JOB DESCRIPTION

Org. Setting and Reporting
This position is located within the United Nations Integrated Office in Haiti (BINUH). The Mission Planning Officer will be based in Port-au-Prince, Haiti and will report to the Chief of Staff of BINUH.
Responsibilities
Within the limits of delegated authority, the Mission Planning Officer will have the following duties and responsibilities: • Facilitates joint and integrated planning between Mission components, UNCT members and other relevant partners in accordance with the Policy on Integrated Assessment and Planning (IAP) guidelines and senior management guidance. • Conducts analysis, formulates recommendations and drafts segments of documents in order to assist UN senior management to develop, implement, and monitor strategies to maximize the individual and collective impact of the UN’s response in Haiti concentrating on mandated tasks and activities required to consolidate peace and security, through a strategic partnership between the Mission and the UN Country Team. • Supports the operationalization of planning documents, including the Mission Concept and benchmarks, which translates the mission mandated tasks into a form that fuses objectives, timelines and expected outcomes into a coherent whole, serving as an authoritative guide for the development and implementation of Mission component plans. • Provides advice to Mission components in development of component-level plans, ensuring coherence with the Mission’s overall strategic direction; and as directed by Mission leadership, designs, and facilitates development of other strategies and plans required for implementation of the Mission’s mandate. • Assist the Chief of Staff in the preparation of the budget, including staffing needs and workplace planning, and advises senior management to help ensure resources are used to support implementation of component plans, mission priorities and an integrated strategic framework with the UN Country Team. • Provides advice to senior management and programme managers on strategic and operational planning policy, procedures and best practices, in line with the Policy on Integrated Assessment and Planning (IAP); provides recommendations on design of specific planning tools and mechanisms, in line with policy and best practice, to meet the needs of the Mission and partners. • Supports the establishment and operation of integrated field coordination structures, such as a senior leadership forum, and a joint planning and analysis group at the working level, providing policy guidance and technical assistance as required; coordinates Mission-level support to the Headquarters based Integrated Task Force (ITF) or equivalent body and support, Technical Assessment Missions, Strategic Assessment Missions and Strategic Reviews. • With all relevant stakeholders, facilitates the development and implementation of an UN Integrated Strategic Framework, or equivalent document, for peace consolidation in the country, including a system for monitoring and evaluation of progress and making suggestions on priorities and roles for the United Nations. • Requests, analyses, and drafts inputs to BINUH’s Results-Based Budget (RBB) framework and performance reports, and prepares inputs as required for audits, budget monitoring and performance reporting. • Serves as focal point to support the Mission’s accountability framework including but not limited to the participation in the review of Senior management Compacts, ST/SGBs, DoA, Business continuity, ERM, ORMS, Programme Criticality exercises, and Transition Planning and Assessment of Internal control; lead the delivery of timely action plans and monitor progress to address and resolve control issues. • Drafts clear reports, concept notes, option papers, planning documents, monitors and evaluates operations and makes recommendations on ways to improve mandate implementation. • Develops and maintains productive partnerships with mission components, UNCT members, bilateral and multilateral partners and relevant government counterparts. • Provides substantive and practical support to steering committees, working groups, as well as planning activities, meetings, and events. • Identifies and analyses potential issues for a common UN approach through policy, advocacy and/or programming efforts. • Performs other duties as required.

Education
Advanced university degree (Master’s degree or equivalent) in Political Science, Management or Development, or a related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree. Professional training in the areas of planning, facilitation and/or coordination is an asset.

Work Experience
A minimum of seven years of relevant, progressively responsible professional experience in planning, evaluation, programme management or policy development at a strategic level as well as facilitating and coordinating multi-stakeholder processes in peace consolidation settings, is required. Field experience including at least one year of experience working in one of the above fields in a United Nations field operation, or similar multi-lateral or non-governmental organization in a conflict or post-conflict setting, is required. Comprehensive knowledge of relevant United Nations policies, procedures and operations is required. Prior experience and familiarity with the budget planning and reporting process including the Results-Based Budget (RBB) framework and performance reporting, as well as the UN system of internal controls, is required. Experience implementing relevant United Nations Secretariat policies, procedures and operations, including legislative and budgeting processes, is desirable. Prior experience in extrabudgetary fund management, donor relations and reporting is desirable. Previous experience working in or on Haiti either in a peacekeeping or special political mission is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For this post, fluency in English (oral and written) is required. Knowledge of French is required. Knowledge of Haitian Creole is desirable.
