JOB DESCRIPTION

Introduction and Background

CGIAR seeks consulting firms to co-develop a comprehensive Resource Mobilization Communications and Advocacy Strategy for the next five years, focusing on a replenishment moment in 2025. The strategy aims to achieve an annual funding goal of $2 billion by 2030 to support CGIAR’s mission to transform food, land, and water systems amidst climate change.

Scope of Work

The consultant will collaborate with CGIAR leadership and teams to develop the strategy within three months. Key areas include:

  • Donor Market Analysis: Identify key funding sources.
  • Strategic Communication & Advocacy: Raise awareness of CGIAR’s work.
  • Resourcing & Operation Requirements: Assess needs for a replenishment campaign.
  • Replenishment Strategy: Develop a strategy for 2025.

Deliverables

  • A comprehensive strategy document.
  • Donor segmentation analysis.
  • A replenishment roadmap to COP30.
  • A set of internal use slides detailing the strategy.

Qualifications and Experience

  • Extensive experience in global fundraising, particularly in international agricultural research, food security, and climate change.
  • Strong analytical skills and experience in market research.
  • Proven track record in managing consultative projects and delivering high-quality results.

Project Timeline

  • Draft outline by 6 Sept 2024
  • Outline sign-off by 13 Sept 2024
  • First complete draft by 27 Sept 2024
  • Feedback by 9 Oct 2024
  • Updated drafts by 18 Oct 2024
  • Final delivery by 31 Oct 2024

Performance Measurement and Review

  • Quality of work, timeliness, client satisfaction, adherence to budget, communication effectiveness, and actionable recommendations.
  • Performance reviews will be conducted by CGIAR’s IFRM Group.

Legal Considerations

  • Confidentiality obligations extend for ten years.
  • Firms must accept CGIAR’s standard terms and conditions of contract.
  • Conflicts of interest must be disclosed and managed.

Required Proposal Content

  • Technical proposal: Firm profile, experience, team composition, project methodology, and timelines.
  • Financial proposal: Detailed fees breakdown and any subcontracting details.

Proposal Evaluation

  • Criteria include alignment with requirements, experience, reputation, project management, legal compliance, data security, cost, and timeline.
  • Weighting system: Technical approach (25%), experience and qualifications (25%), past performance (20%), cost (30%).

Bid Schedule and Dates

  • RFP issuance: 23 July 2024
  • Prebid conference: 25 July 2024
  • Proposal submission deadline: 5 August 2024
  • Award notification: 9 August 2024
  • Contract signing: 14 August 2024
