LOCAL & INTERNATIONAL POSITION

Purpose of the Position: To provide technical leadership and guide the strategy in health and Nutrition supporting the design, monitoring, evaluation, reporting, planning, and partnership processes in a manner that promotes continuous improvement and innovation in line with WV’s standards and guidelines and ensure alignment with the Government policies and strategies, our promise and fragile context requirements. The incumbent is the primary contact for the organization in matters relating to Health, and Nutrition sectors.

Key Outputs – Responsibilities – Weight (%)

1. Technical Quality Assurance and Reporting – 15%

– Ensure effective transition from acquisition to operations team through knowledge transfer including technical orientation and document handover of the awarded Health and Nutrition projects

– Ensuring that the technical standards for WV H&N core project models are adhered to.

– In collaboration with the DMEAL team, review and approve all the technical reports prepared from the field for health and nutrition projects

– In collaboration with the DMEAL Advisor, develop practical tools for impact documentation, monitoring, and evaluation of Health and Nutrition projects

– Support the DMEAL staff to set up a monitoring system in which all Health & Nutrition targets and indicators are integrated or reported into the Country Response Office DMEAL framework

– Lead on any national and provincial level periodic reviews of the Health and Nutrition projects

– Review monthly and quarterly plans submitted by PMs to ensure donor compliance and efficient implementation of technical health and nutrition activities.

2. Enhanced National Office Capacity – 10%

– Contribute to the identification of Health & Nutrition programming capacity gaps of staff and partners at all levels and build and/or recommend sources for capacity enhancement

– Facilitate the introduction of innovative practices, methodologies, or approaches in the implementation of health and nutrition projects

– In close collaboration with the P&C ensure the right sector staff are recruited and provided with the support, mentoring, coaching, and capacity building to implement the health and nutrition projects.

3. Programme Development and Grants Acquisition – 40%

– Establish contacts and strategic relationships with potential donors (USAID/BHA, WFP, UNICEF, EU, WB, etc.) and partners (local and international NGOs, government departments.) for funding opportunities for Health & Nutrition and/or Food Security projects.

– Provide an update on donor and key partner priorities and interventions in Health and Nutrition, in collaboration with the Programme and Resources Development lead.

– Actively contribute to the process of identifying, evaluating, and designing grant project proposals to strengthen and diversify funding streams for the Health and Nutrition Sector, in line with World Vision Burkina Faso’s strategy

– Design and implement, in collaboration with the Programme and Resources Development lead, a pre-positioning plan with key donors in the Health and Nutrition sector in Burkina Faso that aligns with the objectives of World Vision Burkina Faso.

– Collaborate with (GIK) team in the planning, acquisition, transport, and distribution of products and equipment related to health and nutrition projects for effective and efficient programming that positions World Vision Burkina Faso as a partner of choice in health and nutrition services delivery in the country.

– Ensure that technical standards in the implementation of health and nutrition grant projects meet or exceed donor expectations.

3. Networking and coordination/External engagement – 25%

– Represent World Vision Burkina Faso in the health and nutrition clusters of UN agencies and partners by actively participating in the meetings and activities of these clusters and sharing reports with management.

– Ensure that delegated project managers participate in and share reports on meetings and activities of health and nutrition working groups in their respective regions.

– In collaboration with the leadership team, select organizations for external engagement to ensure diversified resource acquisition in the health and nutrition sector

– Support the creation of and/ or strengthen a strategic partnership between World Vision Burkina Faso, donors, NGOs, universities, Research Institutes, the Ministry of Health, and the Directorates and Agencies in charge of Health and Nutrition to ensure the sharing of information and learning on health and nutrition via existing networks at the national level.

4. Learning and Accountability – 10%

– In collaboration with DMEAL Advisor guide how to document evidence and impact of projects related to health and nutrition programming

– Support comprehensive health and Nutrition needs assessments to inform real-time management decisions, external engagement, and proposal writing

– Support the set-up of a community feedback mechanism and ensure that clear Health & Nutrition programming information is provided in accessible forms to all stakeholders Support the collation and analysis of feedback and complaints that relate to the Health and Nutrition projects

– Ensure effective reflection and learning agenda across all health and nutrition projects.

Qualifications: Education/Knowledge/Technical Skills and Experience

Minimum Qualification and Experience Required

  • Master’s degree in Medical Sciences with a specialization in nutrition or public health or an equivalent degree with 5 years of International Non-Governmental Organization work experience or
  • Master’s Degree in Public Health with 5 years of International Non-Governmental Organization work experience or
  • Bachelor’s Degree in Medicine/Public Health. with 7 years of International Non-Governmental Organization work experience or
  • Ph.D. / PhD in Medical Sciences, with specialization in Nutrition, Public Health, or equivalent degree

Environment and Work Conditions

Expected Travel

  • About 30% of the time will be allocated to travel to different project locations for capacity building and monitoring, and networking will be expected.
  • 10% of the time will be needed for international travel.
  • 70% of the staff time will be spent building strong strategic relationships, and networks and doing external engagement at the national level to feed into resource mobilization and regional & global ENOUGH campaign work.

  • Proficiency in both French and English
