The Global Fund to Fight AIDS, Tuberculosis and Malaria (GF) has provided grant funds to the Government of Indonesia to fight HIV, Tuberculosis (TB) and Malaria, as well as to strengthen the health system. In. The Ministry of Health (MoH) is a Principal Recipient (PR) for the GF’s HIV, TB, and malaria grants, with a total budget of US$295,243,582 million (2024-2026). The MoH is supported by all 34 province level and several non-profit organizations as Sub-recipients (SR), in implementing each grant to achieve the national program results.
The Global Fund as a performance-based financing institution has terms and conditions related to the financial reporting of the Grant Agreement signed with the PRs. These terms and conditions require the submission of quality and timely reports. Besides, the financial reporting, the grants are modelled along critical financial management accountability and compliance frameworks which are based on the Global Fund rules and regulations.
Through 2018 program and financial report, The Global Fund, the MoH and the Country Coordination Mechanism identified recurring financial management issues impacting on the grant management and timely delivery of quality reports. These issues constituted to be a risk to the Principal Recipients who bear overall responsibility for the implementation of the Global Fund financed programme. Between 2018 and 2019, the MoH requested the support of UNDP to address financial management reporting issues and to review the current accounting Financial Management Information System (FMIS) to ensure that the Ministry could provide quality and timely financial reports to the Global Fund. Since January 2019, UNDP has been providing support to the Ministry through a dedicated team. With this support, the PR has become better able to fulfil the financial requirements of the Global Fund. UNDP CO is looking to recruit a National Technical Specialist who will provide ongoing support in this area and lead the team of 7 personnel to ensure smooth coordination with the GF and PRs MOH.
Duties and Responsibilities
The Team Leader shall report to the HEART Cluster Lead, for any queries and assistance on a day-to-day basis.
Under the guidance of the Health Governance Cluster Lead of UNDP Country Office, the National Technical Specialist is responsible to lead and manage a quality implementation of the technical assistance programme with the overall objectives of:
  1. Enhancing PRs’ financial management performance;
  2. Ensuring the effective funding of the accounting, HR and procurement ERP software for the Ministry of Health Principal Recipients.
The planned activities and outcomes planned for the period are set as follows:
Quality assured and timely financial report submissions and assurance review support:
  • Manage UNDP support to the Ministry of Health in the production of Global Fund grants reports as well as supporting audit and Local Fund Agents (LFA )reviews;
  • Ensure that the required deliverables (Progress Updates/Disbursement Report, Cash Report, Pulse Check Report, Tax Reports, etc.) are submitted to the Global Fund on time, consistent with the Principle Recipient’s (PR’s) financial records and in line with Global Fund requirements.

The financial management information system- Microsoft Dynamics 365 Business Central implementation:

  • Implementation of the financial management system
  • Supervise the implementation of any additional requirements and customizations beyond the scope of initial Financial Management Information Systems (FMIS )ToR;
  • Ensure provision of technical Microsoft (MS )Dynamics resource support, and user training is available;
  • Support the production of reports through the system and support the government towards final system testing and acceptance sign off;
  • Maintain the post implementation FMIS issue log and supervise the resolution of all issues through the post implementation period;
  • Review post implementation user confidence, and working environment and lead technical negotiations and discussions with FMIS vendor on future support framework that can minimize user dependence on vendor support and related maintenance cost for sustainability.
Improved human resources that is aligned to better grants management:
  • Continued support for the roll out of salaries and remuneration scales for One Project Management Unit’s (PMU) structure.
  • Supervise the Human Resources (HR) information system performance management module role out, leave management and other HR functions in the system to ensure effectiveness and efficiency in program delivery;
  • Support centralization of payroll processing under One PMU;
  • At the request from the PMU, provide recruitment support for all: PMUC, Financial Coordinator (FC) and Human Resources Coordinator (HRC)- positions;
  • Support and participate in the initial annual PR senior finance and programme staff performance objectives setting for 2025/2026.

Enhanced capacity, policy dissemination and governance oversight:

  • Provide final analysis and recommendations to the required revision of current PRs financial and operational policies and procedures (drafted by Technical Assistance (TA) team) in light of the new technology transformation;
  • Provide final analysis and recommendation to the required revision of current PRs policy on Human Resource/HR Management (drafted by TA team) to ensure alignment with (any changes of) the HR procedures within the country;
  • Lead the coordination between UNDP TA team and GF Country Team, including with all PR AIDS, TB and Malaria MoH, and the Country Coordinating Mechanism (CCM) with regards to the smooth implementation of GF program.

Improved procurement and fund management related support:

  • Support the development of assets/inventory barcode/Quarterly Financial Report (QFR )enabled tagging system that is linked to the new FMIS to be implemented for all assets purchased since 2021;
  • Act on all special procurement and fund management support calls from PRs and their partners as and when needed;
  • Provide capacity strengthening through on the job back end support for PRs procurement and logistics staff on contract and procurement management.
Advise on knowledge building and knowledge sharing focusing on achievement of the following results:
  • Participation in the trainings for the operations/ projects staff;
  • Contributions to knowledge networks and communities of practice;
  • Effective contribution to learning and knowledge sharing in gender analysis and gender mainstreaming.

Required Skills and Experience
Education:
  • A professional accounting qualification from an internationally accredited institute of accountancy, and/or Advanced (master’s) University Degree in Finance, Business Administration, Public Administration, and/or Accounting is required. Candidates with professional accounting qualifications from an internationally accredited institute of accountancy will have a distinct advantage.
  • Candidates with no professional accountancy qualifications, but with degrees that major in accountancy and/or finance must complete the Finance Training and Certification Programme (FTCP), if recruited.
  • Candidates satisfying the two above criteria are exempted from undertaking the UNDP Advanced Accountancy and Finance Test (AAFT).
  • Candidates with MBA or master’s in finance with no accountancy qualification but with relevant experience must successfully undertake the UNDP Advanced Accountancy and Finance Test (AAFT) to be eligible for shortlisting.
  • A first-level university degree (bachelor’s degree) in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree
Experience:
  • A minimum of 5 years (with Master Degree) or  7 (with Bachelor Degree)  of relevant experience in providing financial management advisory services and/or managing staff operational systems is required
  • Experience in  producing high quality finance reports;
  • Solid understanding and knowledge in financial regulations, policy and solid experience in providing effective solutions;
  • Experience in project management with an international organization;
  • Demonstrated experience in managing staff
  • Detailed knowledge and experience of International Public Sector Accounting Standards (IPSAS) and/or International Financial Reporting Standards (IFRS);
