Job Purpose

This role exists to lead a high performing team to effectively capture, utilize and communicate evidence of impact. Working in collaboration with other World Vision Niger’s departments and functions, this role will work across all funding streams to ensure the delivery of excellent quality programmatic work across all funding streams and successfully collect and communicate their individual and our collective impact.

The role provides quality assurance of impact across all funding streams (i.e. Child Sponsorship, Grants, GIK and Private Non-Sponsorship funded programs), measuring and communicating project level and portfolio impact. The role oversees Strategy Development & Execution and will ensure WV Niger’s strategy is driven by impact data, and support a pivot towards grant and corporate funding, ensuring all resource streams are used to contribute towards improved child well-being for children and adults in the communities where World Vision works and demonstrating a credible account of change.

Key responsabilities

Leadership and strategic management:

  • Oversee strategy formulation, cascading, implementation tracking and reporting in line with the WVI Partnership strategy ‘Our Promise.’
  • Provide leadership to the technical programs and Evidence and Learning Teams for fidelity of implementation models
  • Oversee implementation and application of transformational development principles across all programs and projects
  • In collaboration with P&C, ensure the right staff are recruited, retained, and provided with intentional opportunities, mentoring and coaching for development
  • Ensure that all program interventions are supported and implemented as per LEAP, and other WVI partnership and donor standards
  • Ensure integration of faith and development, advocacy, and humanitarian principles as relevant across all Technical Programs.
  • Ensure a learning culture, evidence-based programming and documentation of best practices and industry standards.
  • Model a high standard of personal Christian leadership, ministry and integrity through lifestyle and work relationships to support the spiritual development of his/her team.

Accountability and quality assurance:

  • Provide leadership and direction needed to promote a culture of quality programming, innovative DME, learning and reporting throughout World Vision Niger in line with LEAP, global and industry standards.
  • Support timely and effective implementation of various accountability mechanisms such as Operational and Finance Audits and Programme evaluations.
  • Ensure internal control systems are implemented to mitigate risks and ensure accountability that will result in good audit ratings
  • Provide leadership to program teams to ensure the capturing and dissemination of program impact
  • Ensure programs comply with partnership standards, policies and protocols, including all relevant sections of the Field Finance Manual

Strategy monitoring, performance review and reporting

  • Provide leadership to the strategy tracking, performance review and reporting.
  • In collaboration with the finance unit, ensure planning and budgeting, project funding, expenditures and processes are aligned and operating smoothly.
  • Ensure the development of WV Niger’s capacity to focus strategically on initiatives which generate higher-quality programming leading to measurable and sustainable development and scalable humanitarian targets

Resource acquisition and management

  • In collaboration with Grants Acquisition and Management Director and grants teams, support the development of a business plan to diversify the WV Niger funding portfolio
  • Provide support in funding negotiations with support offices and donors in coordination with RAM
  • In coordination with the RAM Department develop growth plans for the relevant technical program area in line with the country’s strategy
  • Actively support the rollout of WV Niger’s National Resource Acquisition and Management plan by providing relevant data as needed.

Networking and coordination

  • Maintain effective communications and proactive relationships with the Communication, Public Engagement and Advocacy Director, and relationships with Support Office partners including visits by donors.
  • Under the Leadership of IPD and RAM, develop and maintain proactive relationships with bilateral and multilateral representatives in the country
  • Under the Leadership of IPD, develop and maintain good relationships with national government ministries, other NGOs and the development sector in general
  • In coordination with the Senior Leadership Team, work closely with regional office directors concerning the implementation of Partnership initiatives, capacity building of national office staff and knowledge sharing within the region
  • In coordination with the Communication, Public Engagement and Advocacy Director, and Technical Leads, participate in national-level coalitions on specific advocacy issues
  • In collaboration with the Communication, Public Engagement and Advocacy Director, contribute to knowledge sharing and collaborative learning through internal avenues such as the Communities of Practice

Required Professional Experience

  • Experience in Strategy development, cascading and reporting.
  • Minimum of 8 years’ experience with a thorough understanding of all areas of project management cycles in a complex, international development organization especially in development and Relief Projects. 5 years should have been at a managerial level.
  • Minimum three years’ experience in monitoring and evaluation at a senior manager level
  • General understanding of at least four of the following programmatic sectors: Health & Nutrition; Resilience & Livelihoods; Education & Child Protection; WASH; Disaster Risk Reduction; Food Assistance and Emergency Response.
  • Demonstrated track record in proposal development, funding acquisitions and grant management for major government donors preferred.
  • The position holder must be results oriented and a team player.
  • Deep knowledge of WVI working systems, policies and standards will be an advantage.

Required Education, training, license, registration, and certification

  • The position holder should have a Bachelor’s degree in international development, Monitoring and Evaluation, Program Management, Business Administration, Rural Development. Master’s degree in related field will be an added advantage.

Preferred Knowledge and Qualifications

  • Training or certification in Portfolio and/or Programme Management with accredited institutions.
  • Ability to engage at a strategic level with senior government, UN and INGO officials.
  • Ability to lead a multi-cultural team with an empowering and outcome-oriented approach.
  • Strong budgetary and financial management skills.
  • Good interpersonal, organizational and management skills.
  • Ability to maintain performance expectations in diverse cultural contexts, stressful environments and physical hardship conditions with limited resources.
  • Ability to solve complex problems and to exercise independent judgment.

Language Requirements

  • Written and oral fluency in English and French

Travel and/or Work Environment Requirement
