JOB SUMMARY

 

Job Summary:

The Director of Policy and Advocacy at FHI 360 leads multiple workstreams and teams to mobilize foreign assistance resources and influence key U.S. government decision-makers, including Congress, to support critical policy priorities. This role involves collaborating across departments to create and implement an integrated policy change plan and establish structures for monitoring progress.Key responsibilities include delivering results that align with high-profile organizational priorities, driving consensus, advising on strategic course corrections, and ensuring the team’s high performance. The Director also leads strategic planning and business development initiatives, focusing on non-U.S. government funding sources, to position FHI 360 as a leader in addressing global challenges like eroding social cohesion, public health threats, inequality, and climate change. Additionally, the Director will report to the Chief Impact Officer, and manage project budgets and donor relationships, ensuring alignment with project goals.

This position is expected to require 2-3 days per week in DC as well as 2-3 domestic and/or international travel events per year.

Responsibilities / Duties:

  • Leads the development of the policy agenda in line with FHI 360’s strategic plan.
  • Manages a team of advocates advancing the policy agenda in line with organizational direction and donor agreements.
  • Advocates and builds partnerships with leaders across NGOs, research institutes, think tanks, private donors, and other key partners to influence US government policies.
  • Develops and leads the execution of advocacy strategies to support global foreign assistance and policy priorities.
  • Ensures coordination across FHI 360 operating units supporting federal policy and advocacy work.
  • Engages directly with policymakers, Members of Congress, their personal and committee staff, and key federal officials to support evidence-based funding, policies, and programs.
  • Leads team focused on U.S. Congressional relations, legislative, appropriations, and administration strategy.
  • Develops and proposes policy recommendations and implements legislative strategy on Capitol Hill.
  • Directs research conducted by junior staff and analyzes issues to develop policy positions.
  • Conceptualizes and manages the creation of materials for various audiences.
  • Develops and implements short- and long-term plans of action on issue areas.
  • Oversees the development of a global policy and advocacy communications plan, including delivery of a media outreach strategy.
  • Regularly updates and educates FHI 360 staff and others through documents and educational materials on strategies for Hill action.
  • Keeps FHI 360 informed of congressional members’ positions on issues.
  • Writes policy and reviews publications for accuracy and consistency.
  • Builds and leads coalitions and coalition task forces as needed.

Collaboration & Interaction:

Management & Supervision:

  • Manages a team responsible for advancing the policy agenda.
  • Oversees operations functions including finance, contracts, grants, and HR.

Qualifications:

Knowledge & Skills:

  • Deep understanding of the U.S. budget and appropriations process, USAID, State Department, Development Finance Corporation, and/or other relevant U.S. Government agencies.
  • Strong consultative and negotiation skills.
  • Exceptional written skills with the ability to translate technical content into compelling communication materials.
  • Experience developing and implementing multisectoral, evidence-based advocacy strategies.
  • Familiarity with racial and gender inequities and their impact on global development.
  • Ability to represent communities with respect and humility.
  • Experience working on Capitol Hill and at relevant government agencies.
  • Ability to cultivate strong relationships with congressional staff, government stakeholders, and partner organizations.

Minimum Qualifications:

  • Bachelor’s Degree in Public Policy, International Relations, Political Science, Communications, or a related field.
  • Minimum of 12 years of previous work in public policy and advocacy with experience overseas in an international humanitarian and development organization; or equivalent combination of relevant education and experience to perform job responsibilities effectively..
  • Minimum of 6 years managing and leading teams.

Preferred Qualifications:

  • Advanced degree (e.g., Master’s or Doctorate) in Public Policy, International Relations, Political Science, Communications, or a related field.
  • Relevant certifications or their international equivalents.

Travel:

The Director, Policy and Advocacy role requires 20% travel, including both international and domestic travel, as needed.

Typical Physical Demands:

Typical office environment. Constantly uses a computer and other office productivity machinery, such as a calculator, copy machine, and computer printer. Must be able to remain in a stationary position 50% of the time.

The expected US Based hiring salary range for this role is listed below. Candidate FHI 360 pay ranges represent national averages that vary by geographic location. When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to: relevant years of experience and education possessed by the applicant, internal equity, business sector, and budget.

Base salary is only one component of our offer. FHI 360 contributes 12% of monthly base pay to a money purchase pension plan account. Additionally, all US based staff working full-time, which is calculated at 40 hours/week, receive 18 days of paid vacation per year, 12 sick days per year, and 11 holidays per year. Paid time off is reduced pro rata for employees working less than a full-time schedule.

 

US Based Hiring Salary Range: $170,000 – $229,000

International hiring ranges will differ based on location.
