The Government of Malawi is developing an Integrated National Financing Framework (INFF) to support the country enhance its ability and capacity to mobilize financial resources more effectively from domestic, international, public, and private sources in an integrated and coherent manner to support the achievement of national priorities in the Malawi 2063 (MW2063), its First 10-year Implementation Plan (MIP-1) and attainment of the Sustainable Development Goals (SDGs). The INFF aims to address structural challenges within the financing ecosystem including enhanced quality and scale of financing for the MIP-1 and the SDGs. The INFF is underpinned by four key strategic phases which are: 1) Diagnostics and Assessment; 2) Development of Financing Strategy; 3) Establishing and strengthening the monitoring and review system of the development financing landscape; and 4) Establishing and fully operationalizing effective governance and coordination structure.

Digital finance and payment solutions have become more prominent, necessitated by the COVID-19 pandemic and the need to foster financing for sustainable development. This has prompted regulators to advance policy changes to advance the development of Malawi’s digital economy with key emphasis on digitization of payment systems in Malawi. Digital financial services are also enabling the Governments to provide quick and secure financial support; for example, in support of social cash transfers that has improved the ability to target cash assistance to households, particularly the unbanked with a focus on marginalized segments such as women, youth, refugees, elderly, people with disabilities (PWDs), and rural communities.

Against this background, the Government with technical and financial support from UNDP through the SDG Fund Joint Programme engaged the services of expert consultant to develop the Digital Finance Ecosystem Assessment and Strategy (DFEA&S) report, which was finalized. Therefore, UNDP in collaboration with the Government wishes to engage the services of an online UN Volunteer to design the Digital Finance Ecosystem Assessment and Strategy (DFEA&S) report.

UNDP Malawi CO, in collaboration with the Government wishes to engage the services of a Graphic Designer to design the Digital Finance Ecosystem Assessment and Strategy (DFEA&S) report. The Graphic Designer shall collaborate with the Integrated National Financing Framework (INFF) Technical Team and the UNDP Malawi CO Focal Point to provide the required technical services aimed at improving the quality of the documents in readiness for printing.
Under the supervision of the Economic Specialist, the UN Volunteer will carry out print layout and graphic design of the Digital Finance Ecosystem Assessment and Strategy report to improve the design, readability, coherence, presentability, and consistency of the document.

The specific tasks include:

  1. Pay special attention to the role of boxes, graphs, tables, and figures, the objective being to properly structure the reports and matching these with the appropriate narratives in the reports.
  2. Appropriately align high resolution photos with the narratives. This will entail working with the UNDP Communication Team and the INFF Technical Team to identify high resolution photos with the relative copyright and credit to their owners.
  3. Lastly, ensure that the statistical data used and referenced in the text are consistent with the data in the respective tables, figures, charts, graphs, and maps, as well as with the indicator tables.

Expected Outcome:
• A quality graphic designed report.

• Exceptional creativity and innovative design skills.
• Minimum 3 years of relevant experience in creative graphic design, print layout and copy-editing.
• Familiarity with working with structure of complex statistical tables and concepts.
• Excellent command of the English language.
• Excellent communication and presentation skills.
• A degree in computer science, social science, or recognizable qualification in creative graphic design.
• Organizational and time-management skills for meeting deadlines in a fast-paced environment.
