CHILD SAFEGUARDING:

Level 3: the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the vetting process staff.

ROLE PURPOSE:

To lead and manage the planning, implementation, supervising, monitoring and evaluation of the Health and Nutrition Programme in Rakhine State part of the project: Emergency Assistance to Conflict Affected Populations in Myanmar that deliver immediate and lasting change for children. In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

Direct report to: Programme Manager, Health & Nutrition– Rakhine

Staff directly reporting to this post: 2-4 Project Officers & MEAL Officer

  • As part of a Health & Nutrition Program, the position holder will be expected to work closely with all Health & Nutrition sectors of this project, coordinating all activities with the other PC and providing support and information whenever necessary.
  • In coordination with the PM,DPM and other Program Coordinators, prepare the program workplan, detailed implementation plan and other planning tools, as well as support budget analysis and forecasting.
  • Ensure that project resources are used optimally and that expenditures comply with internal controls set by the Finance/Grants Units.
  • Ensure staff are assisted and equipped to regularly monitor their work collecting quantitative and qualitative data for both process and impact. Ensure the information and data required by the MEAL team
  • Assist the Program Manager in producing timely and quality reports that ensure appropriate capturing of programme impact and outcomes as well as programme outputs based on theory of change and M&E tools.
  • Prepare all documentation required for the procurement of materials, supplies, equipment required for the program activities, in line with SCI procedures and lead time.
  • Assist and facilitate capacity building workshops, awareness sessions, review meetings and training sessions for sound implementation of the program.

Other program delivery tasks

  • Participate in the design of new project proposals including field assessments, budget’s development, work plan and logical frameworks.
  • Facilitate supply requests, distribution plans, consumption including Blanket Supplementary Feeding
  • Program reporting from the nutrition/health program to the logistics department when required.
  • Participate in nutritional and health assessment planning, implementation, analysis, interpretation and Reporting.
  • Compile program/ project reports as required.
  • Any other tasks as required by the Program Manager.

Grant Management

  • Assist the Program Manager in managing the budget, ensuring that transactions comply with Save the Children’s and the donors’ financial and compliance policies.
  • Make sure that any particular issue, information or change on context, project or resources and which requires informing the donor is informed to the Program Manager.

Communications and Coordination

  • Ensure that project related information is relayed to the Program Manager, and other Program coordiantors.
  • Assist Program Manager in maintaining program documents and coordinating with all departments.
  • Ensure good communication and coordination between the team members working in the different contexts of intervention of the project.
  • Liaise with other implementing partners and different authorities to maximize collaboration and ensure proper coordination of activities.
  • Closely coordinate with SHD, SNT and THDs.
  • Represent health and nutrition management and coordination meetings at Regional/ Township level.

Capacity Building and Technical Support

  • With the technical support of Nutrition Advisors and Health Advisors, provide technical guidance and capacity building support and supervision to the operations team, and local partner staff to ensure successful implementation of nutrition/health program and provide opportunities for staff development.
  • Conduct trainings to build the capacity of staff and local partners as required with special focus on Project Officers from SCI nutrition team.

Team Management and Development

  • Ensure the effective use of the Performance Management System including the establishment of clear, measureable objectives, ongoing feedback, periodic reviews and fair and unbiased evaluations.
  • Support project staffs through coaching and other developmental activities. Ensure all team members have the opportunity to build greater capacities in line with their expectations.

Child Safeguarding Responsibilities:

Ensure that your staff is providing all beneficiaries of your programme with ongoing, ageappropriate verbal or written information in relevant languages about Save the Children’s Child Safeguarding Policy and Code of Conduct

QUALIFICATIONS

  • Degree related with public health and related

EXPERIENCE AND SKILLS

  • Demonstrated skills, experience, and knowledge in cIYCF, IMAM, MNCH and iCCM project.
  • At least 4 years management experience of development and/or emergency program in nutrition and health.
  • Experience in Health and Nutrition program implememtation in Rakhine is preferable.
  • Experience and knowledge of effective financial and budgetary control and managing grants.
  • An in depth understanding of national development issues related to the health and nutrition program.
  • Experience of managing and developing a team, and the ability to lead, motivate and develop others.
  • Excellent interpersonal, communication and presentation skills.
  • Computer literacy
  • Fluency in written and spoken English.
  • Prior clinical practice and experience is an asset
  • Representing SCI’s program to government, the UN and other international agencies, donors and bodies.
  • Commitment to and understanding of Save the Children’s aims, values and principles.
  • Willingness and capability to comply with all relevant Save the Children policies and procedures with respect to health and safety, security, equal opportunities and other relevant policies, including the Child Safeguarding Policy
