management and Sustainability: Managing risks and creating opportunity to advance sustainable development in accordance with the Bank’s Environmental and Social Framework (ESF).
 
Roles and Responsibilities
 
The SENGL unit is recruiting an Extended-Term Consultant (ETC) with experience in monitoring and evaluation (M&E) of development programs. The Consultant will support SENGL’s monitoring and reporting function with a focus on corporate priorities and ENB’s umbrella trust funds (UTFs). The ETC will be based in Washington, work under the guidance of SENGL’s Monitoring and Evaluation Specialist, and report to the SENGL Practice Manager, all based in Washington DC. 
 
The ETC’s main tasks and responsibilities include:
 
1.Results Monitoring, Evaluation and Reporting of Trust Funds:
 
· Provide M&E guidance and support to SENGL’s Umbrella Trust Funds (UTF) teams, including but not limited to assisting with M&E reviews of grant proposals and contributing to annual results reporting.
 
· Help coordinate M&E work among ENB’s UTFs to assure consistent and aligned M&E approaches, compliant with donor agreements and WB’s M&E guidance and policies.
 
· Support with updating of UTF’s results framework and M&E plans. Suggest and implement improvements in M&E systems, processes, and tools to facilitate timely, efficient, and accurate results reporting of activities funded by SENGL’s UTFs.
 
· Help prepare and package results data and visualizations for donor/partner meetings, progress reviews, mid-term/final reviews, annual reports, management briefs, memos, ad-hoc requests and more.
 
2.Monitoring and reporting on corporate priorities and commitments
 
· Support the M&E function for the Global Challenge Program on Forests for Development, Climate, and Biodiversity. 
 
· Prepare qualitative and quantitative inputs to corporate reports, including but not limited to, updates on relevant IDA policy commitments.
 
· Support monitoring of, and reporting on, environment-related corporate scorecard (CSC) indicators. Help with outreach and guidance to teams regarding integration of scorecard indicators in results frameworks and reporting processes.
 
· Respond to ad-hoc results data requests, and contribute to briefs, talking points, and other inputs for Sr. Management to provide updates on nature related outcomes of World Bank financed projects. Package relevant data in easily digestive formats to convey key messages.
3.ENB GP Results Monitoring
 
· Perform qualitative and quantitative results analysis of the ENB GP portfolio and WB’s environment related business lines.
 
· Develop visualizations and results summaries to effectively communicate findings of the analysis and to inform decision making and support ENB’s communications function.
 
· Respond to ad-hoc requests about environment related results from the World Bank’s portfolio.

 

 

Selection Criteria

The successful candidate will have:
• Graduate degree (Masters) in economics, statistics, natural sciences, or other academic discipline relevant to the World Bank’s mission. 
• Minimum of eight years of relevant professional experience, including in monitoring and evaluation of development programs. 
• Proven experience in conveying complex outcomes of data analysis in a clear manner, including through using visualization tools and drafting concise and convincing results stories. 
• Excellent oral and written communications and presentation skills in English, including the ability to prepare presentations and to write reports and briefing notes. Proficiency in Word and PowerPoint.
• Proven experience in data analysis, and in developing and organizing large datasets in Excel.
• Good organizational skills and capacity to work simultaneously and effectively on a variety of tasks. Ability to prioritize, to deal with frequent and unexpected changes, and to work with short deadlines.
• Self-motivated, proactive and ability to work independently, as well as on a team. 
• Excellent interpersonal, problem-solving, diplomatic, and team skills, and ability to work with a range of stakeholders across the WBG matrix with the capacity to interact in a multi-cultural environment. 
• Experience in working for the World Bank and having good knowledge of the Bank’s processes, tools, and procedures, especially regarding M&E, trust funds, and sustainable development, is a plus. 
• Experience with monitoring and evaluation frameworks for natural resource management projects is a plus. 
• Proficiency in using analytics and reporting tools (Microsoft Power BI), programming tools (R and Python), visualization tools and data dashboards is a plus.
