Office/Unit/Project Description 

Hosted by the UN Development Programme (UNDP), the Multi-Partner Trust Fund Office (MPTF Office) is the only United Nations unit exclusively dedicated to the design and administration of multi-stakeholder pooled financing instruments. Since 2003, it has supported over 200 UN-implemented pooled funds, providing an integrated platform of inter-agency pooled fund services to help UN organizations and partners make fast and efficient progress towards collective outcomes, like the 2030 Agenda. The MPTF Office’s current portfolio is over $18 billion in total, with more than $1 billion per year in contributions and includes more than 150 active pooled financing mechanisms.

The MPTF Office’s trustee and fund design and administration service is a standard-setter in the UN System – professionalized, highly transparent and firewalled from all UN implementing entities. The MPTF Office has put in place a number of tools and systems to support its transparent and accessible fund administration services such as its digital platform the MPTF Office Gateway. As a shared UN service provider, the MPTF Office operates in a distinct and dedicated business unit. It provides an integrated service platform that, in addition to core trust fund design and administration functions, provides complimentary services to users like data analytics, research administration, and knowledge management.

Scope of Work 

The Fund Portfolio Analyst role forms part of the MPTF Office Portfolio Team, which collectively supports the MPTF Office’s fund design and administration services.

The Fund Portfolio Analyst contributes to the management of the Multi-Partner Trust Fund Office (MPTFO) portfolio and contributes to the MPTFO office strategy and work plan. The role focuses on supporting the portfolio team on strategic portfolio management, including conducting portfolio data analysis; providing quality assurance to administrative processes and contributing to knowledge management.

Duties and responsibilities

1.)         Contribute to Fund Formulation and Establishment

  • Supports the Fund Portfolio Manager in  the design and development of Funds in the MPTFO team’s pipeline and portfolio.
  • Contributes to the design and development of systems solutions to support fund design.
  • Supports the Fund Portfolio Manager in negotiation and finalization of contribution agreements using pre-established legal agreements, making adjustments as required and permissible following the MPTFO Operations Manual.

2.)  Fund Administration and Result-Based Reporting

  • Works with the Fund Portfolio Manager in the fund administration of the relevant portfolio including the annual reporting exercise.
  • Provide support to Fund Secretariats and other Fund stakeholders by responding promptly and efficiently to queries and requests.
  • Contributes to the management of the Gateway platform (FAS) for each Fund/JP.
  • Contributes to quality assurance of fund administration key documents and products.

3.) Ensure Effective Coordination and Outreach              

  • Ensures standard communications with partners and donors.
  • Seconds the Portfolio Manager in providing support to the EC on her/his coordination, representation, and networking role.
  • Raises awareness with peers in the donor community and Recipient or Participating Organizations, including Governments and UN Agencies of the MPTFO activities;
  • Supports fund secretariats in developing outreach products and activities for their respective fund.

4.) Facilitate Knowledge Management and Advisory Services

  • Analyses and researches information on partners, prepares substantive briefs on possible areas of cooperation and opportunities, as requestd.
  • Identifies lessons learnt on the operations of funds in the assigned team’s portfolio.
  • Participate in a cross-organisational projects, contribute to the development and implementation of a solutions to address challenges and harness opportunities.
  • Demonstrate an ability to work as part of a diverse team to advance innovation and continuous improvement.
  • Substantively contribute to Monitoring and Evaluation of fund portfolio performance, and portfolio analytics and forecasting exercises.

The incumbent performs other duties within their functional profile as deemed necessary for the

efficient functioning of the Office and the Organization.

Min. Education requirements   

  • Advanced university degree (master’s degree or equivalent) in political science, public administration, international relations, development studies or equivalent. Or
  • A first-level university degree (bachelor’s degree) in the areas mentioned above in combination with an additional two years of qualifying experience will be given due consideration in lieau of the advanced university degree.

Min. years of relevant work experience

  • Up to 2 (two) years (with master’s degree) or minimum 2 (two) years (with bachelor’s degree) of relevant working experience in the area of fund portfolio management or project management is required.

Required skills  

  • Experience in project planning and financial management
  • Extensive experience in the use of computers applications, ERP systems, and Microsoft Office package

Desired skills in addition to the competencies covered in the Competencies section 

  • Experience in designing programme communication materials and reports is an asset
  • Demonstrated experience of strong writing skills and the ability to synthesize information is desired.
  • Experience in Trust Fund or UN pooled funding design, management and/or reporting is an asset
  • Experience with European Commission Contribution Agreements and requirements is an asset
  • Experience working on innovative financing mechanisms is an asset

Required Language(s)   

  • Fluency in English required
  • Knowledge of French desired
