Although the mandate of UN-Habitat is global, the agency has placed special emphasis on working for the benefit of the host country through contributing to Kenya’s development priorities in a variety of ways. UN-Habitat Regional Office in Africa (ROAf) located in Nairobi, Kenya, is supporting priorities of member states and governments to achieve sustainable urban development. Implementation of Kenya programmes is carried out within the ROAf.

Duties and Responsibilities
Background: The United Nations Human Settlements Programme (UN-Habitat) is the United Nations programme working towards a better urban future. Its mission is to promote socially and environmentally sustainable human settlements development and the achievement of adequate shelter for all. In October 2016, at the UN Conference on Housing and Sustainable Urban Development – Habitat III – member states signed the New Urban Agenda. This is an action-oriented document which sets global standards of achievement in sustainable urban development, rethinking the way we build, manage, and live in cities. Through drawing together cooperation with committed partners, relevant stakeholders, and urban actors, including at all levels of government as well as the private sector, UN-Habitat is applying its technical expertise, normative work and capacity development to implement the New Urban Agenda and Sustainable Development Goal 11 – to make cities inclusive, safe, resilient and sustainable. Since 2015, UN-Habitat Syria Programme has worked closely with Syrian cities and communities to develop an urban resilience and recovery approach. UN-Habitat supports local authorities and communities (1) to collect better urban data to reach a common understanding of urban recovery needs; (2) to jointly identify neighborhood and municipal area response priorities – from humanitarian to resilience, to recovery; and (3) to design and implement housing, infrastructure and basic services, urban environment, and urban cultural heritage projects that directly respond to these local priorities. UN-Habitat Syria currently has offices in Damascus, Homs, Aleppo, and in Deir Azzor. The UN-Habitat Syria program operationalizes projects across Syria. After the earthquake that hit the Country on the 26th of February 2023, UN-Habitat has been committed to responsive projects that aim to support the resilience of the population and the buildings affected by the earthquake, Focusing on cities affected by the earthquake in Aleppo, Jableh, and Hama. Reporting Line: The consultant will work under the overall supervision of UN-Habitat Head of Country Programme and in daily collaboration with the relevant project manager in Aleppo. The Consultant’s Duties and Responsibilities will be as follows: Task 1 Liaise all preparations needed for Urban Recovery Plans/Workshops and the Sectoral Assessment for the City of Jableh in close cooperation with the UN-Habitat team, including: • Contact the targeted department and agencies for the preparation and collecting the needed information for the development of the Recovery Plan and the Sectoral Analysis and infrastructure damage assessment as per the templates developed by UN-Habitat and in close coordination with the UN-Habitat dedicated team. • Follow up the preparation of the meetings and workshops for UN-Habitat planned activities in Jableh City and includes but is not limited to (sending invitations, venue, cost estimates, and other logistics needs) Laiase on behalf of UN-Habitat in day-to-day cooperation and coordination work needed for the different sub-activities planned for Jableh city. Task 2 The Consultant will support the field infrastructure damage assessment in Jableh City under the supervision of the project manager, and will participate in the infrastructure second phase field damage assessment in Jableh City under the supervision of the project manager whereby he/she will be responsible for the following tasks: • Work with stakeholders from the government and other UN agencies to ensure maximum complementarity and efficiency of assessment tools and scope. • Coordinate with the assessment teams on day-to-day work on the ground and ensure the quality of collected data and efficiency of resources. • Manage the data entry, conduct spatial data analysis as per UN-Habitat’s methodology and tools, and derive main findings. • Ensure the infrastructure damage assessment database in the target location and ensure compatibility with different stakeholders’ analysis tools. • Work on prioritizing and listing the most effective and required infrastructure rehabilitation project in Jableh city following the project management and the stakeholder’s proposals and the community consultation sessions findings. Task 3 Monitor Field implementation of the infrastructure rehabilitation projects that will be prioritized based on the result of the second damage assessment and the recovery planning, including: • Follow up with assigned contractors and share the regular report on the work progress and ensure the application of the Safety measures during the implementation. • Prepare and submit the technical report and measurements during the implementation of the coact and field projects in the different locations in Jableh. • Submit final report and ensure closing and the factuality of the implemented infrastructure project.
Qualifications/special skills
An advanced degree (Masters or Equivalent) in Civil Engineering, Information Management or related field is required. A first-level university degree in combination with two (2) additional years of qualifying work experience may be accepted in lieu of the advanced university degree. A minimum of 2 years of professional work experience in civil engineering, information management, data collection and survey analysis, project and team leadership is required. Experience in working with UN agencies is desired. Working experience with the Syndicate of Engineers and municipalities, and familiarity with its regulation is desired. Good experience in supervising the implementation of contractual services and suite supervision is required.
Languages
Fluency in both oral and written Arabic is required with working knowledge of English.

Special Skills: • Good reporting skills in Arabic and English are required; • GIS and CAD skills are required.
