JOB SUMMARY

Under the general guidance of the Technical Specialist, the incumbent provides technical advice on technical issues related to the supply of cold chain products and services to UNICEF Programme and Procurement Services customers. The Technical Officer supports UNICEF’s ability to strengthen country capacity in the area of cold chain and implementation of sustainability roadmap for immunization technology products and supplies.

RESPONSIBILITIES

1. Strengthens the technical capacity of UNICEF Country Offices to respond to external technical enquiries for cold chain equipment and services and supports improving the sustainable cold chain infrastructures in countries.
2. On request, helps with the implementation of a regular quality monitoring system for a selected range of cold chain products including field performance evaluation.
3. Monitors that technical specifications are updated and maintained for cold chain equipment.
4. When required, assists with preparing the technical documentation of RFQ/lTB/RFPs on cold chain products and services, including relevant sustainability criteria and indicators for immunization technology solicitations, and resulting contracts.
5. Prepares analysis, background information, recommendations for improving the sustainability, suitability, and range of products, resulting in better delivery, and fit for purpose cold chain products and services for UNICEF.
6. Maintains continued technical support to country offices when the Technical Specialist is on field support missions.
7. Based on the review of technical and commercial aspects provided by country offices prepare summaries for the Technical Specialist to expedite the process for Local Procurement Authorizations.
8. Supports establishing a roadmap and a system for implementing and reporting on sustainability for cold chain and other immunization technology products under the supervision of technical specialists and coordinate with relevant contracting focal points and other internal and external partners.

REQUIREMENTS

Education

• A completed 1^st University degree (bachelor’s degree) in in Cold Chain Refrigeration Engineering, or Supply Chain Management, or other technical related experiences

Work Experience

• Minimum two years of progressively relevant professional experience including extensive hands-on working experience with cold chain equipment and Sustainable public procurement.
• Experience in institutional procurement of cold chain products and services is an asset.
• Working experience with UNICEF, WHO, World Bank or other partners desirable.
• Relevant work experience or knowledge on relevant topics described in key functions such as; Cold Chain Equipment, Cold Chain Logistics, Immunization programmes, Sustainable Procurement, Project Management and public procurement are assets.

Other technical skills and knowledge:

• Expertise in cold chain equipment and devices is essential.
• Ability to provide technical support to countries and partners.
• Strong Technical and communications skills required.
• Training or working experience with ERP/SAP and MS Office Programs, an advantage.

Languages

• Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) is an asset.
