JOB SUMMARY

 

The SG’s Call to Action for Human Rights makes public participation and civic space a priority area in line with the SG’s Prevention Agenda. The Eswatini UNSDCF (2021-2025) Outcome 3 focuses on Accountable governance, justice and human rights where the co-leads are the Ministry of Justice & Constitutional Affairs and UNICEF under priority area 2 which is people. Other UN partners include OHCHR, UNDP, UNFPA, IOM and ILO. Two of the main expected results include: 1) The capacity of civil society organizations, oversight bodies and government at national and regional levels is strengthened for good governance and human rights and 2) The capacity of rights-holders, particularly women, children, youth, persons with disabilities and other vulnerable and marginalized groups who are at risk of being left behind, to participate in decision-making processes, claim their rights, access justice and seek redress is strengthened. The national consultant(s) will report to the UN RCO in Mbabane, Eswatini. The consultancies are part of OHCHR’s Surge Initiative Phase III in the areas of ESCRs, and SDGs. The consultant(s) will work under the supervision of the Senior Human Rights Advisor, in close collaboration with other staff in the UN RCO in Mbabane, OHCHR HQ, with UN Country Team (UNCT) and other stakeholders in Eswatini.

RESPONSIBILITIES

Within delegated authority, the Consultant(s) will be responsible for the following duties: • ToT manual on normative framework developed in Siswati and English to be used by trainers at the community levels. • Capacity building for civil society: Training of Trainers (ToT) for national and regional CSOs to take to the communities/grassroots organizations, Bucopho, Chiefs. • Dialogue and Workshops with Government to share knowledge and lessons from other countries on participatory planning. • Memorandum of Understanding and/or Terms of Reference between citizens and Government outlining procedures, processes, roles, responsibilities etc. for systematic engagement. • Launch of CSO-Government-World Bank-UN platform to enhance civic engagement and promote transparency, inclusion, participation and accountability in the design, development and implementation of developmental projects in their communities. • Advocacy paper on promoting ESCRs and civic engagement and participation e.g., right to food.

REQUIREMENTS

University degree (master’s degree or equivalent) in economics, human rights, social policy or related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. A minimum of seven years of progressively responsible experience in economic, social and human rights research and analysis, policy formulation, application of economic principles in development programmes or related areas is required. Background in research and experience in collection of disaggregated data and producing analysis, reports, briefing notes and country assessments in relation to human rights, including economic, social and cultural rights is required. Experience in economic research and analysis, policy formulation and application of economic principles in the human rights and gender areas is desirable. Experience in facilitation, training and capacity building with national institutions and civil society including at the national, regional and community levels is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For these position(s) fluency in oral and written English and Siswati is required.
