JOB SUMMARY

 

Result of Service
The expected results of the consultant’s work are the following: – Development of a draft capacity building material on mercury waste management, addressing the provisions of the Convention, relevant decisions of the Conference of the Parties, technical guidelines under the Basel Convention, requirements under other international treaties, and information developed in Global Mercury Partnership. – Presentation of the draft material at the webinar in English, and support to the Secretariat on convening the webinar. – Support to the Secretariat and its partners in convening webinars in Arabic, Chinese, French, Russian and Spanish. – Finalisation of the capacity-building material taking into account questions and comments presented at the webinars and Minamata Convention Forum.

Duties and Responsibilities
Under the supervision of the Senior Programme Management Officer, the consultant will perform the following tasks: A. Planning and coordination for developing capacity-building material: The consultant is to collect technical and policy information to develop the capacity-building material and develop a draft outline. The consultant will present the outline to key stakeholders including the Basel Convention Secretariat, partners in six language webinars and the Global Mercury Partnership. The Consultant will coordinate the outline and the plan for the development of the material with these stakeholders, B. Development of a first draft capacity-building material: The consultant will develop a first draft of the English master version of the capacity-building material. The first draft will be circulated to stakeholders for comments and technical input, as well as posted on the Minamata Convention Forum. C. Development of a second draft capacity-building material: The consultant is to update the first draft guidance incorporating the comments and technical input received. This version is to be a complete version that would be finalized with only minor edits after being presented at webinars. D. Coordination of the translation of the capacity-building material: The consultant is to present the second draft material to the partners who will translate the material into other UN languages, respond to questions, provide technical advice, and conduct a completeness check of the training material. E. Presentation at and support to the webinars: The consultant will present the capacity-building material at the webinar in English. The consultant will also support the Secretariat and its partners in convening webinars in other UN languages, including the technical support to partners who will present the language versions of the material. F: Finalization of the capacity-building material: The consultant will finalize the material taking into account the questions raised at the webinars.
Qualifications/special skills
Academic Qualifications: An advanced university degree in environmental science, environmental technology, environmental policy or environmental law or related fields. Experience: At least ten years of experience in environmental protection and waste management, including experience related to the capacity building activities under Minamata Convention on Mercury or other multilateral environmental agreements. Experience with developing technical or policy guidelines and capacity-building materials, as well as delivering workshops is a definite advantage.
Languages
Fluency in English is essential, including strong writing skills.
