JOB SUMMARY

The incumbent will accelerate gender equality and women’s empowerment with all implementations and promote UNDP’s mandate as a gender-responsive organization with zero tolerance for any kind of discriminatory and abusive behaviour, including sexual harassment, sexual exploitation, and abuse.

The Information Management Analyst (IMA) is an essential member of the Mine Action Area of Reponsibility Coordination team. This position is responsible for managing the collection, analysis, and dissemination of information from AoR members regarding their key activities, objectives, and gaps. The IMA will facilitate the analysis and dissemination of information to decision makers, such as HCT, ICCG, cluster lead agencies, and cluster members, so that they can make strategic decisions based on evidence.

To serve the needs of all AoR members, the IMA is expected to work impartially and closely with the AoR coordinator and key coordination staff from the UNDP mine action prject.

RESPONSIBILITIES

1. Effective Coordination of Information

  • Manage the the secondary data analysis tagging team to distribute the workload;
  • Develop and maintain information management network(s) for the MA AoR in Ukraine in accordance with IASC guidance to facilitate humanitarian information exchange and the promotion of data and information standards;
  • Develop coordination tools in the different pillars of Mine Action;
  • Support the UNDP MA AoR coordinator with information management and the coordination processes led by OCHA, including but not limited to the appeals processes, data collection, assessment and reporting;
  • Support MA AOR strategic coordination with Information Management capacity in engaging with IM departments of the MA AoR members and national counterparts;
  • Engage with counterparts within the cluster system (national and international humanitarian actors) to ensure that information and data related activities are coordinated consistently with global and national standards and practices;
  • Contribute to the design and implement data strategies, and systems that strengthens the MA AoR and advocate for the use of harmonized data standards and common platforms, and for the open exchange of information;Work with close collaboration with the Information Management Specialist of UNDP Mine Action Project;
  • Provide technical information management assistance and support to the MA AoR working groups when needed and based on the MA AoR coordinator request;
  • Develop and regularly update mapping of the different Mine Action coordinaton structures in Ukraine.

 

2.  Data  Management

  • Design, develop and manage databases, spreadsheets and other data tools in line with mine action operations in Ukraine including 5Ws (‘Who does What, Where, When and for Whom’ database), contacts/distribution lists, etc.;
  • Ensure that MA AoR members reports on a timely manner to the activity info platform and provide technical support when needed;
  • Contribute to the development and testing of response monitoring and reporting tools for the OCHA lead cluster system.Develop and maintain spatial baseline and operational datasets to support mine action programs in Ukraine;
  • Maintain a repository of spatial data and ensure that the data are documented and accessible to mine action partners through local and/or online services;
  • Manage the Mine Action AoR sharepoint and other filing systems ensuring its data standards and regularly updated with all MA AoR related documents and products;
  • Develop training plans on the use and development of information management tools and platforms to cluster members (INGO and LNGO partners) as well as national institutions in Ukraine.

3. Provide Assessment Analysis

  • Monitor and map current available data and develop an analysis of existing and potential gaps;
  • Provide data excerpts and analysis as per the request of MA AoR Coordinator
  • Lead the information management aspects of assessments and monitoring, including supporting the development and analysis process of joint needs assessments; secondary data reviews, preliminary scenario definitions and multi-cluster rapid assessments and related partner training;
  • Providde strategic analyses on the activities of Mine Action operators that will inform gaps, overlaps and address coordination challenges.
  • Provide information management leadership for the Humanitarian Programme Cycle (HPC) processes, including the establishment of mine action cluster indicators, severity, People in Need (PiN), targets, and reached calculations.

4. Provide Data analysis

  • Adapt existing in-country information management approaches for collecting, analysing, and reporting mine action AoR activities and resources, and identifying information/data gaps;
  • Participate in the development, implementation and management of new indicators, together with its accompanying data, to be included in a common humanitarian data systems;
  • Provide substantive support on the development of analyses and communication products on Mine Action AoR (newsletters, visual products).

5. Provide Data Vizualisation

  • Develop and update high-quality map products and online services;
  • Produce and update information products such as reports, snapshots, dashboards, charts and infographics by turning data into graphical products to convey messages and a storyline;
  • Ensure all Mine Action AoR products are compliant with the global MA AoR branding guides (logos, presentations, reports, dashboards, etc.)

6. Ensure Effective Web management

  • Manage Mine Action AoR humanitarian content on HR.info, ReliefWeb, IMS (GIS), and other relevant web platforms following the MA AoR Coordinator request and/or approval;
  • Provide overall quality control for the platforms and ensure content is current, comprehensive and follows relevant metadata standards;
  • Work with external counterparts on related web platforms such as agency and cluster websites and ReliefWeb to facilitate cross-site search and interoperability.

The incumbent will work under the direct supervision of the Mine Action AoR Coordinator. The incumbent will also work in close collaboration of the senior Information Management Specialist of the Mine Action Project to develop and expand his/her knowledger and skills.

REQUIREMENTS

Education:
  • Advanced university degree (Master’s Degree or equivalent ) in Data Analysis, Information Management, Information Systems, Web Management, Data Management, Geographic Information Systems and mapping or other relevant field is required. Or
  • A first-level university degree (Bachelor’s Degree) in Data Analysis, information management, information systems, web management, data management, geographic information systems and mapping or other relevant areas with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.
Min. years of relevant work experience:
  •  Minimum 2 years (with Master’s Degree) or 4 years (with Bachelor’s Degree) of relevant experience, on the national or international level, in  information and data management, analysis, research and policy-level analysis is required.

Required skills:

  •  Proficiency in use of  office software packages (Word, Excel etc.) is required.
  •  Proficiancy  in use of using mapping software such as Arc GIS Pro QGIS. or similar software.Experience in production of dashboards using online platforms such as Power Bi, Tableau or Arc GIS dashboard is required.
  • Basic experience and knowledge of Adobe Illustrator is required.
Desired skills in addition to the competencies covered in the Competencies section:
  • Knowledge of activity info and Odk is desired.
  • Knowledge of Arcade and/or Python and Java script is desired. Implementation of AI systems in to the information management cycle is an asset.
  • Experience is developing and maintaining project management tools is desirable.
  • Experience using Information Management System for Mine Action (IMSMA) is an asset.
  • Knowledge of Online and Esri Suite (SURVEY 123) is an advantage.
  • Experience in writing up analyses of the socio-economic impact assessments is desirable.

  • Experience in mine action related data analysis, collection, and visualization systems, to include geographic information systems (GIS), within the UN common system is an asset.
  • Knowledge of mine action standards and norms, information management systems (e.g., IMSMA), and experience using ActivityInfo, Power BI, SharePoint ecosystem, Adobe Creative Cloud, Kobo Toolbox, ArcGIS online, Carris Point Excel, R, and Power Automate applications is an advantage.
  • Deep understanding of the humanitarian sector architecture, response operations, coordination structures, particularly HCTs, ICCGs and clusters in relation to mine action is an advantage.
