This position is in the Ronald Reagan Building and International Trade Center, 1300 Pennsylvania Ave., NW., Washington, DC, in the office of Human Capital Talent Management (HCTM)at the U.S. Agency for International Development (USAID).

Duties

  • Serves as the Director of the Human Capital Service Center providing program leadership, and management of the HR functional programs of Classification, Staffing, Benefits, Records and Customer Service.
  • Provides direct supervision to a group of employees performing work at the GS-14 level and manages division programs and functions performed by others GS-14 and below.
  • Develops, conceives, plans, and directs initiatives on broad, emerging, or critical large-scale national or international programs.
  • Lead a large-scale human capital transformation and strategic operating plan consistent with organizational vision, objectives, and capabilities for Human Resources.
  • Advises senior USAID managers in refining missions, developing key result areas, and measuring vital aspects of Civil Service Personnel programs that impact multiple agency organizations.
  • Creates implements and maintains internal review processes and procedures for each major program area within the Human Capital Services Center to ensure the integrity, quality and efficiency of the programs.

Qualifications

Specialized Experience:

GS-15: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. One year of specialized experience refers to full-time work; we consider a part-time job on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes: (a) Experience providing complex or controversial federal staffing and placement services in a human resources operations office.(b) Experience providing complex and/or controversial federal classification services to serviced clients. (c) Managing, directing, supervising or leading teams/groups in an HR operations environment. (d) Experience in managing and providing complex and controversial cases in utilizing Delegated Examining.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience relevant to the position’s duties to be filled, including volunteer experience.
