JOB SUMMARY

The EpiC Senior Finance and Grants Officer will support the EpiC Botswana Finance and Operations Manager in all financial management, administration, grants management and other operational functions of the project. They will provide support in areas of financial management, accounting and record keeping within the project and ensure that all functions under the implementing partners are conducted in an efficient manner and in compliance with USAID and FHI 360 policies, procedures, and regulations. The position requires close collaboration with other operations staff within EpiC and the FHI 360 Botswana country office to ensure application of FHI 360, USAID and other donor-related regulations, policies, and practices. The position will be based in Gaborone, Botswana. .

RESPONSIBILITIES

Grants & Subaward Management

  • Assist in the development of sub-awardee budgets and provide capacity building technical assistance to sub-awardee staff.
  • Conduct regular site visits to sub awardees to check compliance, follow-up on special award conditions, and provide capacity building support and coaching.
  • Review sub awardee documentation including monthly invoices, supporting documentation (timesheets, receipts, etc.) and monthly program reports and submit to the Finance and Operations Manager.
  • Conduct pre-award reviews for implementing partners for qualifying recipients as deemed appropriate in accordance with established FHI 360 procedures.
  • Perform spot checks and monitoring visits of the subgrantees in accordance with FHI 360 and local regulations requirements.
  • Prepare sub award budget modification.

Finance Roles

  • Prepare and review the projects’ activities for compliance with USAID and FHI 360 standards.
  • Ensure timely closure and submission of monthly financial and accounting reports and any other specifically required financial reports to HQ.
  • Perform/review reconciliations with respect to bank, balance sheet, vendors, inventory etc.
  • Support the development of national and regional-level budgets for program activities, working closely with finance and program staff.
  • Assist in communicating with the bank on all issues related to the project, including bank account balances, check book requests, bank statements etc.
  • Coordinate with the Finance and Administration Manager and other FHI 360 Botswana staff for audits and assist in ensuring that the audit recommendations are effectively implemented.
  • Review accounting transactions to ensure costs are charged to correct codes before releasing them to the accounting system.
  • Performs any other duty as assigned.

  • Budget development skills for United States Government (USG), preferably USAID, funded projects, and general ledger skills.
  • Has a thorough knowledge of external regulations as well as internal corporate policies and procedures.
  • Proficient knowledge of Generally Accepted Accounting Principles and Internal Control Fundamentals.

REQUIREMENTS

  • Bachelor’s Degree or its International Equivalent.

Experience:

  • Typically requires a minimum of 5+ years of progressively responsible accounting, finance and operational management experience in a government contracting environment coupled with internal control reviews.
  • At least 3 years working experience in grants management.
  • Experience applying U.S. Government grants, contracting and auditing standards as they apply to effective management of multi-year funds
  • Experience with subaward administration and compliance for USG-funded projects (USAID/PEPFAR preferred); with subaward administration and/or compliance for USG-funded projects (USAID/PEPFAR preferred).
  • Proven experience in transferring knowledge into operational plan with clients collaboration and sustainable buy- in.
  • Substantial experience using computerized financial information systems.
  • Articulate, professional and able to communicate in a clear, positive manner with clients and staff.
  • Must be able to read, write, and speak fluent English; fluent in Setswana language.
  • Demonstrated team leader experience in finance, auditing or accounting department preferred.
