Under the overall supervision of Deputy Representative for Programme and day to day guidance of Programme Specialist: Governance: Inclusive Growth and Energy & Environment, the Monitoring and Evaluation (M&E)

RESPONSIBILITIES

Support the drafting and Implementation of the CPD 2024 – 2028:
• Support the drafting of the CPD, especially section on M&E, following CPD development guidance;
• Elaborate the CPD Results and Resources Framework (RRF);
• Provide support to the CPD consultant to facilitate workshops and consultations to discuss and
analyze the key thematic issues for the new CPD;
• Provide research support to the CPD consultant for the preparation of a first draft of the CPD, Theory of Change, and the Results and Resources Framework (RRF); and any other research
support needed to finalized the CPD after inputs and comments from the Regional Bureau.

Review M&E system and procedures in the Country Office and devise a re-invigorated M&E system
• Develop a comprehensive M&E plan and that ensures annual work plans and annual reports are submitted in a timely manner;
• Design a M&E system that enables results-based management and report aligned to RRF;
• Develop CO SoP on project and programme monitoring and evaluation including reporting;
• Undertake general and targeting capacity building and training.

Ensures facilitation of knowledge building and knowledge sharing in the area of monitoring and
evaluation, focusing on achievement of the following results:
• Identification and consolidation of lessons learned from evaluations and studies and integration into CPD formulation process;
• Enhance knowledge/skills of specific staff in UN agencies on existing approaches and methodology so as to provide timely technical assistance to all partners in the area of Results based M&E
• Participation in Independent Country Programme Evaluation process and integration of lessons learnt and recommendations into the CPD formulation process.

REQUIREMENTS

monitoring and evaluation with a background and interest in the analysis of socio-economic issues and related policy matters;
• Experience working with UNDP, other UN entities, donor organizations or development organizations is an asset;
• Must have a high level of computer literacy, competent in MS Office and good technical report writing skills;
• Knowledge of statistical tools is an asset.
